Miss Keith taught in Eastham for a period of 32 years, from 1906 to the end of school June 24, 1938. Mrs. Beulah S. Bowers, Supervisor of Art in Union No. 21 began her services in the school at East- ham on September 19, 1938. Miss C. Lucille Nichols preceded Mrs. Bowers. The services of Miss Nichols was from January 8, 1937 to June 17, 1938.


Miss Iris Kelman began her work as Supervisor of vocal music in the schools of Union No. 21 on September 6, 1938. She follows Miss Charlotte Patch who resigned to be married. Miss Patch served from September 9, 1931 to June 17, 1938.

To Harvey T. Moore, Constable of the Town of Eastham, in the County aforesaid : Greeting.


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of said town, qualified to vote in elections and town affairs, to meet in the Town Hall in Eastham, Monday, the sixth day of February next, at 10:00 o'clock in the forenoon, then and there to act on the articles in this Warrant, and to meet in the Town Hall, Eastham, at 10:00 o'clock in the forenoon, Tuesday, the seventh day of February next, then and there to elect all necessary Town Officers.


Article 1. To act upon the annual report, including recommendations of the Selectmen and other Town Officers and Committees.

Article 2. To see if the Town will elect a Town Direc- tor for the Cape Cod Extension Service.


Article 3. To see in what manner the Town will dis- pose of its refunded dog tax.


Voted unanimously to recommend that the refunded dog tax be made available for library use.


Article 4. To see if the Town will vote to raise and ap- propriate a sum of money, provided the State makes a sat- isfactory allotment, for upkeep and maintenance of town ways, under Chapter 81, Sections 26-29 General Laws as amended.


Voted unanimously to recommend an appropriation of $3225.00.


Article 5. To see if the Town will vote to raise and ap- propriate a sum of money for the Public Library.


Voted unanimously to recommend an appropriation of $50.00.


Article 6. To see if the Town will authorize the Treas- urer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the fi- nancial year beginning January 1, 1939, and to issue a note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.


Voted unanimously to recommend that the Treasurer be so authorized.

Article 7. To see if the Town will authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of reimbursement for the financial year beginning January 1, 1939, and to is- sue a note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 6A, Gener- al Laws.


Voted unanimously to recommend that the Treasurer be so authorized.


Article 8. To see if the Town will vote to raise and ap- propriate a sum not to exceed $500.00, for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certi- fied by the Selectmen, to be residents of the Town and un- able to pay for such care and treatment, in accordance with Chapter III, Section 74, of the General Laws, or take any ac- tion thereto and act fully thereon.


Voted unanimously to recommend an appropriation of $300.00.


Article 9. To see if the Town will vote to raise and appropriate the sum of $150.00 for free band concerts to be given by the Junior Community Band during the ensuing year, or do or act anything thereon.


Voted unanimously to recommend an appropriation of $150.00.


Article 10. To see if the Town will vote to raise and appropriate a sum of money to be used for the protection and propagation of shellfish, or do or act anything thereon.

Voted unanimously to recommend the appropriation of $200.00 for propagation and $350.00 for protection.


Article 11. To see what sum of money shall be taken from available funds toward defraying the tax levy for 1939.


Voted unanimously to recommend that whatever sum may be approved by the Director of Accounts be used for this purpose.


Article 12. To see if the Town will vote to raise and appropriate a sum of money to be used by the local W.P.A. or any succeeding government agency of a like nature, for the purchase of material and other expenses.


Voted unanimously to recommend an appropriation of $700.00.


Article 13. To see if the Town will vote to instruct the Selectmen to control, regulate or prohibit the taking of eels, and any or all kinds of shellfish and seaworms, as pro- vided for under the provisions of Sec. 48, Chapter 130, General Laws, as amended by Chapter 329, Acts of 1933.


Voted unanimously to recommend that the Selectmen be so instructed.


Article 14. To see if the Town will vote to instruct the Selectmen to issue licenses under the provisions of Sec. 57, Chapter 130, General Laws as amended by Chapter 329, Acts of 1933.


Voted unanimously to recommend that the Selectmen be so instructed.

Article 15. To see if the Town will invest the Select- men with the authorization provided for under Sec. 55, Chapter 130, General Laws as amended by Chapter 329, Acts of 1933.


Voted unanimously to recommend that the Selectmen be so invested.


Article 16. To see if the Town will vote to raise and appropriate a sum of money to be used for the suppression of tent caterpillars under the direction of the local 4-H club leaders, or do or act anything thereon.


Voted unanimously to recommend an appropriation of $25.00.


Article 17. To see if the Town will vote to raise and appropriate a sum of money under the provisions of Chap- ter 90, General Laws, same to be used to continue the con- struction of Herring Brook Road, and that the Selectmen be instructed to enter into any contracts necessary.


Voted unanimously to recommend an appropriation of $600.00.


Article 18. To see if the Town will spend a sum of money to dig out the River into the Salt Pond. (By request)


Voted unanimously to recommend no appropriation.


Article 19. To see if the Town will adopt a By-Law re- quiring that the vote of the Finance Committee, on all mat- ters of the Town's business, shall at all town meetings be reported in such a manner as to indicate the number of members of the Committee voting favorably on said busi-

ness, the number opposing said business and the number not voting.


No recommendation. (By request)


Article 20. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the sale, by posting such notice of sale in some convenient and public place in the Town fourteen days at least before the sale, property taken by the Town under tax title procedure, and that the Selectmen or whomever they may authorize to hold such public auction may reject any bid which they deem in- adequate, or take any action relative thereto.


Voted unanimously to recommend that the Selectmen be given such authorization.


Article 21. To see if the Town will vote to establish a Road Machinery Account, to which shall be credited all re- ceipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the Town for road machinery purposes, or take any action in relation thereto.


Voted unanimously to recommend that a Road Machin- ery Account be established.


Article 22. To see if the Town will vote to raise and appropriate a sum of money to establish a Road Machinery Fund for the purpose of purchasing, repairing and operat- ing road machinery.


Voted unanimously to recommend an appropriation of $100.00 for this purpose and that it be further recommend- ed that the Town purchase a road grader on a rental basis to be paid for as used.

Article 23. To see if the Town will.instruct the Select- men to acquire land for the purpose of a Town Way, be- ginning near the home of Joel Skarin and running a north- erly distance of about 600 feet, to Locust Road, and that a sum of money be raised and appropriated for this purpose and improvement of same.


Voted unanimously to recommend that no action be taken.


Article 24. To see if the Town will raise and appropri- ate a sum of money for the purpose of paying 1938 bills.


No recommendation.


Article 25. To see if the Town will vote to instruct the Selectmen to make a charge for all shellfish permits issued, or do or act anything thereon.


Committee will report on this article at Town Meeting.


Polls will be open for voting on Tuesday, February 7, 1939, in the Town Hall, Eastham, Massachusetts, from 10 o'clock A.M., to 6 P.M.


And you are directed to serve this warrant by posting attested copies thereof at the packing house of Bernard C. Collins in South Eastham, the barn of Harry W. Collins in South Eastham, the Post Office in North Eastham and the Post Office in Eastham, seven days at least before time of holding said meeting.

AMENDMENTS TO TOWN BY-LAWS


Under Article 28, at the Annual Town Meeting held February 7, 1938 it was voted to amend Section 4 of the Town By-Laws by striking out the word ten and inserting the word five in its place, so as to read "A quorum for do- ing business shall be not less than five per cent of the voting list."


Under Article 29, it was voted to amend the Town By- Laws by voting to pay the Secretary of the Finance Com- mittee a fixed salary. Voted that the salary of the Secre- tary of the Finance Committee shall be $50.00 per year and voted to raise and appropriate $50.00 for this purpose. Approved by Paul A. Dever, Attorney General, at Boston, Mass., February 16, 1938.

ANNUAL TOWN MEETING WARRANT


February 6-7. 1939


Commonwealth of Massachusetts


Barnstable, ss.


To Harvey T. Moore, Constable of the Town of East- ham in the County aforesaid : Greeting.


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of said Town qualified to vote in elections and Town affairs, to meet in the Town Hall at Eastham, Monday, the sixth day of February next, at ten o'clock in the forenoon, then and there to act on the articles in this warrant, and to meet in the Town Hall, Eastham, at ten o'clock in the forenoon, Tuesday the seventh day of February next, then and there to elect all necessary town officers.


Article 1. To act upon the Annual Report, including recommendations of the Selectmen and other Town Officers and Committees.


Article 2. To see if the Town will elect a Town Direc- tor for the Cape Cod Extension Service.


Article 3. To see in what manner the Town will dis- pose of its refunded dog tax.


Article 4. To see if the Town will vote to raise and ap- propriate a sum of money, provided the State makes a sat-

isfactory allotment, for upkeep and maintenance of town roads, under Chapter 81, Sections 26-29 General Laws as amended.


Article 5. To see if the Town will vote to raise and ap- propriate a sum of money for the Public Library.


Article 6. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1939, and to issue a note or notes therefore payable in one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Chapter 44, Sec. 17, General Laws.
