The Eastham Finance Committee hereby makes report of its recommendations on articles contained in the warrant for Annual Town Meeting to be held February 3, 1936.

To Harvey T. Moore, Constable of the Town of Eastham, in the county of aforesaid : Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of said Town, qualified to vote in elections and town affairs, to meet in the Town Hall in Eastham, on Monday the third (3rd) day of February next at 10:00 o'clock in the forenoon, then and there to act on the articles in this warrant, and to meet in the Town Hall in Eastham at 10:00 o'clock in the forenoon on Tuesday the fourth day of February next, then and there to elect all necessary town officers.


Article 1. To act upon the Annual Report, including recommendations of the Selectmen and other Town Officers or Committees.

Article 2. To see if the town will elect a Town Direc- tor for the Cape Cod Extension Service.


No action taken by Finance Committee.


Article 3. To see what sum of money the town will raise for the Public Library and make an appropriation for same.


Recommended $100.00 appropriation by unanimous vote.


Article 4. To see in what manner the town will dispose of its refunded dog tax, and act thereon.


Recommended that the refunded dog tax be awarded the Library, by unanimous vote.


Article 5. To see if the town will appropriate the sum of $3,150.00 provided the State makes a satisfactory allot- ment for the upkeep and maintainence of town roads, under Chapter 81, Sections 26-29. General Laws as amended.


Recommended $3,150.00 appropriation by unanimous vote.


Article 6. To see in what manner the town will repair its roads and bridges, and appropriate money for same.


Recommended $300.00 appropriation by unanimous vote.


Article 7. To see if the town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the rev-

enue of the financial year beginning Jan. 1, 1936 and to is- sue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


No action taken under this article.


Article 8. To see if the town will vote to raise and ap- propriate a sum of money for Memorial Day and the pur- chase of flags for soldiers' and sailors' lots and monument grounds.


Recommended $60.00 appropriation by unanimous vote.


Article 9. To see if the town will vote to raise and appropriate a sum of money for the prevention and sup- pression of forest fires.


Recommended $50.00 appropriation by unanimous vote.


Article 10. To see if the town will vote to pay a boun- ty of 50 cents each for all woodchucks killed within its lim- its, after satisfactory evidence has been presented the Treasurer, and appropriate $25.00 for same.


Recommended $25.00 appropriation.


Article 11. To see if the town will vote to raise and appropriate a sum not to exceed Five Hundred Dollars ($500.00) for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the town and unable to pay for such care and treatment in accordance with Chapter 111, Section 74, of the

General Laws, or take any action in relation thereto and act fully thereon.


Recommended $300.00 appropriation by unanimous vote.


Article 12. To see if the town will vote to raise and appropriate a sum of money to be used for the protection and propagation of shellfish or do or act anything thereon.


Article 13. To see if the town will vote to raise and appropriate the su mof $150.00 for free band concerts to be given by the Junior Community Band during the ensuing year, or do or act anything thereon. (By request).


Recommended $150.00 appropriation by unanimous vote.


Article 14. To see what sum of money shall be taken from the free cash towards defraying the tax levy for 1936. (By request).


Recommended $5,000.00 appropriation by unanimous vote.


Article 15. To see if the town will vote to recommend a rate of wage for labor for all town work, Chapter 81, in- cluded. (By request).


Recommended 50 cents per hour.


Article 16. To see if the town will vote new or con- firm old salaries of town officers, and to define the duties that such election shall cover, or do or act anything there- on. (By request).

Recommended an immediate general ten per cent cut in salaries with the exceptions of the offices of Town Clerk, Tax Collector, and Treasurer, which salaries are recom- mended to a flat rate of $500.00 for each office and also rec- ommended that all fees retained by these three offices be turned into the town Treasury. Unanimous vote.


Article 17. To see if the town will vote to recommend that beginning in the year 1937, the Tree Warden shall be appointed Moth Superintendent. (By request).

Article 18. To see what action the town will take to- wards providing work for needy persons who are not eligi- ble to work on the WPA; any appropriation under this ar- ticle to be raised by taking from unexpended appropri- ations, or do or act anything thereon. (By request).


Recommended by unanimous vote that $900.00 be ap- propriated from available funds. Also recommended that any employment under this article be subject to WPA con- ditions as to wages and hours.


Article 19. To see if the town will vote to raise and appropriate a sum of money to be used by the local WPA or any succeeding government agency of a like nature, for the purchase of material and general expense.


Recommended $700.00 appropriation by unanimous vote.


Article 20. To see if the town will vote to raise and appropriate a sum of money for the purpose of continuing

the plotting, surveying and making Assessors' maps of the Town of Eastham.


Recommended $500.00 appropriation by unanimous vote.


Article 21. To hear the report and recommendations of Attorney James A. Vitelli, regarding the control of our shellfisheries, and act fully thereon.


No action taken under this article.


Article 22. To see if the town will vote to raise and appropriate the sum of $969.92 for the purpose of reimburs- ing the County for one half of the expenses of laying out Bridge Road and Herring Brook Road.


Recommended $969.92 appropriation to be raised by taking from available funds.


Article 23. To see if the town will vote to raise and appropriate a sum of money for the purpose of erecting a roof on the band stand, or do or act anything thereon.


Recommended no appropriation by unanimous vote.


Article 24. To see if the town will vote to raise and appropriate a sum of money to be used for the improvement of Town Landings.


Recommended no appropriation, by unanimous vote.


Article 25. To see what action the town will take re- garding the leak in the roof of the Town Hall.

Recommended that a committee of three be appointed to report at a later meeting with an estimated cost.


Article 26. To see if the Town will vote to rescind the vote passed under Article 2 of the warrant for the special town meeting held on September 12, 1935, the Federal Government having failed to make a grant in accordance with said vote.


Recommended that vote be rescinded by unanimous vote.


Article 27. To see if the town will vote to raise and appropriate a sum of money for acquiring land for and the construction and originally equipping of a school building, determine how the same shall be raised, select committees to carry out any vote of the town, or take any action rela- tive thereto.


Recommended that $1,500.00 be appropriated for the taking of land for school purposes.


Recommended that $28,500.00 be appropriated for a new school and that the total recommendations of $30,000.00 under this article be raised by taking $7,000.00 from avail- able funds and $23,000.00 by the issuance of a series of fifteen year notes.


Recommended that no construction be authorized un- der this article until such time as title to land is free and clear.


Article 28. To see if the town will vote to authorize the Selectmen to sell after first giving notice of the time and place of the sale by posting such notice of sale in some con-

venient and public place in the town fourteen days at least before the sale, property taken by the town under tax title procedure that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto.


Recommended that Selectmen be given required author- ity


Article 29. To see if the town will vote to raise and appropriate the sum of $150.00 to be used to foreclose tax titles.


Recommended $150.00 appropriation.


Article 30. To see if the town will vote to raise and appropriate a sum of money to be used to pay 1935 bills which were received too late to be paid out of the regular appropriations, or do or act anything thereon.


Recommended that any appropriation under this arti- cle be raised out of available funds by unanimous vote.


Article 31. To see if the town will vote to raise and appropriate a sum not to exceed $100.00 for the purpose of disposing of one of the scows in the Town Cove near the Orleans line.


Recommended no appropriation.


Polls will be opened for voting on Tuesday, February 4, 1936 in the Town Hall, Eastham, Mass., from 10:00 A. M. until 6:00 P. M.

And you are directed to serve this warrant by posting attested copies thereof at the Packing House of Bernard C. Collins in South Eastham, the barn of Harry W. Collins in South Eastham, the Post Office in Eastham and the Post Office at North Eastham, seven days at least before the time of holding said meeting.


Hereof fail not and make due returns of this warrant, with your doings, to the Town Clerk at the time and place of meeting as aforesaid.

NEW TOWN BY-LAW


By-Law adopted under Article 29, at the Annual Town Meeting held February 4, 1935, and approved February 28, 1935, by the Attorney-General.


Section 1. There shall be a Finance Committee for the town to which shall be referred all articles in any warrant hereafter issued for a town meeting. The Selectmen, after drawing a warrant for a town meeting, shall immediately forward a copy thereof to each member of said committee, which shall consider all articles in the warrant and make such report, in print or otherwise, to the town meeting as it deems for the best interest of the town.


The said committee shall consist of nine persons to be appointed as provided in the following section.


Section 2. The Moderator of the town meeting when this by-law is adopted shall, within thirty days after such by-law becomes effective, appoint from the citizens of the town three persons whose term of office shall expire at the adjournment of the first annual meeting, following the time when this by-law becomes effective, three whose term of office shall expire at the adjournment of the second annual meeting following the time when this by-law becomes effective, and three whose term of office shall expire at the adjournment of the third annual meeting, following the time when this by-law becomes effective. Annually there- after the Moderator presiding at the close of an annual town meeting shall, within thirty days, appoint three mem-

bers whose term of office shall expire at the close of the third annual meeting after their appointment. Said com- mittee shall choose its own officers, and shall serve without pay.


Whenever a vacancy occurs in said Committee, said vacancy shall be filled by said Committee by the appoint- ment of a person to serve until the close of the next annual meeting, when the Moderator thereof shall appoint in the same manner as the original appointment, a successor to fill out the unexpired term of the person whose office has been vacated.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town affairs, to meet in the Town Hall in Eastham, on Monday the third (3rd) day of February next at 10 o'clock in the forenoon, then and there to act on the articles in this warrant, and to meet in the Town Hall in Eastham at 10 o'clock in the fore- noon on Tuesday the fourth (4th) day of February next, then and there to elect all necessary town officers.
