Voted unanimously to recommend that the Town accept the layout and that an appropriation of $150.00 be made.


Article 25. To see if the town will accept the layout of a Town Way in the Town of Eastham, from Herring Brook Road to the property of S. S. Higgins (said point being in the easterly line of a proposed Common Landing Place to be taken by the Selectmen of Eastham), with the boundaries and measurements as reported and recommended by the Selectmen under date of January 7, 1937 and will authorize and instruct the Selectmen to accept as a gift from the pres- ent owner any lands or interests in any lands within the lines of said layout, necessary for this purpose, and for this purpose raise and appropriate a sum not exceeding $10.00.


Voted unanimously to recommend that the town accept the layout and that an appropriation of $10.00 be made.


Article 26. To see if the Town will vote to appropriate and raise the sum of $100.00 for the purpose of hauling trees 121/2 feet wide on either side of center line within layout mentioned in preceeding article.

Article 27. To see if the Town will vote to appoint a committee of three to determine the cost of placing a hy. drant on edge of pond below new schoolhouse for fire protec- tion and report at next town meeting.


Voted unanimously to recommend that a committee of three be appointed to determine cost and report at next town meeting.


Polls will be open for voting on Tuesday, February 2, 1937 in the Town Hall, Eastham, Mass., from 10:00 A. M. to 6:00 P. M.


And you are directed to serve this warrant by posting attested copies thereof at the Packing House of Bernard C. Collins in South Eastham, the barn of Marry W. Collins in South Eastham, the Post Office in Eastham and the Post Office in North Eastham, seven days at least before the holding time of holding said meeting.


Hereof fail not and make due returns of this warrant, with your doings, to the Town Clerk at the time and place of meeting as aforesaid.

19 ANNUAL TOWN MEETING WARRANT


February 1-2, 1937


Barnstable, ss. :


To Harvey T. Moore, Constable of the Town of Eastham, in the County aforesaid : Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of said town, qualified to vote in elections and town affairs, to meet in the Town Hall in Eastham, Monday the first day of Feb- ruary next at 10 o'clock in the forenoon; then and there to act on the articles in this warrant, and to meet in the Town Hall in Eastham at 10 o'clock in the forenoon on Tuesday, the second day of February next, then and there to elect all necessary town officers.


Article 1. To act upon the Annual Report, including recommendations of the Selectmen and other Town Officers and Committees.


Article 2. To see if the town will vote to elect a Direc- tor for the Cape Cod Extension Service.


Article 3. To see what sum of money the town will raise for the Public Library and make an appropriation for same.


Article 4. To see in what manner the town will dispose of its refunded dog tax and act thereon.


Article 5. To see if the Town will appropriate the sum of $3,150.00 provided the State makes a satisfactory allot-

ment for the upkeep and maintenance of town roads, under Chapter 81, Sections 26 to 29 as amended.


Article 6. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1937, and to issue a note or notes therefor payable within one year, and to re- new any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.


Article 7. To see if the town will vote to raise and ap- propriate a sum not to exceed $500.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certi- fied by the Selectmen to be residents of the town and unable to pay for such care and treatment in accordance with Chapter 111, Section 74 of the General Laws, or take any action relative thereto and act fully thereon.


Article 8. To see if the town will vote to raise and ap- propriate a sum of money to be used for the protection and propagation of shellfish or do or act anything thereon.


Article 9. To see if the town will vote to raise and ap- propriate the sum of $150.00 for free band concerts to be given by the Junior Community Band during the ensuing year, or do or act anything thereon. (By request).


Article 10. To see what sum of money shall be taken from available funds toward defraying the tax levy of 1937.


Article 11. To see if the town will raise and appro- priate a sum of money to provide work for needy persons

who are not eligible to work on W. P. A. or to act anything thereon.


Article 12. To see if the town will vote to raise and appropriate a sum of money to be used by the local W. P. A. or any other succeeding government agency of like nature, for the purchase of material and general expenses.


Article 13. To see if the town will vote to raise and ap- propriate a sum of money for the purpose of continuing the plotting, surveying and making Assessors Maps of the Town of Eastham.


Article 14. To see if the town will vote to raise and ap- propriate a sum of money for the purpose of paying 1936 bills.


Article 15. To hear the report of the Committee ap- pointed to investigate leaks in the Town Hall roof and con- dition of plaster in Town Hall, and appropriate a sum of money to carry out recommendations of the Committee, or do or act anything thereon.


Article 16. To see if the town will vote to increase the salaries of the Selectmen, effective February 1, 1937, and make an appropriation for the same. (By request).


Article 17. To see if the town will vote to instruct the Selectmen to acquire land for the purpose of a town way be- ginning near the east end of Cable Road and running in a northerly direction about 2,300 feet, and appropriate $100.00 for same, or do or act anything thereon.

Article 18. To see what action the town will take re- garding the present layout of McKoy Road, so called.


Article 19. To see what action the town will take in disposing of the Old Schoolhouses and schoolhouse lots.


Article 20. To see what action the town will take in acquiring desirable sites for Town Landings.


Article 21. To see if the town will vote to instruct the Selectmen to petition the County Commissioners to complete the layout of Herring Brook Road.


Article 22. To see if the town will vote to raise and appropriate from available funds the sum of $2,000.00 for the purpose of paying off the schoolhouse note.


Article 23. To see if the town will vote to raise and ap- propriate a sum of money for the purpose of improving the schoolhouse grounds, or do or act anything thereon.


Article 24. To see if the town will accept the layout of a Common Landing on Cape Cod Bay, so called, in the Town of Eastham, over land of S. S. Higgins, between Herring Brook Road and the waters of said Cape Cod Bay, with the boundaries and measurements as reported and recommend- ed by the Selectmen under date of January 7, 1937, and will authorize and instruct the Selectmen to take by purchase or eminent domain, in behalf of said Town, the land or inter- ests in the lands within the lines of said layout of said Com- mon Landing and for that purpose will raise and appropri- ate a sum not exceeding $150.00.

ANNUAL TOWN MEETING FEBRUARY 1, 1937


Pursuant to the foregoing warrant the meeting was called to order by the Town Clerk at 10 o'clock A.M.


Warrant duly read together with the return of the offi- cer who served the same. Rose B. Nickerson and Winfred J. Knowles appointed tellers and sworn by the Clerk.


Article 1. Voted that the budget section of the Town Report be laid on the table until such time as the meeting wish to again take it up.


Voted 15 to 5 to accept the report of the Town Officers and Committees, as printed, with the exception of the bud- get.


Voted to reconsider action taken on Article 1.

Article 3. Indefinitely postponed.


Article 4. Voted that the refunded dog tax be turned over to the Public Library.


Article 5. Voted that the town raise and appropriate the sum of $3,150.00 provided the State will make a satis- factory allotment to the town for care and maintenance of Town Roads under Chapter 81, Sections 26 to 29 as amend- ed.


Article 6. Voted to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of revenue of the financial year begin- ning January 1, 1937, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accord- ance with Chapter 44, Section 17 of the General Laws. (Unanimous).


Article 7. Voted to raise and appropriate the sum of $300.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for care and treat- ment of persons certified by the Selectmen to be residents of the town and unable to pay for such care and treatment in accordance with Chapter 111, Section 74 of the General Laws.


Article 8. Voted beginning at the Annual election in 1938, the town elect by ballot a second Constable who shall be designated a Shellfish Constable.


Voted that the sum of $350.00 be appropriated for shellfish protection in 1937, and that a shellfish constable

be appointed who shall serve not less than 600 hours per year under the supervision of the Selectmen for yearly sal- ary of $300.00. (Unanimous).


Article 9. Voted unanimously to raise and appropriate the sum of $150.00 for Free Band Concerts to be given by the Junior Community Band during the summer of 1937.


Article 10. Voted that the sum of $5,000.00 be taken from the free cash in treasury towards defraying the tax levy of 1937. (Unanimous).


Article 11. Voted that the sum of $500.00 be appropri- ated and raised to provide work for needy people, same to be expended under the supervision of the Selectmen in ac- cordance with the needs of the various applicants.


Article 12. Voted to raise and appropriate the sum of $500.00 for the purpose of providing materials and gener- al expenses of the W. P. A. or any other succeeding govern- ment agency of like nature. (28 to 1).


Article 13. Voted to raise and appropriate the sum of $500.00 for the purpose of plotting, surveying and making Assessors Maps for the Town of Eastham. (Unanimous).


Article 14. Voted that the town raise and appropriate. the sum of $732.70 for the purpose of paying the following 1936 bills :
