There being no further business under Article 47, the Moderator de- clared it disposed of.
Article 48. (Easements in Land.)
VOTED: (Unanimously) That the Board of Selectmen be and hereby is authorized and empowered on behalf of the Town, to purchase or take by eminent domain or otherwise acquire, easements in land adjoining the loca- tion of ways, the laying out of which is accepted at this meeting under Articles 38 to 46 inclusive, consisting of the right to have the land of said location protected by having the surface of such adjoining land slope from the boundaries of said location; that for this purpose the sum of five hundred dollars ($500.00) be and hereby is appropriated; said sum to be raised by general tax and expended under the direction of the Town Manager.

VOTED: That the Town Manager be and hereby is authorized and em- powered on behalf of the Town to sell, convey or otherwise dispose of the wooden building now located in the rear of Railroad Avenue, and formerly known as the Arlington Center Railroad Station, to Arlington Post No. 1775, Veterans of Foreign Wars of the United States, Inc. for the sum of one dol- lar ($1.00), subject to the following terms and conditions:
1. Said sale shall be completed within two (2) years from the date when offered for sale by the Town Manager.
2. Said building shall be removed by the Arlington Post No. 1775, Vet- erans of Foreign Wars of the United States, Inc., at its own expense, at the time of sale from its present location on Town owned land to some other location within the Town to be obtained by the said Arlington Post No. 1775, Veterans of Foreign Wars of the United States, Inc.
There being no further business under Article 63, the Moderator de- clared it disposed of.

Article 67. (Appropriation for Board of Directors of Youth Services.)

Any person or persons desiring to obtain the permission of the Zon- ing Board of Appeals for any purpose for which such permission is required under the provisions of this by-law shall make application in writing therefor to the Zoning Board of Appeals which shall, within a reasonable time, hold a public hearing hereon. Notice of such hearing and of the subject matter, sufficient for identification, shall be given by publication in a newspaper of general circulation in the Town once in each of two successive weeks, the first publication to be not less than fourteen days before the day of the hear- ing.

VOTED: (Unanimously) That the Town amend its Zoning By-Law by striking out Paragraph 2 of Section 5 and inserting in place thereof the fol- lowing:
2. The Planning Board, upon the request in writing of not less than ten registered voters of the Town, shall or upon its own initiative may, hold a public hearing for the consideration of any proposed amendment, modifica- tion or repeal of this by-law, provided that where a petition is filed such petition shall show that copies of the petition have been sent by registered mail to all abutters of the land referred to in the petition. The Planning Board shall report to the Town Meeting its recommendations with respect to the action to be taken thereon. Notice of such hearing and of the subject matter, sufficient for identification, shall be given by publication in a news - paper of general circulation in the Town once in each of two successive weeks, the first publication being not less than fourteen days before the day of such hearing.

A substitute motion offered by Harry A. Earle, town meeting member from Precinct 1, duly seconded, was declared carried by the Moderator on a standing vote, 94 having voted in the affirmative and 78 in the negative. However, the motion of the Finance Committee as amended by the substitute motion was declared lost by the Moderator on a roll call vote, 109 in the affirmative and 75 in the negative, lacking the two-thirds vote required.
There being no further business under Article 74, the Moderator de- clared it disposed of.
On motion of Edward G. Murray, town meeting member from Precinct 14, duly seconded, it was

ADJOURNED ANNUAL MEETING - MARCH 27, 1963
Pursuant to the vote of adjournment of March 25, 1963, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Wednesday evening, March 27, 1963, to act upon the re- maining articles set forth in the Warrant for the Annual Town Meeting.
Lists of the duly qualified town meeting members were used at the en- trances of the meeting place and were in charge of Mary A. Farrington and Charlotte E. Emerson. The lists contained the names of two hundred forty- two (242) elected town meeting members and eight (8) town meeting members at large qualified to participate in and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that one hundred ninety-two (192) elected town meeting members and eight (8) town meeting members at large (80% of total - 250) attended the meeting.
The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:05 o'clock P.M.
The meeting was opened with the singing of the "Star Spangled Banner" by the assembly, accompanied by Mr. Don Keay, pianist, and Mr. Augustus Mazzocca, trumpeter.
The invocation was given by Rab, i Herbert Rosenblum of Temple Emunah, Lexington.
A town meeting member who had not previously been sworn was there- upon sworn by the Moderator.
