If the amount collected by the library and turned in to the Town Treasurer, $1,389.51, is taken into consideration, the net cost to the taxpayers for 1956 is $20,501.49 or 54.9% of the total cost for the year.


Attention is called to the estimated contribution for 1957 of $6,860.00 from Trust Funds. On this basis the Town cost will be 76.8% of the total budget including the special appropriation of $1,000.00.


During 1956 alterations to the basement of the library were started, the object of which is to provide a Children's Room. The total cost of this improvement, including furniture and equipment will be approximately $15,000.00, of which $9,580.42 was paid during 1956. The special appropriation of $1,000.00 is required to complete the payments in 1957.

Annual Town Meeting


MARCH 12, 1956


FIRST WARRANT


COMMONWEALTH OF MASSACHUSETTS


Worcester, ss:


To either of the constables of the Town of Southbridge, in the County of Worcester:


In the name of the Commonwealth of Massachusetts, you are hereby requested to notify and warn the inhabitants of the Town of Southbridge aforesaid qualified to vote in Town Af- fairs, to meet in the Town Hall of Southbridge on Monday, March 12, 1956, at 7:00 P.M. to act on the following articles:


Article 1. To see if the Town will vote to accept a gift from the Southbridge Development Company, a corporation duly organized under the laws of the Commonwealth of Massa- chusetts, having an office and principal place of business at 14 Mechanic Street, in Southbridge, the sum of $25,500.00; and, contingent upon payment of said amount to the Town, to see if the Town will vote to appropriate to an existing account known as the Airport Maintenance Account the exact amount of said gift, the money so appropriated to be used in conjunction with funds of the United States Government totaling approximately $51,000.00, and Commonwealth of Massachusetts funds totaling approximately $25,500.00, for the purpose of extending the Air- port by the purchase by the Town of an additional area of land, constructing runways, installing runway lights, constructing taxiway, relocating highway, constructing entrance road, con- structing apron, and do other necessary construction, as per plans acceptable to the United States Government and the Com- monwealth of Massachusetts, and that upon completion of said work the Southbridge Airport Commission, with the approval of the Board of Selectmen, be authorized to cancel all existing leases concerning the Southbridge Airport, and authorize the Southbridge Airport Commission, with the approval of the Board of Selectmen, to negotiate a new lease, including the newly-acquired land, with the Southbridge Development Com- pany for a period not to exceed twenty years at the same rental terms as is now provided by a lease between the Town and the Southbridge Development Company, as recorded in Worcester District Registry of Deeds, or act anything thereon.


You are directed to serve this warrant by posting up at- tested copies in four conspicuous places within the Town at least seven (7) days before holding said meeting.

To see if the Town will vote to accept the provisions of Chapter 32B of the General Laws:


"Shall Chapter thirty-two B of the General Laws, authoriz- ing any county, city, town or district to provide a plan of group life insurance, group accidental death and dismemberment in- surance, and group general or blanket hospital, surgical and medical insurance for certain persons in the service of such county, city, town or district and their dependents, be accepted by this town?"

In the name of the Commonwealth of Massachusetts, you are also required to notify and warn the inhabitants of the Town of Southbridge, qualified to vote in Elections and Town Affairs, to meet in the Town Hall in said Southbridge, on Mon- day, March 12, A.D., 1956, at seven-thirty o'clock P.M., then and there to act on the following articles:


Article 1. To hear and act on the reports of the Town Officers.


Article 2. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956 and to issue a note or notes therefor, payable within one year, in accordance with Sec- tion 4, Chapter 44, General Laws and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


Article 3. To see if the Town will vote to authorize the Selectmen to cause an audit to be made of the Town's Accounts of 1955, or act anything thereon.

Article 4. To see if the Town will vote the Collector of Taxes the same power to collect taxes that the Town Treasurer has when appointed Collector of Taxes, or act anything thereon.


Article 5. To see if the Town will vote to raise a sum of money to balance Overdrawn Accounts for 1955 and to pay Outstanding Bills of previous years, or act anything thereon.


Article 6. To see if the Town will vote to authorize the Selectmen to sell at private sale, or public auction, after first giving notice of the time and place of sale by publishing or posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, used or ob- solete equipment and materials owned by the Town, or act anything thereon.


Article 7. To see if the Town will vote to authorize the Board of Health to appoint any of its members to another Town Office or position and fix compensation therefor, or act any- thing thereon.


Article 8. To see if the Town will vote to raise and appro- priate such sums of money as may be necessary to pay Town debts and charges for the current financial year.


Article 9. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town in the amounts indicated herein, and to make such salary of compen- sation retroactive to January 1, 1956, in accordance with the provisions of Section 108 of Chapter 41 of the General Laws, as amended, raise and appropriate any money therefor, or act anything thereon.


Article 10. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of $500.00 for the purpose of heating and lighting, and improving the upper floor of the Globe Village Fire Station for the use of the Disabled American Veterans, or act anything thereon.


Article 11. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the main- tenance of Chapter 90 roads in this Town, said money to be used in conjunction with money, which may be allotted by the State and County, or both, for this purpose, or act anything thereon.


Article 12. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the recon- struction of Eastford Road; said money to be used under Chap- ter 90 of the General Laws in conjunction with money which may be allotted by the State and County, or both, for this pur- pose, or act anything thereon.

Article 13. To see if the Town will vote to transfer all or any part of the property acquired by the Town from New York, New Haven and Hartford Railroad known as the "Depot Prop- erty" and located and bounded generally as follows: On the east by Central Street; on the north by land now or formerly of Martin Realty Co., Inc .; on the west by Hook Street; on the south by the right of way and other land of the New York, New Haven and Hartford Railroad, to the Leonide J. Lemire Post 6055, Veterans of Foreign Wars of the United States, and to authorize the Board of Selectmen to sign, seal and deliver a good and sufficient deed on behalf of the Town of Southbridge, conveying all of its right, title and interest in and to the above described property, or act anything thereon.


Article 14. To see if the Town will vote to authorize the Board of Selectmen to lease for a period of not more than five years, at an annual rental of one dollar per year, to the Massa- chusetts Civil Defense Agency, the use of the building only, on the so-called Depot Property, acquired by the Town under vote of Article 29 of the March 6, 1950 Town Meeting; said build- ing to be used as Civil Defense Sector Headquarters, with the understanding that said Civil Defense Agency assumes all costs for maintenance, renovations, and operation, all in accordance with Commonwealth of Massachusetts Executive Order No. 26, dated January 7, 1955, as provided for by the Acts of 1950 of the General Court, Chapter 639, as amended, or act anything there- on.


Article 15. To see if the Town will vote to raise and ap- propriate, borrow or transfer, a sum of money for the resur- facing of the Depot Parking Lot, or act anything thereon.


Article 16. To see if the Town will vote to lease certain rooms on the third floor of the building located at #305 Main Street, Southbridge from Kidder Trust Corporation, Samuel Snierson, President, for a period of one year for the purpose of providing suitable headquarters for Leonide J. Lemire Post #6055, Veterans of Foreign Wars of the United States under au- thority of the provisions of General Laws Chapter 40, Section 9, raise and appropriate money therefor, or act anything thereon.


Article 17. To see if the Town will vote to create a classi- fication for members of the Board of Registrars, said classifica- tion to be included in the Griffen-Hagen Report voted at the annual Town Meeting of March 8, 1954, and further to see if the Town will vote to raise and appropriate, borrow and trans- fer a sum of money to pay the salaries of the members in ac- cordance with this newly created classification, or act anything thereon.

Article 18. To see if the Town will vote to create a classi- fication for members of the Sewer Commissioners, said classi- fication to be included in the Griffen-Hagen Report voted at the Annual Town Meeting of March 8, 1954, and further to see if the Town will vote to raise and appropriate, borrow or trans- fer a sum of money to pay the salaries of the members in ac- cordance with this newly created classification, or act anything thereon.


Article 19. To see if the Town will vote to create the posi- tion of Sewerage Treatment Plant Operator, and that this classification be listed in the Griffen-Hagen Report accepted at the Town Meeting held March 8, 1954, that this classification pay the minimum rate of $4,000.00 and the maximum rate of $5,000.00, and further to see if the Town will vote to raise and appropriate, borrow or transfer a sum of $4,000.00 for this purpose, or act anything thereon.


Article 20. To see if the Town will vote to accept the pro- visions of Chapter 29 of the Acts of the Commonwealth of Mas- sachusetts for the year 1956, entitled an Act placing the Office of Veterans' Agent and Director of Veterans' Services in the Town of Southbridge under the Civil Service Laws; said Act reading as follows:


"Be it enacted by the Senate and House of Representa- tives in General Court assembled, and by the authority of the same as follows:


Section. 1. The office of Veterans' Agent and Direc- tor of Veterans' Services in the Town of Southbridge shall, upon the effective date of this Act, become subject to Civil Service Laws and Rules, and that the office of any incum- bent thereof shall be unlimited, subject, however, to said Laws; provided, however, that the incumbent of said Of- fice on said effective date shall be subjected by the Divi- sion of Civil Service to a qualifying examination, and if he passes said examination he shall be certified for said Office and shall be deemed to be permanently appointed thereto without being required to serve any probationary period.


Section 2. This Act shall take full effect upon its ac- ceptance by the majority vote of the Town of Southbridge at the annual Town Meeting held in the current year, but not otherwise."


Article 21. To see if the Town will vote to authorize the School Committee, with the approval of the Board of Select- men, to appoint seven or more members to a committee to be known as the Southbridge School Planning Committee, said committee to prepare a concrete and adequate plan or plans of new school structures and/or alterations to existing school

structures, said committee to present plans and reports to a special Town Meeting to be held prior to August 1, 1956, and authorize said committee to use funds now available for ex- penses and other necessary costs from the fund voted under Article No. one voted at the Town Meeting held November 19, 1951, and act anything thereon.


Article 22. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of $5,000.00 to be used by the Town as part payment of premiums for contributory group life, accident, hospitalization, medical and surgical insurance for persons in the service of the Town and their dependents, in accordance with the provisions of Chapter 32B of the Gen- eral Laws, if accepted by the voters on March 5, 1956, or act anything thereon.


Article 23. To see if the Town will vote to transfer the sum of $1,390.00 from the Sale of Lots and Graves Account to the Cemetery Improvement Account, or act anything thereon.


Article 24. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of $15,000.00 for the pur- chase or taking by Eminent Domain the parcel of land owned by Rosalie V. Ewing; Annie L. Bellows; Ethel E. Pfeiffer; Howard C. Fulton; the New Haven Bank, N.B.A., Trustees for Rosalie V. Ewing, lying between the westerly side of Morris Street and the easterly side of Chestnut Street, generally known as the Federal Housing Site, or act anything thereon.


Article 25. To see if the Town will vote to hear, act on, and accept the report of the Selectmen as to the change of grade of a public way known as Violet Avenue from the east- erly line of Mechanic Street, easterly for a distance of 200 feet, or act anything thereon.


Article 26. To see if the Town will vote to hear, act on, and accept the report of the Selectmen as to the laying out as a public way a certain street known as Violet Avenue from the easterly end of the 1937 Layout, easterly for a distance of 140 feet, or act anything thereon.


Article 27. To see if the Town will vote to abandon a sec- tion of road leading from Eastford Road to Dennison Lane which was apparently laid out as a Town Road in 1825, called Hatchet Hill Road to Woodstock Road, beginning at the wester- ly side of Eastford Road northwesterly for a distance of ap- proximately 1,000 feet, or act anything thereon.


Article 28. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to construct a storm drain from land rear of Baptist Church parsonage on Hartwell Street, thence crossing Hartwell Street along private

property to existing drain in land owned by Hyde Manufactur- ing Company, for a distance of 750 feet, or act anything thereon.


Article 29. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the purpose of constructing a 24" storm drain on the easterly side of Elm Street through the property of Agnes Caraccio, of 219 Elm Street, for a distance of 175 feet, or act anything thereon.


Article 30. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the construc- tion of drain on Pleasant Street near home of Alfred Mckinstry, or act anything thereon.


Article 31. To see if the Town will vote to raise and ap- propriate, borrow or transfer a certain sum of money for the construction of a storm drain on Woodycrest Avenue, said drain to extend to the Nuisance Brook near Dresser Street Field, or act anything thereon.


Article 32. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the construc- tion of a drain across Hudson Avenue to Beech Street brook, a distance of about 100 feet, or act anything thereon.


Article 33. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the construc- tion of a storm drain from Dennison Drive northwesterly along Old South Road for a distance of 450 feet, or act anything there- on.


Article 34. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the construc- tion of a storm drain on Durfee Street, from the westerly side of Jacobs Road easterly to Cohasse Brook, a distance of approxi- mately 720 feet, or act anything thereon.


Article 35. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the construc- tion of a storm drain on Chapin Street for a distance of 100 feet, or act anything thereon.


Article 36. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money to construct a storm drain from the existing catch basin on Windsor Court to North Street, thence easterly along North Street to the existing drain near the Godro property for a distance of about 450 feet, or act anything thereon.


Article 37. To see if the Town will vote to authorize the Board of Selectmen to purchase, under Section 14 of Chapter 40 of the General Laws of the Commonwealth, and/or take by eminent domain under Chapter 79 of the General Laws of the

Commonwealth, a parcel or parcels of land and appurtenances, easements or rights therein, said parcel or parcels of land bor- dering, adjoining and contiguous to the drainage area between the Second Reservoir, so called, to the Quinebaug River, said land to be sufficient in size to make possible the construction of a storm drain from area back of Swimming Pool, thence through private property along the westerly side of Litchfield Avenue to South Street, thence along South Street to West Street, thence along West Street to Quinebaug River, so as to avoid damage to public property and health by rising waters and to further see if the Town will vote to construct a storm drain from area back of Swimming Pool to the Quinebaug Riv- er and further to see if the Town will vote to raise and appro- priate, borrow or transfer to a new account to be known as 'Nuisance Brook Diversion Drain Account," a sum of money to pay for said construction, and/or said parcel or parcels of land and appurtenances, and/or to see if the Town will vote to raise and appropriate, borrow or transfer a sum of money to be used in conjunction with money allocated by the State under Chap- ter 91 of the General Laws and vote that the Town assume lia- bility in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended, for all damages that may be in- curred by the work to be performed by the Department of Public Works for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, har- bors, tide-waters, in accordance with Chapter 91 of the General Laws, and to authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth, provided that the Town take under Chapter 79 and/or obtain proper ease- ments and relief from claims against the Town of Southbridge from all adjacent property owners, or act anything thereon.
