Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.

To hear and act on the reports of the committee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the town of Arlington; of the committee under votes of the Town passed March 20, 1953, and March 24, 1954, to investigate, consider and make recommendations to the Town relative to the construction and operation of refuse disposal incinerators; of the committee under vote of the Town passed March 15, 1954, to investigate and study the adequacy of the present school building within the Town and the future locations of new school buildings; of the committee under vote of the Town passed March 24, 1954, to procure plans and estimates for the construction of a school build- ing in the area of Florence Avenue, George and Renfrew Streets; of the committee under vote of the Town passed March 24, 1954, to investigate, consider and make recommendations as to the swimming conditions at the Arlington Heights Reservoir Beach; of the Peirce School Playground Im- provement Committee under vote of the Town passed March 25, 1955; of the Arlington Brotherhood Committee under vote of the Town passed March 28, 1955; of the committee on quarters for organizations now occupying the Old Town Hall under vote of the Town passed April 2, 1956; of the committee on the improvement of the acoustics in the Robbins Memorial Town Hall audi- torium under vote of the Town passed April 2, 1956; of the High School additions and reconstruction committee under vote of the Town passed April 4, 1956; of the Arlington Development Commission under vote of the Town passed March 25, 1957; of the committee under vote of the Town passed March 27, 1957, to investigate and make a study of the land owned by the Town of Arlington in the Town of Lexington, known as the Great Meadows; of the committee under vote of the Town passed March 23, 1959, to investi- gate, consider and make recommendations relative to the replacement of the Town's radio broadcasting system in accordance with the directive contained in Docket 12295 of the Federal Communications Commission; of the committee under vote of the Town passed March 23, 1959, to procure plans and estimates for the construction of an elementary school building on land owned by the Town located on Pheasant Avenue; of the committee under vote of the Town passed March 21, 1960, to investigate, consider and make recommendations relative to Town encouragement financially, or otherwise, of Town employees seeking formal education in areas related to or growing out of their full-time activities; of the committee under vote of the Town passed March 22, 1961, to investigate, consider and make recom- mendations relative to the need for Urban Renewal in the Town; of the Board of Directors of Youth Services under vote of the Town passed March 21, 1962; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.
Article 4. To see if the Town will authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anti- cipation of the revenue of the financial year beginning January 1, 1964, and to issue a note or notes therefor, payable within one year, and to renew any

note or notes that may be given for a period of less than one year in accord- ace with Section 17, Chapter 44, General Laws.
Article 5. To see if the Town will make an appropriation or appropria- tions to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1963, to persons falling into distress and standing in need of immediate relief; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 6. To see if the Town will amend Schedule A of the Classifica- tion Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws and as amended under any Article of the Warrant for this meeting, by increasing all money figures contained therein by approximately four percent (4%) to the nearest even dollar or $208.00, whichever is the greater, in the Annual Salary Schedule, and $4.00 or approximately four percent (4%) to the nearest even daily rate, whichever is the greater, in the Weekly Salary Schedule, and by increasing the compensation of regularly employed part-time employees by approximately four percent (4%) to the nearest dollar; said amendment to be effective April 1, 1963; appropriate the sum of $94,500.00 to be expended by the various departments affected; and determine in what manner the money shall be raised.

To see if the Town will amend Schedule A of the Classifica- tion Plan, as established by Article 7C of the By-Laws, by reallocating Cemetery Foreman, from Grade MC 7 to Grade MC 8; by reallocating Fore- man of Paint, Carpenter and Blacksmith Shops, from Grade MC 7 to Grade MC 8; by reallocating Forestry Foreman, from Grade MC 7 to Grade MC 8; by reallocating Park Foreman, from Grade MC 7 to Grade MC 8; and by reallocating Public Works Foreman, from Grade MC 7 to Grade MC 8; said amendment to be effective April 1, 1963; appropriate the sum of $1,981.00 to be expended by the departments affected; and determine in what manner the money shall be raised.

Article 17. To see if the Town will amend Schedule A of the Classifica- tion Plan, as established by Article 7C of the By-Laws, by deleting the words "power shovel, power grader" where they appear after Motor Equipment Operator, Grade 3, Grade MC 5, and inserting the word "seweroder" so as to read as follows: "(10g per hour additional when operating power sweeper, bulldozer on sanitary fill, and seweroder)"; said amendment to be effective April 1, 1963.

Article 18. To see if the Town will amend Schedule A of the Classifica- tion Plan, as established by Article 7C of the By-Laws, by striking out the words and figures "(10g per hour additional when on sidewalk tractor snow removal, compressor or road roller)" where they appear after "Motor Equipment Operator, Grade 1" and inserting in place thereof the words and figures "(10g per hour additional when operating sidewalk tractor snow removal, compressor, road roller, and Walters' Snow Fighter)"; said amend- ment to be effective April 1, 1963.

Article 19. To see if the Town will vote to amend Section K, of Section 14, of Article 7C of the By-Laws, by adding the following sentence at the end thereof: "Permanent employees suffering an injury on the job related to their work shall continue to earn ordinary sick leave credit and vacation allow- ance," so that said Section K will read as follows: "Employees injured on the job and receiving Workmen's Compensation may, upon request, be granted such sick leave allowance payment, as will, when added to the amount of Workmen's Compensation, result in payment to them of their full salary, provided they have such sick leave credit. Permanent employees suffering an injury on the job related to their work shall continue to earn ordinary sick leave credit and vacation allowance during their absence from work due to such injury."

Article 20. To see if the Town will vote to amend Section A, paragraph 3, sub-paragraphs b, c and e, of Section 13, of Article 7B, of the By-Laws, by striking out said sub-paragraphs and inserting in place thereof the following:
b. Three calendar weeks vacation for employees, except professional libra- rians and library assistants, who have served not less than ten years of continuous full-time service with the Town, said ten years service to be completed prior to June 1.
c. Four calendar weeks vacation for employees, except professional libra- rians and library assistants, who have served not less than twenty years of continuous full-time service with the Town, said twenty years of serv- ice to be completed prior to June 1.
e. Three calendar weeks vacation for library assistants. Provided, how- ever, that any library assistant who has served not less than twenty years of continuous full-time service with the Town shall be entitled to a vacation of four calendar weeks, said twenty years service to be com- pleted prior to June 1.

Article 34. To see if the Town will make an appropriation for Improve- ments throughout the Town to the Town's Drainage System and to increase its capacity; determine in what manner the money shall be raised and ex- pended; or take any action relating thereto.
Article 35. To see if the Town will make an appropriation for the re- location, alteration and widening, construction of, specific repairs upon and improvement of all or any parts of Grove Street, Chestnut Street, Summer Street and Mystic Street, within the town as now existing or hereafter re- located, altered and widened, including land damages, if any under the provisions of law authorizing the assessment of betterments or otherwise; said appropriation to be used with any sum or sums which may be alloted by the Commonwealth or County of Middlesex, or both, for such purpose or purposes; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.
Article 36. To see if the Town will vote to raise and appropriate or transfer from available funds in the treasury, a sum or sums of money for the reconstruction of any or all parts of the following streets or ways within the Town: Mill Street, Brooks Avenue, Varnum Street, Thorndike Street, Herbert Road, Park Avenue Extension, Hillside Avenue, Claremont Avenue; or take any action relating thereto.
Article 37. To see if the Town will appropriate the sum of fourteen hundred ($1400.00) dollars for the purpose of resurfacing with bituminous concrete the following area - Brooks Avenue, from Milton Street to Varnum Street, to correct settled areas which hold considerable water.

To see if the Town will accept the laying out of a Town way from Wright Street to Dothan Street, substantially in the location of the private way known as Thesda Street, as made and filed in the office of the Town Clerk by the Board of Selectmen under the provisions of law authoriz- ing the assessment of betterments; establish said way; make an appropria- tion for said laying out and the construction of said way; determine in what manner the money shall be raised; or take any action relating thereto.
Said way as so laid out is bounded and described, as follows:
Beginning at the point of intersection of the easterly side line of Wright Street and the southwesterly side line of Thesda Street, thence northwesterly on said southwesterly side line of Thesda Street on a curve to the left with a radius of 51.77 feet a distance of 34.05 feet to a point of tangency, thence northwesterly on said southwesterly side line of Thesda Street a distance of 169.0 feet to an angle point, thence northwesterly on said southwesterly side line of Thesda Street a distance of 40.11 feet to the point of intersection of said southwesterly side line of Thesda Street and the westerly side line of Dothan Street, thence northwesterly across said Thesda Street a distance of 52.92 feet to the point of intersection of the northeasterly side line of Thesda Street and the westerly side line of Dothan Street Extended, thence south- easterly on said northeasterly side line of Thesda Street a distance of 72.20 feet to an angle point, thence southeasterly on said northeasterly side line of Thesda Street a distance of 136.85 feet to a point of curve, thence easterly on said northeasterly side line of Thesda Street on a curve to the left with a radius of 69.19 feet a distance of 30.32 feet to the point of intersection of said northeasterly side line of Thesda Street and the westerly side line of Wright Street, thence southeasterly on said westerly side line of Wright Street a distance of 65 feet more or less to the point of beginning as shown on a plan on file in the office of the Town Clerk, Arlington, Mass. entitled, "Plan and Profile Thesda St., Arlington, Mass.
