Article 79. (Transfer of Cemetery Funds.)


VOTED: (Unanimously) That the sum of eight thousand dollars ($8,000) be and hereby is transferred from Mount Pleasant Cemetery Sale of Lots and Graves Fund to the Cemetery Commissioners for the improvement of Town Cemeteries.


There being no further business under Article 79, the Moderator de- clared it disposed of.


On motion of Joseph S. Daly, town meeting member from Precinct 11, duly seconded, it was


VOTED: That Article 80 be laid on the table.


Article 81. (Appointment of a Committee.)


By consent of the meeting, the motion of the Finance Committee as appearing in its printed report was considered withdrawn, and on the new motion of Kermit C. Streng, Chairman of the Finance Committee, duly seconded, it was


VOTED: That the Moderator be and hereby is authorized and directed to appoint a committee of five members, comprised of the Chief of Police, the Inspector of Wires, the Town Engineer and two registered voters of the Town who are experienced in electrical communications, to investigate, consider and make recommendations relative to the replacement of the Police Operations Desk in the Police Station; said committee to report not later than the 1964 Annual Town Meeting; and that for the use of said com- mittee the sum of one hundred dollars ($100) be and hereby is appropriated; said sum to be raised by general tax.


There being no further business under Article 81, the Moderator de- clared it disposed of.


Article 82. (Appropriation for New Fire Alarm Signalling Equipment.)


VOTED: (Unanimously) That the sum of nine thousand five hundred dollars ($9,500.00) be and hereby is appropriated for the purchase of new fire alarm signalling equipment at the Fire Department Headquarters and for the relocation of the Watchroom and Mutual Aid Signals from the first floor to the second floor of said building; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 82, the Moderator de- clared it disposed of.


Article 83. (Improvement of Robbins Farm Playground.)


VOTED: (Unanimously) That the sum of ten thousand five hundred thirty two dollars ($10,532.00) be and hereby is appropriated for the de- velopment and improvement of the Robbins Farm Playground, including the construction of three tennis courts and installation of a storm drain; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 83, the Moderator de- clared it disposed of.


Article 84. (Purchase of Land for Of-Street Parking Area.)

Article 85. (Appropriation to Provide an Off-Street Parking Area.)

Article 86. (Addition to the High School.)


A substitute motion offered by James W. Daily, Chairman of the School Committee, duly seconded, was declared lost by the Moderator on a standing vote, 55 having voted in the affirmative and 117 in the negative. Thereupon, on the original motion of the Finance Committee, it was


VOTED: (Standing Vote, 117 in the affirmative and 56 in the negative) (1) That the sum of one million two hundred eight thousand eight hundred dollars ($1,208,800.00) be and hereby is appropriated for the purpose of constructing and originally equipping and furnishing an addition to the pres- ent high school building and that to meet said appropriation, the sum of two hundred eight thousand eight hundred dollars ($208,800.00) be and hereby is transferred from the Stabilization Fund and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow one mil- lion dollars ($1,000,000.00) under the provisions of Chapter 645 of the Acts of 1948 as amended and to issue bonds and notes of the town therefor payable in not more than twenty years; provided, however, that, if and to the extent that, prior to the sale of all of said bonds and notes, the Town shall have re- ceived from the Commonwealth of Massachusetts, under the provisions of Section 9 of said Chapter 645 as amended, the amount of any accelerated construction grant, said amount shall be used for the aforesaid purposes in lieu of the proceeds of bonds and notes and the amount of said bonds and notes herein before authorized so far as unissued and unsold shall, to that extent, be reduced accordingly.


(2) That the sum of forty thousand five hundred dollars ($40,500.00) be and hereby is appropriated for the purpose of remodeling and reconstruct- ing the present high school builing, including equipment related to said re- modeling and reconstructing, said sum to be raised by general tax.


Said appropriations shall be expended under the direction of the High School Additions and Reconstruction Committee appointed under Article 86 of the Warrant for the Annual Town Meeting of 1956; said committee to have full authority to do all things necessary to carry out the provisions of this vote.


There being no further business under Article 86, the Moderator de- clared it disposed of.


Article 87. (Appropriation for Boiler System at Locke School.)


VOTED: That the sum of five thousand dollars ($5,000) be and hereby is appropriated for the purpose of installation of new boilers, incinerators and an automatic temperature control system at the Locke School; said sum to be added to the amount appropriated under Article 98 of the Warrant for the 1962 Annual Town Meeting; and further that said sum be raised by

general tax and expended under the direction of the Town Manager.

Article 88. (Conversion of Boilers at Junior High School West.)

Article 90. (Ornamental Lighting - Christmas Holiday Season.)


VOTED: That the sum of three thousand dollars ($3,000.00) be and hereby is appropriated for the purpose of providing ornamental and addi- tional light to the Town during the Christmas Holiday Season; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 90, the Moderator de- clared it disposed of.


Article 91. (Headquarters for Lt. Stanley G. Benner Detachment Marine Corps League of Arlington.)


VOTED: That in accordance with Chapter 40 Section 9 of the General Laws of Massachusetts, as amended by Chapter 409 of the Acts of 1946, the sum of one thousand two hundred dollars ($1,200.00) be and hereby is appro- priated for the purpose of providing headquarters for the "Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington"; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 91, the Moderator de- clared it disposed of.


Article 92. (Addition to the Stabilization Fund.)


VOTED: That no action be taken under Article 92 of the Warrant.

ARLINGTON TOWN REPORT


ANNUAL REPORT of the BOARD OF ASSESSORS for 1963


During the year, the Board of Assessors met every Monday evening, plus special meetings called by the Chairman, especially during July and August, when intermittent sessions were held.


At the organizational meeting on the Monday following the Annual Town Election, the members, including Mr. Walter S. Cooledge, Jr., Mr. John B. Byrne, Jr., and Mr. William O. Hauser, met and unanimously elected Mr. Hauser as chairman and Mr. Byrne as clerk for one year.


Hearings were held with residents of the Town on the subjects of prop- erty valuations, personal and motor excise taxes, relief to the aged, infirm, widows, hardship cases, veterans' exemptions and the like.


During the year, members of the Board attended all conferences con- ducted by the State Department of Corporations and Taxations, and also the Assessors' Seminar at the University of Massachusetts.


Members of the Board made weekly trips "into the field" during the year to assess new property constructed within the town, as well as addi- tions and alterations to existing buildings.


During the month of January, members of the Board made individual inspections throughout the town and assessed personal property in the amount of $5,399,400.00.

The Assessors wish to point out that the source of new value has changed considerably in the past few years. In the past, new residential construction was the major source; however, apartment house construction now provides the greatest source of new value, as can be seen from current estimates. Out of the $1,700,000 estimated for 1964, over $1,000,000 or 65% is due to apartment houses.


With the almost complete development of residential land, it would ap- pear that the apartment houses will continue to provide the major source of new value to the town.


Due to the takings by the state for the reconstruction of Route 2, the town lost $135,200 in assessed value, which is reflected in the estimate for 1964.
