WARRANT FOR ANNUAL TOWN MEETING
February 5, 1934

To Harvey T. Moore, Constable of the Town of Eastham, in County aforesaid : Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town affairs, to meet in the Town Hall in said Eastham, on Monday, the fifth (5th) day of February next, at 10 o'clock in the fore- noon, then and there to elect all necessary town officers for the ensuing year and the disposition of the liquor question in this town. Meet in the Town Hall in said Eastham, at 10 o'clock on Tuesday, the sixth (6th) day of February next, then and there to act on the following articles.
Article 1. To hear the report of the Selectmen and all reports and committees and act thereon.
Article 2. To see if the Town will elect a Town Direc- tor for the Cape Cod Extension Service.
Article 3. To see what sum of money the Town will raise for the Public Library and make an appropriation for the same.
Article 4. To see in what manner the Town will dis- pose of its refunded dog tax and act thereon.

Article 5. To see in what manner the Town will sup- port its poor for the ensuing year.
Article 6. To see if the Town will appropriate the sum of $3,075.00, provided the State makes a satisfactory allot- ment for the upkeep and maintenance of town roads under Chap. 81, Sections 26-29 General Laws as amended.
Article 7. To see in what manner the Town will re- pair its roads and bridges and appropriate money for the same.
Article 8. To see if the Town will give the Collector of Taxes the same power the Treasurer has when Collector.
Article 9. To raise such sums of money as may be ne- cessary to defray town charges for the ensuing year.
Article 10. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the municipal year be- ginning January 1, 1934, an amount not to exceed $16,000.00.
Article 11. To see if the Town will vote to raise and appropriate a sum of money for Memorial Day and the pur- chase of flags for Soldiers' and Sailors' graves and Monu- ment Grounds.
Article 12. To see if the Town will vote to raise and appropriate a sum of money for the prevention and sup- pression of forest fires.
Article 13. To see if the Town will pay a bounty of

50 cents each for all woodchucks killed within its limits, after satisfactory evidence has been presented to the Treas- urer and appropriate the sum of $25.00 for the same.
Article 14. To see if the Town will appropriate the sum of $150.00 for free Band Concerts, to be given by the Junior Community Band during the ensuing year, or do or act anything thereon. (By request).
Article 15. To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred (500) Dol- lars for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be resi- dents of the Town and unable to pay for such care and treatment in accordance with Section 74 of Chap. 111 of the General Laws, or take any action in relation thereto, and act fully thereon. (By request).
Article 16. To see if the Town will vote to raise and appropriate the sum of $500.00 for the purpose of continu- ing the plotting, surveying and making of Assessors' maps of the Town of Eastham.
Article 17. To see if the Town will vote to reconsider the vote taken at the Annual Town Meeting of 1933, where- by it was voted to take 300 ft., on the shore of the Great Pond, land of Freeman C. Hatch for a Common Landing.
Article 18. To see if the Town will vote to authorize and instruct the Selectmen to take by purchase or eminent domain, in behalf of the town, a strip of land 150 ft. in length, between Pond Road so-called, and the waters of Great Pond, over land of Freeman C. Hatch, beginning at his northerly bound and extending in a southerly direction

for the purpose of a Common Landing and appropriate the sum of $200.00 for land and survey.
Article 19. To see if the Town will vote to make an appropriation in excess of Mosquito State Tax.
Article 20. To see if the Town will vote to appropriate the sum of $100.00 for maintenance of the Old Grist Mill or do or act anything thereon.
Article 21. To see if the Town will accept the layout of a Common Landing on Salt Pond in the village of East- ham over land of parties unknown between Salt Pond Road so-called, and the waters of said Salt Pond with the bound- aries and measurements as reported and recommended by the Selectmen, and will authorize and instruct the Select- men to take by purchase or eminent domain, in behalf of the Town, the lands or interests in lands within the lines of said layout of said Common Landing and for this purpose will raise and appropriate a sum not exceeding $100.00.
Article 22. To see if the Town will vote to appropriate the sum of $25.00 for the Community Christmas Tree or do or act anything thereon.
Article 23. To see if the Town will vote to raise and appropriate the sum of $500.00 to be used to purchase ma- terial for CWA projects if necessary, or do or act anything thereon.
Article 24. To see if the Town will vote to discontinue the posting of notices at the Blacksmith Shop of Charles A. Feltis in South Eastham. (By request).
Article 25. To see if the Town will vote to post war-

rants, notices and so forth, in the future at or near the Shellfish Packing House of Bernard C. Collins in South Eastham. (By request).
Article 26. To see if the Town will vote to have two bulletin boards for the purpose of better posting and dis- playing of Town notices, warrants and so forth. One to be placed at or near the Shellfish Packing House of Bernard C. Collins in South Eastham and one to be placed at the Town Hall in Eastham, and to raise and appropriate a sum of money for the same. (By request).
Article 27. To see if the Town will vote to abolish the office of Auditor in accordance with Chap. 55, General Laws, Section 46.
Article 28. To see if the Town will vote to raise and appropriate the sum of $100.00 for the purpose of petition- ing the Land Court in clearing title of Providence Land Co., property bought for the Town at tax sale Sept. 17, 1931, by Leslie E. Chase, Collector of Taxes for the Town of East- ham.
Article 29. To see if the Town will vote to direct the Selectmen to appoint a committee of three or more citizens to co-operate with the Massachusetts Forest Park Associ- ation in the detection and eradication of the Dutch Elm disease.
Article 30. To see if the Town will vote to raise and appropriate the sum of $432.06 to cover deficit on last year's budget on the two following accounts. Officers' ex- penses $240.30, School, $191.76, total $432.06 :

Meeting called to order by Town Clerk at 10 o'clock A. M., warrant calling meeting duly read together with the return of the officer who served the same.
Article 1. Voted to waive the reading of the Town Report, after consideration voted to accept the report as printed.
Article 2. Elected Albion F. Rich Jr., Town Director of the Cape Cod Extension Service.
Article 3. Voted to raise and appropriate the sum of $300.00 for the maintenance of the Public Library. (By unanimous vote. )
Article 4. Voted that the refunded Dog Tax be turned over to the Public Library account.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town affairs, to meet in the Town Hall, in said Eastham, Monday, April 30, 1934 at 8:00 o'clock P. M., then and there to act on the following articles :
Article 1. To see if the Town will vote to reverse the order of election and Town Meeting, so that the annual Town meeting shall be held on the first Monday in February and the Town Election on the following day. (By request).
Article 2. To see if the Town will vote to petition the Selectmen to lay out and have surveyed a Town way, be- ginning at a point just south of A. W. Parnell's residence on the King's Highway on land of John G. Fulcher and running in an easterly direction as the trespass road now runs over land of said John Fulcher and Lawrence Hemen- way to the shore. (By request).
Article 3. To see if the Town will vote to petition the Selectmen to lay out and have surveyed a Town Landing,

beginning at the point where the trespass road mentioned in the above article meets the shore in a southeasterly dir- ection, a distance of 300 feet or such part or distance as may be determined by the meeting. (By request).
Article 4. To vote and appropriate such sums of mon- ey as may be necessary to meet the expenses of the two pre- ceding articles.
Article 5. To see if the Town will vote to appropriate and raise the sum of $10.00 for the purpose of having made and placed, two signs with the words "Town Landing be- tween signs" thereon, on both sides, same to be placed one at each end of the Town Landing at Great Pond, by the Road Surveyor. Article 6. To see if the Town will vote to use the mon- ey received from Shellfish licenses for the purpose of pro- tecting its shellfisheries. (By request.)
Article 7. To see if the Town will vote to have placed a series of buoys on the Wellfleet-Eastham line in Cape Cod Bay, the expense of same to be paid out of shellfish fees. (By request.)
Article 8. To see if the Town will vote to appoint a committee of five to act with the Selectmen in an advisory capacity. Personnel of committee to be composed of active fishermen. (By request.)
Article 9. To see if the Town will vote to pay one Shellfish Constable a salary of $25.00 per month to protect the shellfisheries. For this salary the Constable shall devote for the actual purpose of shellfish protection a total of not less than 50 hours per month and shall make a monthly re-

port to the Selectmen of the hours and dates and other par- ticulars of his duty in writing. Salary to be paid out of shellfish license fees. (By request.)
Article 10. To see if the Town will vote to appropri- ate and raise the sum of $400.00 for the purpose of protect- ing the shellfisheries. (By request.)
Article 11. To see if the Town will vote to take such action as it may consider necessary, expedient or proper un- der and in accordance with General Laws, Chap. 130 as amended by Acts of 1933, Chap. 329 Section 22 and especial- ly Sections 48, 55 and 47 thereof, but not intending hereby to exclude any other sections thereof; will vote to instruct and/ or authorize its Selectmen hereunder, and will deter- mine and make such instructions and authorizations : and to raise such sum or sums of money as may be necessary therefor and to do and to act any and all things thereto per- taining.
Article 12. To see if the Town will vote to raise and appropriate the sum of $100.00 for Town Roads, or do or act anything thereon.
Article 13. To see if the Town will vote to raise and appropriate a sum of $100.00 to pay for a re-survey of a Common Landing at the Salt Pond, or do or act anything thereon.

Meeting called to order at 8:00 o'clock P. M., by the Town Clerk, warrant read calling the meeting together with the return of the officer who served the same. Arthur A. Clark and Ernest M. Moore appointed tellers and sworn by the Clerk.

Voted 1 in favor to 1 opposed on the question of au- thorizing the Selectmen to act jointly under Section 54 Chapter 130 of the General Laws as amended by Chap. 329 Acts of 1933. The Moderator did not exercise his privilege of casting the deciding vote leaving the vote negative. After some discussion it was voted to reconsider the action ta- ken on this question, then voted to authorize the Selectmen to act jointly under the provisions of Section 54 of Chapter 130 of the General Laws as amended by Chap. 329 of the Acts of 1933.
Voted under this article to raise and appropriate the sum of $200.00 for shellfish purposes. (By unanimous vote.)
Article 12. Voted to raise and appropriate the sum of $100.00 for Town Roads to be expended under the direction of the Road Surveyor. (By unanimous vote.)
