All used and unused ballots, tally sheets, total vote sheets, voting lists, and all other records pertaining to the Town Election, properly signed and sealed, were delivered to the Town Clerk to be preserved by her during the time required by law.

In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registred voters in Arlington at the close of registration for the Town Election on February 12, 1963, was forwarded to the Secretary of the Commonwealth.
The results of the count of votes cast at the Town Election were for- warded to the Secretary of the Commonwealth.
In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was for- warded to the Secretary of the Commonwealth.
In connection with the work of the Department of Corporations and Tax- ation, a list of Town Officials was forwarded to the Director of Accounts.
ANNUAL TOWN MEETING - MARCH 18, 1963
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers as re- quired by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 18, 1963, at eight o'clock in the even- ing. The Warrant calling the meeting served as the notice sent by mail to the town meeting members by the Town Clerk.
Certificates were filed with the Town Clerkby the Chairman and Clerks of Precincts 1 and 9 relative to meetings held on March 18, and of the elec- tions to fill town meeting vacancies until the next annual election, as follows:
Precinct 1 - Richard D. Freeman, 32 Oxford Street, to fill until the next annual election the vacancy arising from the removal from the precinct of Herbert S. Hurd, whose term was to expire in 1965;
Precinct 9 - Kenneth A. West, 17 Davis Avenue, to fill until the next annual election the vacancy arising from the resignation of Carl Henry Freyer, whose term was to expire in 1965.

Lists of the duly qualified town meeting members were used at the entrances to the meeting place and were in charge of Mary A. Farrington and Charlotte E. Emerson. The lists contained the names of two hundred forty-three (243) town meeting members and eight (8) town meeting members at large qualified to participate and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred twenty (220) town meeting members and eight (8) town meeting members at large (90.8% of total 251) attended the meeting.
Philip H. Burt was sworn by the Town Clerk as Stenographer to im- partially and correctly report the proceedings of the meeting to the best of his ability.
The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:08 P.M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Anton Kovar, pianist, and Mr. Augustus Mazzocca, trumpeter, both of the School Department.
The invocation was given by the Rt. Rev. Joseph M. F. Fitzgibbons, Pastor of St. Jerome's Church.
The Town Meeting Members who had not previously been sworn were thereupon sworn by the Moderator.
There being no objection to the request of Mr. Philibert L. Pellegrini, Chairman of the Board of Selectmen, permission was granted by general consent for Mr. Greeley of the Board of Selectmen; Mr. Nicksay, Executive Secretary of the Board of Selectmen; Mr. Coolidge of the Board of Assessors; Mr. Waterman, Executive Secretary of the Board of Assessors; Messrs. Widder, Johnson, Swadkins and Andrews of the Personnel Board; Mr. Mor- ris, Executive Secretary of the Personnel Board; Messrs. Leone, Mullin, Cataldo and McGrath of the Planning Board; Messrs Dunn, Higby, Ahern, Lawlor, Guinan, Cotter, Sisson, Dillon and Blackman of the Finance Com- mittee; Mr. Farrow, Executive Secretary of the Finance Committee; Miss Carter, and Mrs. Porteus, Messrs. Allen, Baker, Coughlin, Kent and Morine of the School Committee; Mr. Roens, Superintendent of Schools, Mr. Ander- son, Assistant Superintendent of Schools and Mr. Purcell, Town Counsel, be permitted to sit within the Town Meeting enclosure.
The Town Clerk read the call of the meeting and the constable's return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

Mr. Allan B. Igo presented the report of the Arlington Development Commission under vote of the Town passed March 25, 1957, and on motion of Mr. Pellegrini, duly made and seconded, it was

Mr. William J. Frost reported for the committee under vote of the Town passed March 21, 1960, to investigate, consider and make recommendations relative to Town encouragement, financially, or otherwise, of Town em- ployees seeking formal education in areas related to or growing out of their full-time activities, and on his motion, duly seconded, it was

VOTED: (Unanimously) That the sum of twenty eight thousand three hundred ten and 15/100 dollars ($28,310.15) be and hereby is appropriated to pay claims and charges of Symmes Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1963 to persons falling into distress and standing in need of immediate relief; said sum to be raised by general tax and expended under the direction of the Town Man- ager.
There being no further business under Article 5, the Moderator de- clared it disposed of.
Article 6. (Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: (Unanimously) That the Classification Plan - Schedule A and Pay Plan - Schedule B as established by Article 7C of the By-Laws and as amended under any article of the Warrant for this meeting, be and hereby are amended by increasing all money figures contained therein by approxi- mately four percent (4%) to the nearest even dollar or two hundred and eight dollars ($208.00), whichever is the greater, in the annual salary schedule, and four dollars ($4.00) or approximately four percent (4%) to the nearest even daily rate, whichever is the greater in the weekly salary schedule; and by increasing the compensation of regularly employed part-time employees by approximately four percent (4%) to the nearest dollar; said amendment to become effective April 1, 1963; and that for this purpose the sum of ninety four thousand five hundred dollars ($94,500) be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the departments affected.

Article 7. (Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: (Unanimously) That the Classification Plan - Schedule A as established by Article 7C of the By-Laws be and hereby is amended by re- allocating Cemetery Foreman; Foreman of Paint, Carpenter and Blacksmith shops; Forestry Foreman; Park Foreman; and Public Works Foreman from Grade MC 7 to Grade MC 8; said amendment to become effective April 1, 1963; and that for this purpose the sum of nineteen hundred eight one dollars ($1,981.00) be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the departments affected.
There being no further business under Article 7, the Moderator declared it disposed of.
Article 8. (Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: (Unanimously) That the Classification Plan - Schedule A as established by Article 7C of the By-Laws be and hereby is amended by re- allocating Superintendent of Parks and Recreation from Grade AG 11 to Grade AG 12; said amendment to become effective April 1, 1963; and that for this purpose the sum of three hundred twelve dollars ($312.00) be and hereby is appropriated; said sum to be raised by general tax and expended under the direction of the department affected.
There being no further business under Article 8, the Moderator de- clared it disposed of.
Article 9. (Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: (Unanimously) That the Classification Plan - Schedule A as established by Article 7C of the By-Laws be and hereby is amended by re- allocating Sealer of Weights and Measures from Grade AG 4 to Grade AG 6; said amendment to become effective April 1, 1963; and that for this purpose the sum of four hundred eight dollars ($408.00) be and hereby is appropriated; said sum to be raised by general tax and expended under the direction of the department affected.
There being no further business under Article 9, the Moderator de- clared it disposed of.
Article 10. Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: (Unanimously) That the Classification Plan - Schedule A and Pay Plan - Schedule B as established by Article 7C of the By-Laws be and hereby are amended by striking out the words and figures "Minimum - $6962.00", "Step 1 - $7230.00", "Step 2 - $7498.00", "Step 3 - $7766.00", and "Maximum - $8088.00" where they appear in Grade LS 8 of said schedules and inserting in place thereof the words and figures "Minimum - $7374.00", "Step 1 - $7642.00", "Step 2 - $7910.00", "Step 3 - $8178.00", and "Maxi- mum - $8500.00"; said amendment to become effective April 1, 1963; and that for this purpose the sum of sixty eight dollars ($68.00) be and hereby is appropriated; said sum to be raised by general tax and expended under the direction of the department affected.
