IN APPRECIATION


We wish to record with pleasure, in the public records of the Town Meeting of the Town of Southbridge, the unselfish efforts of Miss Marguerite Houle, who was employed as Board of Health Nurse for thirty-four years. She served us faithfully and well. No day has been too full, no cares too many to daunt this indomitable friend. Like the first Great Physician, she "went about doing good," and, like the Good Samaritan, she never "passed by on the other side." She maintained the high- est principles of her profession, and those with whom she came in contact will "rise up and call her blessed." She has earned, and worthily deserves her retirement, and we hope the years ahead will be pleasant ones as in love and friendship we send her our appreciation from this meeting of the Town of South- bridge on Monday, March 12, 1956.

VOTED: unanimously in the affirmative that the Town raise and appropriate from the tax levy of 1956 the sum of $100.00 to be expended by the Federal Housing Project Recrea- tion Area Committee, voted by Article 15 of the Special Town Meeting held June 21, 1954, to secure an option on the property known as the Federal Housing site owned by Rosalie V. Ewing, and others, said option to state a definite price at which the owners will sell the property, and said option be for a period not less than six months.

VOTED: unanimously in the affirmative that the Town accept the report of the Selectmen as to the change in grade of a public way known as Violet Avenue from the easterly line of Mechanic Street, easterly for a distance of 200.0 feet as es- tablished March 8, 1937, subject to the provisions of the General Laws of the State of Massachusetts.

Article 26. The following motion presented, seconded and carried:


VOTED: unanimously in the affirmative that the Town accept the report of the Selectmen as to the laying out as a pub- lic way a certain street known as Violet Avenue from the east- erly end of the layout of Violet Avenue as established March 8, 1937; thence easterly for a distance of 140 feet subject to the provisions of the General Laws of the State of Massachusetts.

the construction of a storm drain from area back of Swimming Pool, thence through private property along the westerly side of Litchfield Avenue to South Street, thence along South Street to West Street, thence along West Street to the Quinebaug Riv- er, so as to avoid damage to public property and health by rising waters, and voted that the Town raise and appropriate from the tax levy of 1956 the sum of $100.00 to pay for said parcel or par- cels of land and appurtenances, and voted that the Town trans- fer from the Post War Rehabilitation Fund, the sum of $25,000.00, all or part of said money to be expended on basis of 25% of total construction cost to be used in conjunction with 75% provided by Commonwealth of Massachusetts under Chap- ter 91 of the General Laws for construction of said drain and also voted that the Town assume liability in the matter provided by Section 29 of Chapter 91 of the General Laws, as amended, for all damages that may be incurred by the work to be per- formed by the Department of Public Works for the improve- ment, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tide waters, in accord- ance with Chapter 91 of the General Laws and voted to author- ize the Selectmen to execute and deliver, a bond of indemnity therefore to the Commonwealth.

VOTED: unanimously in the affirmative to authorize the Board of Selectmen to purchase under Section 14 of Chapter 40 of the General Laws of the Commonwealth, and/or take by eminent domain under Chapter 79 of the General Laws of the Commonwealth a parcel or parcels of land and appurtenances, easements or rights therein, said parcel or parcels of land bor- dering, adjoining and contiguous to the Nuisance Brook from existing terminus to the southerly side of the Quinebaug River a distance of approximately 60 feet, said land to be sufficient in size to make possible the channel improvement necessary to avoid damage to public property and health by rising waters, and voted to raise and appropriate from tax levy of 1956 the sum of $100.00 to pay for said parcel or parcels of land and ap- purtenances, and voted that the Town assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended for all damages that may be incurred by the work to be performed by the Department of Public Works for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tide waters, in accordance with Chapter 91 of the General Laws, and to au-

thorize the Selectmen to execute and deliver a bond of indem- nity therefor, to the Commonwealth, provided that the Town take under Chapter 79 and/or obtain proper easements and re- lief from claims against the Town of Southbridge from all adja- cent property owners.


Article 41. The Finance Com. presented the following substitute motion. Said motion seconded and carried:


VOTED: unanimously in the affirmative to authorize the Board of Selectmen to purchase under Section 14 of Chapter 40 of the General Laws of the Commonwealth, and/or take by eminent domain under Chapter 79 of the General Laws of the Commonwealth a parcel or parcels of land and appurtenances, easements or rights therein, said parcel or parcels of land bor- dering, adjoining and contiguous to the Nuisance Brook from the north side of Dresser Street to the west side of Marcy Street a distance of approximately 1,115 feet, said land to be sufficient in size to make possible the channel improvement necessary to: avoid damage to public property and health by rising waters, and voted to raise and appropriate from tax levy of 1956 the sum of $100.00 to pay for said parcel or parcels of land and ap- purtenances, and voted that the Town assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended, for all damages that may be incurred by the work to be performed by the Department of Public Works for the improvements, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tide waters, in accordance with Chapter 91 of the General Laws, and to authorize the Selectmen to execute and deliver a bond of in- demnity therefor, to the Commonwealth, provided that the Town take under Chapter 79 and/or obtain proper easements and relief from claims against the Town of Southbridge from all adjacent property owners.


Article 42. The Finance Com. presented the following substitute motion. Said motion seconded and carried:


VOTED: unanimously in the affirmative to authorize the Board of Selectmen to purchase under Section 14 of the Chap- ter 40 of the General Laws of the Commonwealth, and/or take by eminent domain under Chapter 79 of the General Laws of the Commonwealth a parcel or parcels of land and appurten- ances, easements or rights therein, said parcel or parcels of land bordering, adjoining and contiguous to the Dean Brook from Charlton-Southbridge Town line to the Quinebaug River for a distance of 5,000 feet, said land to be sufficient in size to make possible the channel improvement necessary to avoid damage to public property and health by rising waters, and voted to raise and appropriate from tax levy of 1956 the sum of
