VOTED: That the sum of twenty thousand dollars ($20,000) be and here- by is appropriated for the construction of permanent sidewalks and for the installing of edgestones in the year 1963; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 32, the Moderator de- clared it disposed of.


Article 33. (Appropriation - Maintenance of Public Sidewalks.)


VOTED: That the sum of twenty thousand dollars ($20,000) be and here- by is appropriated for the reconstruction and maintenance of permanent sidewalks and resetting of edgestones upon the public ways of the Town; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 33, the Moderator de- clared it disposed of.


Article 34. (Improvement of Drainage System.)


VOTED: That the sum of thirty thousand dollars ($30,000) be and here- by is appropriated for improvements throughout the Town to the Town's Drainage System and to increase its capacity; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 34, the Moderator de- clared it disposed of.


Article 35. (Reconstruction of Certain Streets.)


VOTED: That the sum of fifty six thousand two hundred dollars ($56,200) be and hereby is appropriated for the relocation, alteration and widening, construction of, specific repairs upon, and improvement of all or any parts of Grove Street, Chestnut Street, Summer Street and Mystic Street, within the Town as now existing or hereafter relocated, altered and widened, in- cluding land damages, if any, under the provisions of law authorizing the assessment of betterments or otherwise; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or County of Middlesex, or both, for such purpose or purposes; said sum to be raised by general tax and expended under the direction of the Town Manager.

ADJOURNED ANNUAL TOWN MEETING - MARCH 20, 1963


Pursuant to the vote of adjournment of March 18, 1963, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Wednesday evening, March 20, 1963, to act upon the re- maining articles set forth in the Warrant for the Annual Town Meeting.


Lists of the duly qualified town meeting members were used at the entrance to the meeting place and were in charge of Mary A. Farrington and Charlotte E. Emerson. The lists contained the names of two hundred forty-three (243) town meeting members and eight (8) town meeting members at large qualified to participate and vote in town meetings in Arlington.


The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred fourteen (214) town meeting members and eight (8) town meeting members at large (88.4% of total - 251) attended the meeting.


The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:08 P.M.


The meeting was opened with the singing of "The Star Spangled Banner" by the assembly accompanied by Mr. Don Keay, pianist, and Mr. Augustus Mazzocca, trumpeter, both of the School Department.


The invocation was given by Reverend William W. Lewis, Pastor of the First Parish Unitarian Church.


The Town Meeting Members who had not previously been sworn were thereupon sworn by the Moderator.


On motion of Selectman Pellegrini, duly made and seconded, it was


VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Monday evening, March 25, 1963, at 8:00 o'clock.


The Moderator declared Article 23 to be now before the meeting.


Article 23. (Amendment of Town By-Laws - Classification and Pay Plan.)


A substitute motion offered by Eleanor M. Campobasso, town meeting member from Precinct 5, having been passed at the previous session of the town meeting, a roll call vote was taken on the motion as amended by the

substitute motion and it was declared lost, 105 having voted in the affirma- tive and 114 in the negative.


There being no further business under Article 23, the Moderator de- clared it disposed of.


A motion to adjourn offered by Robert W. Porteus, town meeting mem- ber from Precinct 9, duly seconded, was declared lost by the Moderator on a voice vote.


A motion that Article 86 be taken up next out of order offered by F. Leo Fitzpatrick, town meeting member from Precinct 12, duly seconded, was declared lost by the Moderator on a voice vote.


The Moderator declared Article 36 to be nowbefore the meeting.


Article 36. (Reconstruction of Certain Streets.)


VOTED: (Unanimously) That the sum of fifty five thousand dollars ($55,000) be and hereby is appropriated for the reconstruction of any or all parts of the following streets or ways within the Town; Mill Street, Brooks Avenue, Varnum Street, Thorndike Street, Herbert Road, Park Ave. Exten- sion, Hillside Avenue and Claremont Avenue; and to meet said appropriation the sum of fifty five thousand dollars ($55,000) be transferred from the proceeds received from the Commonwealth of Massachusetts under the pro- visions of Chapter 782 of the Acts of 1962.


There being no further business under Article 36, the Moderator de- clared it disposed of.

VOTED: That the sum of one hundred thirty thousand three hundred dollars ($130,300) be and hereby is appropriated for the original construc- tion of public ways, the laying out of which is accepted at this meeting under Articles 38 to 45 inclusive, including land damages and the cost of pave- ments and sidewalks laid at the time of such construction, all under the provisions of law authorizing the assessment of betterments; that for this purpose the sum of seventy seven thousand two hundred ninety five and 54/100 dollars ($77,295.54) be raised by general tax and forty thousand one hundred seventy two and 59/100 ($40,172.59) be taken from unexpended balances in the treasury as follows:
