Special Town Meeting OCTOBER 1, 1956


Meeting called to order at 7:30 P. M. by Moderator Rosario Normandin.


VOTED: That the reading of the Warrant be dispensed with.


The Moderator informed the inhabitants present that this Special Town Meeting was not legally called. The reason why it was not legally called, he quoted, "Article 3, Section 3 of the Revised By-Laws." Then he further stated, "We need a quo- rum." He then added, "It would be better to hold said Special Town meeting at a later date."

TOWN WARRANT COMMONWEALTH OF MASSACHUSETTS


Worcester, ss:


To either of the Constables of the Town of Southbridge, in the County of Worcester.


In the name of the Commonwealth of Massachusetts, you are hereby requested to notify and warn the inhabitants of the Town of Southbridge aforesaid qualified to vote in Town Af- fairs, to meet in the Town Hall of Southbridge on Monday, October 15, 1956 at 7:30 P. M. to act on the following articles:


Article 1. To see if the Town will vote to hear and accept the report of the Board of Selectmen as to the abandonment of a portion of the 1956 layout of Lee Street for a distance of 120 feet, or act anything thereon.


Article 2. To see if the Town will vote to raise and appro- priate, borrow or transfer the sum of $10,000.00 for the Veter- ans' Benefits Account, or act anything thereon.


Article 3. To see if the Town will vote to raise, appropri- ate or transfer the sum of $700.00 to the Extra Clerk Account of the Tax Collector's Office, or act anything thereon.


Article 4. To see if the Town will vote to raise and appro- priate, borrow or transfer the sum of $1,000.00 for the Tubercu- losis and Contagious Diseases Account, or act anything thereon.

Article 5. To see if the Town will vote to strike out and make null and void Section 3 of Article III of the Town By-Laws adopted by the Town April 30, 1956. Said Section now reading as follows: Notice of every town meeting shall be given by publishing an attested copy of the warrant at least twice in a newspaper or newspapers regularly printed within the town and by posting such attested copies in at least six public places in the Town, not less than seven days before the day fixed for such meeting. Said warrant to be prepared by the Selectmen, and substitute therefor the following wording which shall be known as Section 3 of Article III of the Town By-Laws: No- tice of every town meeting shall be given by publishing an at- tested copy of the warrant at least twice in a newpsaper or newspapers regularly printed within the town or by posting such attested copies in at least six public places in the Town, not less than seven days before the day fixed for such meeting. Said warrant to be prepared by the Selectmen, or act anything thereon.


Article 6. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of $990.00 to pay the rent for the Massachusetts National Guard quarters at 15 God- dard Street, Southbridge, to Metro Brothers, 333 Main Street, Southbridge, for the period July 1 through December 31, 1956, said sum of $990.00 to be reimbursed to the Town Treasurer by the office of the Commonwealth of Massachusetts State Quar- termaster, 905 Commonwealth Avenue, Boston, Mass. All as per letter from Colonel Ralph Noonan to the Chairman of the Board of Selectmen, or act anything thereon.


Article 7. To see if the Town will vote to hear, act on and accept the report of the Selectmen as to the laying out as a public way a certain street to be known as Jennison Street commencing at the westerly side of North Woodstock Road thence westerly for about 497 feet to the easterly side line of Old North Woodstock Road, or act anything thereon.


Article 8. To see if the Town will vote to hear, act on and accept the report of the Selectmen as to the laying out as a public way a certain street to be known as Cleveland Street, commencing at the southerly line of Langlois Ave., thence southerly for a distance of about 237 feet, or act anything thereon.


Article 9. To see if the Town will vote to hear, act on and accept the report of the Selectmen as to the laying out as a public way a certain street to be known as Elmwood Road, com- mencing on the easterly side of Lebanon Hill thence easterly for a distance of 477.47 feet, or act anything thereon.

Article 10. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of $300.00 to the Forest Fire Expense Account, or act anything thereon.


Article 11. To see if the Town will vote to raise and ap- propriate, borrow or transfer a sum of money for the removal of a large elm tree located on the east side of Elm Street adja- cent to the Elm Market, or act anything thereon.


Article 12. To see if the Town will vote to raise and ap- propriate, borrow or transfer the sum of $1,500.00 to establish a new account known as the "Land Damage Appraisal Ac- count," said funds to be used and expended to employ non- resident, non-taxpaying real estate appraisers who are quali- fied to testify in the Superior Courts of the Commonwealth, said sum of money to be expended for appraisals of land dam- ages caused by the reconstruction of Eastford Road, Charlton Street bridge, River Street bridge, Westville bridge, Mill Street bridge, Central Street bridge, Dresser Hill Road bridge, and any other land damages caused by proper vote of the Town, or act anything thereon.


Article 13. To see if the Town will vote to raise and ap- propriate, borrow or transfer, to the Damage to Persons and Property Account the sum of $2,625.60. Special Town Meeting OCTOBER 15, 1956


Meeting called to order at 7:30 P. M. by Moderator Rosario Normandin.


VOTED: That the reading of the Warrant be dispensed with.


The Moderator announced that the Warrant had been pub- lished in The Southbridge News on October 3rd and October 5th, 1956.


The Moderator named the following tellers to count those attending meeting: S. Rice, R. Arpin, R. Fitzpatrick and L. Manseault.


Reported by tellers: 143 which was the first count.


Reported by tellers: 148 which was the second count.


Reported by tellers: 159 which was the third count.


The quorum met, with the meeting proceeding.


Article 1. The following motion presented, seconded and carried unanimously in the affirmative:


VOTED: that the Town hear and accept the report of the Board of Selectmen to abandon a portion of the 1956 layout of Lee Street for a distance of 120 feet, as shown on plan recorded with the Town Clerk.


Article 2. VOTED: uanimously in the affirmative for $9,000.00 from the Excess and Deficiency Account and $1,000.00 from the Overlay Surplus Account.


Article 3. VOTED: unanimously in the affirmative for $700.00 from the Excess and Deficiency Account.


Article 4. VOTED: unanimously in the affirmative to transfer $500.00 from the Premature Births Account to the Tu- berculosis and Contagious Diseases Account.


Article 5. The following substitute motion presented, seconded and carried:


VOTED: that the Town strike out and make null and void Section 3 of Article III of the Town By-Laws adopted by the Town April 30, 1956. Article 10. VOTED: unanimously in the affirmative for $300.00 from the Excess and Deficiency Account.

Article 12. VOTED: unanimously in the affirmative that the Town raise from the Tax Levy of 1957, the sum of $1,500.00 to establish a new account to be known as the "Land Damage Appraisal Account."

To either of the Constables of the Town of Southbridge, in the County of Worcester,


GREETINGS:


In the name of the Commonwealth of Massachusetts, you are hereby requested to notify and warn the inhabitants of the Town of Southbridge aforesaid qualified to vote in Town Af- fairs, to meet in the Town Hall of Southbridge on Wednesday, November 7, 1956 at 7:30 P. M. to act on the following articles:


Article 1. To see if the Town will vote to hear, act on and accept the report of the Board of Selectmen as to the new lay- ing out and relocation of a section of a public way known as

Charlton Street at and/or about the junction of said Street with Cady Brook, all as per Plan dated August 21, 1956 showing land necessary for bridge reconstruction now on file in the office of the Town Clerk, and to authorize the Selectmen to acquire or take by eminent doman under Chapter 79 of the General Laws of the Commonwealth, easements in such parcels of land as may be necessary to effectuate the Plan concerning said Charlton Street, dated August 21, 1956; and to raise and appropriate, borrow or transfer, the sum of One Hundred Dollars for dam- ages that may be incurred due to the taking of easements in said parcels of land, or act anything thereon.
