Last April the Police Dept. purchased a new Cruising Car, radio equipped; and since then this department has been able to receive latest police items transmitted by the Mass. State Police. This department also has a radio at the pol- ice station and is tuned to the same frequency which af- fords service when the cruising car is on patrol. This de- partment wishes to acknowledge our gratitude to the State Police for their services the past year. This addition to this department has added increased efficiency; and has enabled the patroling of the entire Town with immediate contact of a police officer. This service was made possible by the co-operation of the local telephone exchange, whom we wish to thank for their assistance.


Correction is hereby acknowledged from the report of this department relative to "No fatal accident" during 1935. This paragraph was unintentionally misstated in my report and was an oversight which I regret. For the year 1936 three (3) fatal accidents occurred; all persons responsible were summoned to Court and a conviction was made in one case, the other two were adjudged unavoidable.

TOWN OF ROCKLAND


Crimes in the Town of Rockland for the year 1936 were of a minor nature, and most of the complaints were dispos- ed. As stated in previous Town report issues of this de- partment, all emergency calls can be answered by request- ing the local telephone operator to "put on the red light" which is a signal to the officer or officers on patrol and the call will be answered immediately. I make mention of this fact here, as I know that many citizens are not conversant of this system. This department urges the citizens to take advantage of this system especially during the night and early morning hours; this system has been in force many years and has proven very satisfactory, together with the in- novation of radio in the police cruiser.


Widening of Union Street has added consirerable space beween rear of parked cars which is used as the traveled way and it is expected that painted parking spaces will be available after the weather permits. Complaints of exces- sive speed on Union St., was considered and has been great- ly curtailed.


Request that Rockland citizens who operate motor ve- hicles comply with traffic regulations such as; unreasonable rate of speed; double parking; parking in driveways; and parking at proper angle, by strict obedience of these regula- tions this department believes would be setting a splendid example to visiting motorists.


Again I take pleasure in giving the thanks of the entire department to Town and County officials and to the many other citizens who have given valuable assistance when giv- en the opportunity. As Chief of the department I am ap- preciative of the fine work of the regular and special officers, all of whom have labored to give the finest service.

There is nothing remarkable to report in regard to the health of the town.


Many complaints of people dumping waste and rubbish any place except on their own premises are received.


Dumping old autos, especially on Salem Street is very Common. If the people of the town wish to go on, they must report such incidents to the Board of Health.

Report of Tree Warden


To the Board of Selectmen :


There was a considerable amount of work done on the trees of the town and those overhanging the road.


Most of this work was through labor supplied by the WV. P. A.


The elm trees were sprayed for the elm leaf beetle to some extent, but more was needed. These trees should be sprayed at least twice, to keep them under control.


Owing to storms with a high wind velocity, several trees were blown over, and others were badly damaged.


For the coming year, I recommend an appropriation of $1000.

Report of Gypsy Moth Superintendent


To the Board of Selectmen :


The most infested area of the town was canvassed for Gypsy Moth and Brown Tail Moth.


The Gypsy Moth infestation has started to spread throughout the town the last few years and should be checked before it gets out of control. A larger amount should be appropriated for this work.


I recommend an appropriation of $500.

Water Commissioners' Report


The Water Commissioners herewith submit their fifty- first annual report.


Mr. William Brown, Engineer at the Pumping Station was also appointed Superintendent of Joint Works.


The Centrifugal Pump purchased in 1923 was shipped to the factory and thoroughly over hauled, and is now in good working condition.


A new Pardee Chlorinator was installed in place of the old one that was at the station.

SIXTY-THIRD ANNUAL REPORT


REPORT OF SUPERINTENDENT


Joint Board of Water Commissioners of Abington and Rockland.


Gentlemen :


I herewith submit my report as Superintendent for the year ending December 31, 1936.


The usual analysis of water from Big Sandy Pond and Little Sandy Pond has been made by the State Board of Health.


Three new services were installed and two service leaks repaired, a new By Pass installed at Main gate at Pump- ing Station, also renewal of bolts on flanges of suction pipe in well house.


All the hydrants have been painted and three renewals were installed.


The two pumping units and the outside trimmings on station and well house have been painted and all the sashes have been puttied and drawn.


I would recommend that the residence at Pumping Sta- tion and the iron stand pipe at Beach Hill have one coat of paint.


Cleaning of shores of pond should be continued.


The financial report of the Joint Works will be found under the report of the Water Registrar.

COLLECTIONS


On January 1, 1936 there was an outstanding indebted- ness to the Department of $14,575.20. This has been re- duced to $11,688.84 as of Dec. 31, 1936. The Town ac- cepted Chapter 391 of the Acts of 1923, in 1927. Upon advice of Mr. Theodore N. Waddell, Director of Accounts, this law was put into effect during the year. This act pro- vides that unpaid water bills become a lien on property. An additional fee of $1.50 is charged for looking up the title to the property and recording the same in the Registry at Plymouth. While this places an additional hardship on water takers, who are in arrears, it is the only insurance the Town has, to collect outstanding water accounts.
