Article 49. Voted to adopt the following By-Law :- No person except the Superintendent of Streets, or Highway Surveyor, and those acting under his order in the lawful performance of their duties, shall break up or dig up the ground or stones in any street or way which the town is bound to keep in repair, without first obtaining a written permit from the Selectmen therefor, and the person so licensed shall erect and maintain a suitable railing or fence around the section or parts of any street or way so dug up or broken as long as the same shall remain un- safe or inconvenient for travellers, and also during the whole of every night, from twilight in the evening to sun- rise in the morning, lighted lanterns shall be so placed as to be a warning to travellers on such street or way.
Violation of this By-Law shall be punished by a fine not to exceed twenty dollars for each offence.
Article 50. Voted to pass over the raising and appro- priating of the sum of one thousand dollars ($1,000.00) to purchase a sand pit, comprising of approximately 40 acres, off Beech Street, owned by John Nelson of Hano- ver.
Article 51. Voted to raise and appropriate the sum of four hundred dollars ($400.00) for materials to rebuild a sidewalk and curb on the north side of Payson Avenue from Union Street to Arlington Street, the labor to be - furnished by the W.P.A.

A Subsequent meeting for the election of Town Offi- cers was held in the Rockland Opera House, Savings Bank Building, Monday, March 14th, 1938. The polls opened at 5:45 in the forenoon and closed at 4:00 in the afternoon.

Two packages said to contain 4500 ballots were de- livered to the Presiding Election Officer by the Town Clerk and receipt taken from the ballot clerks therefor by the Town Clerk.
At the opening of the polls ballot boxes wre publicly opened and shown to be empty; and they registered 0000. The keys to the ballot boxes were then placed in the cus- tody of the Police Officers on duty at the polls.
