To see if the Town will make an appropriation for the con- struction of a storm drain culvert or pipe, with appurtenances, through Private Lands, from Mystic Street to Upper Mystic Lake; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 62. To see if the Town will vote to accept the naming of the newly developed section of the Summer Street playground, which includes only the Little League Baseball Field, as the George N. Buck Memorial Field.

Article 63. To see if the Town will vote to authorize the Town Manager to sell, convey or otherwise dispose of the wooden building now located in the rear of Railroad Avenue, and formerly known as the Arlington Center Rail- road Station, to Arlington Post No. 1775, Veterans of Foreign Wars of the United States, Inc .; or take any action relating thereto.


Article 64. To see if the Town will make an appropriation to excavate, grade, pave, paint stalls, provide lighting, and install parking meters on property in the rear of Railroad Avenue, the site of the former Arlington Center Railroad Station, and do any and all other acts necessary on land owned by the Town of Arlington in the rear of Railroad Avenue to provide a public off-street parking area; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 65. To see if the Town will make an appropriation for the pur- chase and installation of parking meters in the Arlington Heights business area; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 66. To see if the Town will make an appropriation for the instal- lation of pedestrian actuated traffic signals on Massachusetts Avenue at Lockeland Avenue and on Massachusetts Avenue at Churchill Avenue; deter - mine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 67. To see if the Town will appropriate a sum of money to be expended under the direction of the Town Manager for the use of the com- mittee known as the Board of Directors of Youth Services for the purposes of assisting in the prevention, treatment and control of problems relating to the children and youth of the Town and of advising and assisting other agencies concerned with such matters; determine in what manner such sum shall be raised; or take any action relating to all or any part of the fore- going.

Article 68. To see if the Town will vote to amend its Zoning By-Law by striking out Paragraph 5 of Section 4 and inserting in place thereof the following:

Any person or persons desiring to obtain the permission of the Zon- ing Board of Appeals for any purpose for which such permission is required under the provisions of this by-law shall make application in writing therefor to the Zoning Board of Appeals which shall, within a reasonable time, hold a public hearing thereon. Notice of such hearing and of the subject matter, sufficient for identification, shall be given by publication in a newspaper of general circulation in the Town once in each of two successive weeks, the first publica- tion to be not less than fourteen days before the day of the hearing.

The Planning Board, upon the request in writing of not less than ten registered voters of the Town, shall or upon its own initiative may, hold a public hearing for the consideration of any proposed amend- ment, modification or repeal of this by-law, provided that where a petition is filed such petition shall show that copies of the petition have been sent by registered mail to all abutters of the land referred to in the petition. The Planning Board shall report to the Town Meet- ing its recommendations with respect to the action to be taken there- on. Notice of such hearing and of the subject matter, sufficient for identification, shall be given by publication in a newspaper of general circulation in the Town once in each of two successive weeks, the first publication being not less than fourteen days before the day of such hearing.
