Article 7. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of reimbursement for the financial year, beginning January 1, 1939, and to issue a note or notes therefore payable in one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Sec. 69, General Laws.
Article 8. To see if the Town will vote to raise and appropriate a sum not to exceed $500.00 for the establish- ment and maintenance of a free bed in the Cape Cod Hos- pital, Hyannis, Massachusetts, for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Chapter III, Sec. 74, of the General Laws, or take any action thereto and act fully thereon.
Article 9. To see if the Town will vote to raise and appropriate the sum of $150.00 for free band concerts to be

given by the Junior Community. Band during the ensuing year, or do or act any thing thereon.
Article 10. To see if the Town will vote to raise and appropriate a sum of money to be used for the protection and propagation of shellfish, or do or act anything thereon.
Article 11. To see what sum of money shall be taken from available funds toward defraying the tax levy of 1939.
Article 12. To see if the Town will vote to raise and ap- propriate a sum of money to be used by the local W.P.A. or any succeeding Government agency of like nature, for the purchase of material or other expenses.
Article 13. To see if the Town will vote to instruct the Selectmen to control, regulate or prohibit the taking of eels and any and all kinds of shellfish and seaworms, as provided under the provisions of Sec. 48, Chapter 130, General Laws as amended by Chapter 329, Acts of 1933.
Article 14. To see if the Town will vote to instruct the Selectmen to issue licenses under the provisions of Sec. 57, Chap. 130, General Laws, as amended by Chapter 329 of the Acts of 1933.
Article 15. To see if the Town will invest the Select- men with the authorization provided for under the provi- sions of Sec. 55, Chapter 130, as amended by Chapter 329, Acts of 1933.
Article 16. To see if the Town will vote to raise and appropriate a sum of money to be used for the suppression of tent caterpillars, under the direction of the local 4-H Club leaders, or do or act anything thereon.

Article 17. To see if. the Town will vote to raise and appropriate a sum of money under the provisions of Chap- ter 90, General Laws, same to be used to continue the con- struction of Herring Brook Road, and that the Selectmen be instructed to enter into any contracts necessary.

Article 19. To see if the Town will adopt a by-law re- quiring that the Finance Committee on all matters of the Town's business, shall at all Town Meetings be reported in such manner as to indicate the number of members of the Committee voting favorably on said business, the number opposing said business and the number not voting. Article 20. To see if the Town will vote to authorize the Selectmen to sell after first giving notice of the sale by posting such notice of sale in some convenient and public place in the Town, fourteen days at least before the sale, property taken by the Town under tax title procedure, and that the Selectmen or whomever they may authorize to hold such public auction may reject any bid that they deem in- adequate, or do or act anything thereon.
Article 21. To see if the Town will vote to establish a road machinery account to which shall be credited all re- ceipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the Town for road machinery purposes, or take any action in relation thereto.
Article 22. To see if the Town will vote to raise and appropriate a sum of money to establish a road machinery

fund, for the purpose of purchasing, repairing and operating road machinery.
Article 23. To see if the Town will instruct the Select- men to acquire land for the purpose of a town way, begin- ning near the house of Joel Skarin and running northerly a distance of about 600 ft. to Locust Road, and that a sum of money be raised and appropriated for the purpose and im- provement of same.
Article 24. To see if the Town will raise and appropri- ate a sum of money for the purpose of paying 1938 bills.
Article 25. To see if the Town will vote to instruct the Selectmen to make a charge for all shellfish permits issued, or do or act anything thereon.
Polls will be opened for voting on February 7, 1939 in Town Hall, Eastham, Massachusetts, from 10 a.m., to 6 p.m., and you are directed to serve this warrant by posting attest- ed copies thereof at the packing house of Bernard C. Col- lins in South Eastham, the barn of Harry W. Collins in South Eastham, the Post Office in Eastham and the Post Office in North Eastham, seven days at least before time of holding said meeting. Hereof fail not and make due return of this warrant with your doings, to the Town Clerk at the time and place of meeting as aforesaid. ANNUAL TOWN MEETING
February 6, 1939
Meeting called to order at 8 o'clock by the Moderator, warrant calling meeting read by the Clerk together with the return of the officer who served the warrant.
Tellers appointed : Mary Atwood and Clarence E. Walk- er and sworn by the Clerk.
Article 1. Moved and seconded that the report of the Town Officers and Committees be accepted. The article was discussed thoroughly, the assembly taking part generally in the debate. Committee reported on unnamed roads.
Voted to amend the report of said committee by naming a road running from Doane Road northeasterly to Nauset Road and including the road running southerly to Nauset

Bay, all to be known as Little Creek Road, Committee's re- port.
The Committee appointed at the last Annual Town Meeting to bring in names for several unnamed roads, sug- gested the following : From Herring Brook Road, nearly op- posite McKoy Road, westerly to Cape Cod Bay, "Thumper- town Road."
From Herring Brook Road, westerly to Cape Cod Bay, near the property of Maurice D. Gill, "Cole Road."
From State Highway near the property of Reginald Moulton. northwesterly to Gov. Prince Road, "Hay Road."
From Doane Road northwesterly to Nauset Road near the property of B. Loring Young, "Little Creek Road" (Amended to include section of road running southerly to Nauset Bay).
From Kingsbury Beach Road, northwesterly to Herring Brook Road, near the property of Philip M. Smith, "Weir Road."
From State Highway through Ellis property, taken at Special Town Meeting in 1938, "Ellis Road."
From Camp Ground northerly. intersecting Cook's Brook Road. "Higgins Road."
From Nauset Road near the property of Ralph A. Chase. westerly to State Highway near the property of George Brackett. "Brackett Road."
From State Highway easterly to Hemingway Landing. "Hemingway Road."
They found McKoy Road named Camp Street on the Town map and suggested that this be corrected.
They also found the road from the State Highway past

the property of George A. Smith had previously been named Smith Road, but unmarked. In deference to Mr. Smith they suggested that this road be named "Smith Lane".
Voted to accept the report of the Town Officers and Committees as printed with amendments to report of com- mittee appointed to bring in names for unnamed roads.
Article 2. Voted to elect a Town Director for the Cape Cod Extension Service. Elected Clayton O. Horton, Town Director for the Cape Cod Extension Service.
Article 3. Voted that the refunded dog tax be turned over to the Public Library Account.
Article 4. Voted to raise and appropriate the sum of $3,225.00 for repair and maintenance of town roads, provid- ed the State will make a satisfactory allotment to the Town under Chapter 81, General Laws, Sections 26-29 as amend- ed. ( Unanimous vote )
Article 5. Voted to raise and appropriate the sum of $50.00 for the use of the Public Library Trustees. (Unani- mous vote )
Article 6. Voted to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of revenue of the financial year beginning January 1, 1939, and to issue a note or notes therefore payable within one year, and to renew any note or notes that may be given for less than one year. (Unani- mous vote)
Article 7. Voted to authorize the Treasurer with the approval of the Selectmen, to borrow money from time to

Article 8. Voted to raise and appropriate the sum of $300.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Massachusetts, for care and treatment of persons certified by the Selectmen, to be residents of the Town and unable to pay for such care and treatment, in accordance with Chapter III, Sec. 74 of the General Laws. Article 11. Voted that whatever sum of money that the Director of Accounts may approve be taken from avail- able funds toward defraying the tax levy for 1939. (Unani- mous vote ).
Article 12. Voted that the Town raise and appropriate the sum of $700.00 for local W.P.A. or other Government agencies of like nature. (Unanimous vote)

Voted to authorize the Selectmen to take by purchase or eminent domain in fee and on behalf of the Town for road purposes a certain parcel of land described as follows: Beginning at the north end of Mill Road so called, near the home of Joel Skarin and running in a north- erly direction over land of Robert Emerson to Locust Road, as shown on plan of B. Snow, engineer, Barnstable and Buz- zards Bay, Massachusetts, containing 18,000 sq. ft. more or less, and that the sum of $50.00 be raised and appropriated for same.
Article 24. Voted to raise and appropriate the sum of $40.75 for the purpose of paying 1938 bill of the County of Barnstable. (Unanimous Vote)
Voted not to pay the bill of the Town Clerk for issuing Family Shellfish permits for 1938 (Amount of bill $262.50).
Article 25. Voted to instruct the Selectmen to make a charge of 50 cents for each family shellfish permit issued. (Unanimous vote )

Voted to appropriate the sum of $1,000.00 from the Highway Fund to be expended under Highway General appropriation as provided under Chapter 2, Acts of 1939, which amends Chapter 500 of the Acts of 1938. Under this vote it is stipulated that at least two-thirds of the appropriation be expended for labor. (Unanimous vote).

Article 2. Voted to rescind the vote taken at the Annual Town Meeting, February 6, 1939, under article 17, where- by it was voted to raise and appropriate the sum of $600.00 under Chapter 90 of the General Laws for further con- struction of Herring Brook Road. (Unanimous vote).
