Report of the Town Manager

Gentlemen:
Herewith is my report for the year ending December 31, 1963; it is the eleventh annual report, 1953 to 1963 inclusive, that I have submitted to your Honorable Board since my appointment as Town Manager on May 1, 1953.
In connection with our constantly increasing local tax rate, the dominat- ing factors continue to be School Department costs and the ever-increasing costs of state charges to the Town.
Although all state and municipal authorities believe that something needs to be done to relieve the heavy burden on real estate property owners, it would seem that as we enter the year 1964, we are no nearer a solution than we have been for the last several years; nevertheless, there continues to be a "crying" need for action.
Particular reference is made to my report for the year ending Decem- ber 31, 1961, which covers in great detail the effect on the Town's tax rate economy of the school construction program that has been in process pur- suant to the original Harvard Survey Report of 1954. The matter is covered at considerable length in the 1961 report and there is no particular point in restating it here.
In this report, I present the results of a study I have made of the facts and figures of a selected group of well regarded cities and towns in the State which reveal Arlington's ranking and standing in several highly important areas of municipal government. These comparative facts and figures speak for themselves without the need of any comments by me.
PER CAPITA COSTS OF LOCAL GOVERNMENTS
Of twenty-four selected cities and towns in the Commonwealth of Massa- chusetts, Arlington ranks second in net operating costs of government as reflected by the Per Capita Direct Tax (Source - Massachusetts Federation of Taxpayers Association, Inc., "Tax Talk", November, 1963).

ARLINGTON'S CREDIT
Arlington's credit is the highest. On any given day (interest rates fluct- uate from day to day), Arlington invariably borrows money at lower interest rates than any other city or town, whether the borrowing be for short term or long term, whether the maturity be one year, five years, ten years, fifteen years or twenty years. (Source - First National Bank's Letters on Bond and Note Sales, issued periodically.)
ARLINGTON'S PUBLIC SERVICES
In the opinion of many competent municipal observers, the standards of public service in Arlington in practically all respects are the highest. A few cities and towns may equal Arlington's public services in some respects, but taken as a whole, no community in the State can match Arlington's stand- ards of public service, and these at the lowest possible costs to the taxpayer as conclusively indicated above in the section of this report designated as "Per Capita Costs of Local Government."
Of the twenty-four selected cities and towns, Arlington's Per Capita property valuations are the lowest; Arlington's Per Capita debt is among the lowest; Arlington's Per Capita operating costs are the lowest with one single exception; and Arlington's Free Cash Position is among the highest eight.
Herewith, also, are the annual reports for 1963 of the various town de- partments under the supervision of the Town Manager. I am sure you will find them most interesting and satisfying; they record performance and pro- gress in the constant and continuing efforts of the town's employees to im- prove public service to the town's residents.
For their cooperation during the year, I wish to thank the Honorable Board of Selectmen, the Finance Committee, the Personnel Board, and all other town departments, boards and commissions.
My thanks are extended to the employees of all departments under my supervision and control who are especially deserving of my gratitude for their fine teamwork during the year. Considering the number of complaints and the enormity of the task, faults have apparently been relatively few in the rendering of public service to the citizens of the Town.
The Town of Arlington is indeed fortunate in the number of outstanding citizens, including Town Meeting members and members of school building committees, who give of their time and effort with no compensation to the

various unpaid boards and commissions of the Town Government. Sincere thanks are expressed to them for their truly tremendous services to the town during the year just closed.
To the citizens of the Town, my sincere thanks are extended for their continued cooperation, confidence and encouragement which make worthwhile every effort expended in their behalf by their town employees, including the Town Manager.
