Water Commissioners Report
The Water Commissioners herewith submit their fifty- fourth annual report.
A Ross 8" double acting altitude control valve has been installed at the Beech Hill Standpipes, also a similar type valve, 12" Ross, at the Abington Standpipe for the same purpose. This will allow a continuous pumping period from the morning start until all standpipes and tank are full. As the Beech Hill standpipes are nearest to the pumping station they will fill first, then the altitude valve will close and allow all water to go into the towns; then the Lincoln Street Standpipe, North Abington, will fill and the altitude valve will close and allow all the water to go into the Rockland tank. The Rockland tank fills last on account of it being located in a thickly settled area, where the demand for water is greater.
When the tank fills a signal rings at the fire station and the pumping station is so notified. It is planned to fill all storage twice a day. By this arrangement all gates between the towns are open at all times. The three standpipes and tank are in the same level, total capacity when all are filled over 2,600,000 gallons.
The joint board has been unable to agree with the management of the Sandy Bottom Bog Co., operators of a cranberry bog adjacent to Great Sandy Bottom Pond, and a bill in equity has been filed in the Superior Court of Plymouth, which action is now pending.
The Inhabitants of the Town of Pembroke brought an action in the same court against the Inhabitants of the Town of Abington and the Inhabitants of the Town of Rockland. By agreement with the Selectmen we de-

fended the action against the Inhabitants of the Town of Abington by obtaining the services of Mr. John R. Wheat- ley, Attorney-at-law. The Inhabitants of the Town of Rockland were represented by Judge Francis J. Geogan. Both attorneys filed demurrers which were argued on December 20, 1939, before Hon. Paul C. Kirk at Brock- ton, who took the matter under advisement. On Decem- ber 22, 1939, the court sustained the demurerrs which ends the case. The actions sought to require Abington and Rockland to find a new water supply and abandon Great Sandy Bottom Pond on the grounds that the sani- tary rules damaged the value of adjacent property.
The source of Supply, Great Sandy Bottom Pond in Pembroke should be improved by diverting or purifying the inlet from Little Sandy Pond; vegetable growth should be removed from the pond bottom; land should be obtain- ed around the pond to better protect it from pollution; the shores should be walled up in many places, a pier should be built out to the end of the intake pipe and a screen installed. The pumping equipment consists of a steam pump purchased in 1896 and an electric gasoline pump purchased in 1923. These will need replacement before many years. The 5 miles of 16-inch force main from the station to the Beech Hill standpipes has accum- ulated a lining of rust formation that now gives it the friction of a new 10-inch pipe which wastes power and makes it unsafe to pump through at the full capacity of the pumps. Cleaning will restore its capacity for a time. The two standpipes on Beech Hill have seen considerable service. The steel standpipe was built in 1886 and the concrete standpipe in 1910. Whenever these fail they will have to be replaced with others at the same or some other location.

To the Joint Board of Water Commissioners of Abington and Rockland:
Gentlemen:
I hereby submit my report as Superintendent for the year ending December 31, 1939.
The usual analysis of water from Big Sandy and Little Sand Pond has been made by the State Board of Health. Also samples of water from Big Sandy Pond were mail- ed each month, from March to November inclusive, to Lawrence Experiment Station for bacterial examination.
All hydrants were tested during the year.

The brick wall on south side of Station was repaired.
The shores of the pond and the cottage owners proper- ty are in good condition.
The new control valves, recently installed at Beach Hill and Abington stand-pipes, enables us to fill all four reservoirs to full capacity.
Three new services were added, and one renewal from Main to street box, and two service leaks repaired.
The Financial Report of the Joint Works will be found under the Report of the Water Registrar.

MAINS
Norman Street Extension
75 ft. of 6" transite pipe was added on Norman Street. This completes the main as far as the street has been accepted by the Town.
UNION STREET
1672 ft. of 12" transite pipe was purchased by the De- partment to connect the 12" main at the corner of Union Street and North Avenue, with the 16" main on Rice Av- enue. This will bring the delivery of water in the busi- ness section for Fire Protection over the requirements of the New England Insurance Exchange. Labor is being furnished by the W. P. A.
GENERAL
150 ft. of 6" water main on West Water Street was lowered 21/2 feet to clear one of the new bridges.
Two wires have been installed between the tank on Rice Avenue and the Fire Station, providing for the in- stallation of an alarm gong in the Fire Station.
A faucet for the benefit of the users of the Park at Reed's Pond was installed.
1172 service calls were taken care of during the year.
A report of the recent survey of water rates in New England listed Rockland as one of the lowest.

The Board of Health herewith submits its annual re- port for 1939.

The health of the town has been good for the year. The common cold is always with us and gives rise to more trouble then perhaps anything else. A few days off is the best cure in the long run.
For a very few we may say that the public dump on Pleasant street is the only dump recognized as the proper place for the disposal of refuse. Invitations to fill in ex- cavations or swamp holes near residences always lead to complaints.

Auditors Report

The books of the various departments of the Town have ben audited and verified. The audit included the books of the Treasurer which showed all disbursements in accord with warrants furnished him by the different departments. His receipts were verified with vouchers filed and they were found to be correct. His bank bal- ance was reconciled with statements furnished by the banks.
The audit also included the books of the water and school departments, the town clerk and sealer of weights and measures and they were found to be correct in every respect.
