Voted unanimously to recommend that this authoriza- tion be given.


Article 7. To see if the town will vote to raise and appropriate a sum not to exceed $500.00 for the establish- ment and maintenance of a free bed in the Cape Cod Hos- pital, Hyannis, Mass., for the care and treatment of per- sons certified by the Selectmen to be residents of the town and unable to pay for such care and treatment in accord- ance with Chapter 111, Section 74, of the General Laws, or take any action thereto and act fully thereon.

Robbins, thence on Doane Road to Coast Guard property, or do or act anything there- on.

Article 17. To see if the town will vote to raise and appropriate a sum of money to be used to purchase a town sprayer or do or act anything thereon.

To see if the town will vote to instruct the Selectmen to control, regulate or prohibit the taking of eels, and any or all kinds of shellfish and seaworms, as provided for under the provisions of Section 48 of Chapter 130, General Laws, as amended by Chapter 329, Acts of 1933. (By request).


Voted unanimously to recommend that the Selectmen be so instructed.

Article 19. To see if the town will recind the vote taken in 1934 whereby the Town voted to act jointly in the control of shellfisheries with the Town of Orleans. (By re- quest).

Article 20. To see if the town will vote to invest the Selectmen with the authorization provided for under pro- visions of Section 55, Chapter 130, General Laws as amend- ed by Chapter 329, Acts of 1933. (By request).

Article 21. To see if the town will vote to instruct the Selectmen to issue licenses under the provisions of Section 57, Chapter 130, General Laws, as amended by Chapter 329, Acts of 1933. (By request).

Article 22. To see if the town will vote to instruct the Selectmen to make a charge for all shellfish permits issued, or do or act anything thereon. (By request).

Article 23. To see if the town will vote to raise and appropriate a sum of money for the purpose of carrying out the recommendations of the Hydrant Committee, or do or act anything thereon.

Article 24. To see if the town will accept Section 103A of Chapter 54 of the General Laws as amended by Chapter 77 of the Acts of 1937, entitled "An Act Provid- ing for Absent Voting at Regular Town Elections."


Voted unanimously to recommend that the town so accept.


Article 25. To see if the town will vote to raise and appropriate the sum of $25.00 to be used for the suppres- sion of tent-caterpillars, under the direction of the local 4H Club leaders, or do or act anything thereon.


Voted unanimously to recommend an appropriation of $25.00.


Article 26. To see if the town will vote to instruct the Selectmen to acquire land for the purpose of a town way, beginning at Cape Cod Bay and Cook's Brook Road and running easterly about 1300 feet at a width of about 13 feet, and appropriate $50.00 for same or do or act anything thereon.


Voted unanimously to recommend that the Selectmen be instructed to so acquire and that an appropriation of $50.00 be made.


Article 27. To see if the town will vote to instruct the Selectmen to acquire Lot 6, Block 16, Nauset Beach Plan No. 1, and Lot 2, Block 14, Nauset Beach Plan No. 2,

for the purpose of a town landing and that the sum of $300.00 be raised and appropriated for this purpose and improvement of same, or do or act anything thereon.

Article 28. To see if the town will vote to amend the town By-laws by changing Section 5 of the By-laws approv- ed March 15, 1930, by striking out the word ten and insert- ing the word five in its place.


Voted unanimously to recommend that Section 5 of the Town By-laws be changed by striking out the word ten and inserting the word five in its place.


Article 29. To see if the town will amend the town By-laws by voting to pay the Secretary of the Finance Com- mittee a fixed salary.


Voted unanimously to recommend that Section 2 of the Town By-laws adopted under Article 29 Annual Town Meeting February 4, 1935, be amended by inserting at the end of said section the words, "with the exception of the Secretary who shall receive an annual salary of $50.00."


Article 30. To see if the town will vote to discontinue the road beginning at Salt Pond Road and running in a northeasterly direction about 300 feet to Nauset Road.


Voted unanimously to recommend that this section of road be discontinued.


Article 31. To see if the town will vote to raise and appropriate the sum of $600.00 under the provisions of

Chapter 90, General Laws, same to be used for construction of Herring Brook Road, and that the Selectmen be auth- orized to enter into any contracts necessary.


Voted unanimously to recommend an appropriation of $600.00 be made.


Article 32. To see if the town will vote to appoint a committee to recommend names for several town roads which are now un-named and report at the next Town Meet- ing or do or act anything thereon.


Voted unanimously to recommend that a committee of five be appointed by the Moderator.


Article 33. To see if the town will vote to raise and appropriate the sum of $355.00 for the purchase of a new tar kettle with sprayer attachment, or do or act anything thereon.


Voted unanimously to recommend an appropriation of $355.00.


Polls will open for voting on Tuesday, February 8, 1938, in the Town Hall, Eastham, Mass., from 10 o'clock A.M. to 6 P.M.


And you are directed to serve this warrant by post- ing attested copies thereof at the Packing House of Bern- ard C. Collins in South Eastham, the barn of Harry W. Col- lins in South Eastham, the Post Office in Eastham, and the Post Office in North Eastham, seven days at least before time of holding said meeting.

ANNUAL REPORT OF EASTHAM FINANCE COMMITTEE FOR YEAR 1937


Organization February 10, 1937


Charles F. Atwood elected Chairman and Secretary.


The Committee has held seven meetings during 1937. one for the purpose of organization, one for consideration of articles contained in warrant for Special Town Meeting, five for the purposes of approving transfers and considera- tion of the budget of 1938.


At a meeting held on December 31, 1937, it was unani- mously voted to recommend that a custodian for the Old Grist Mill be appointed at an annual salary of $25.

Chas. F. Atwood elected Chairman and Secretary.


The Committee has held eight meetings during 1937, one for the purpose of organization, two for consideration of articles in Special Town Meetings and five for the ap- proval of transfers from the Reserve Account.

ANNUAL TOWN MEETING WARRANT


February 7-8, 1938


Barnstable, s.s.


To Harvey T. Moore, Constable of the Town of East- ham, in the County aforesaid : Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of said town, qualified to vote in elections and town affairs, to meet in the Town Hall in Eastham, Monday, the Seventh day of February next, at 10 o'clock in the forenoon, then and there to act on the following articles in this warrant, and to meet in the Town Hall in Eastham at 10 o'clock in the forenoon on Tuesday, the Eighth day of February next, then and there to elect all necessary Town Officers.


Article 1. To act upon the Annual Report, including recommendations of the Selectmen and other Town Officers and Committees.


Article 2. To see if the town will elect a Town Direc- tor to the Cape Cod Extension Service.


Article 3. To see in what manner the town will dis- pose of its refunded Dog Tax and act thereon.


Article 4. To see what sum of money the town will raise and appropriate for the Public Library.

Article 5. To see if the town will raise and appropri- ate a sum of money provided the State makes a satisfactory allotment to the town for the upkeep and maintenance of town roads, under Chapter SI, Sections 26-29 as amended.


Article 6. To see if the town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to tim : in anticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor payable within one year, and to re- new any note or notes as may be given for a period of less than one year.


Article 7. To see if the town will vote to raise and appropriate a sum not to exceed $500.00, for the establish- ment and maintenance of a free bed in the Cape Cod Hos- pital, Hyannis, Mass., for the care and treatment of per- sons, certified by the Selectmen to be residents of the town and unable to pay for such care and treatment in accord- ance with Chapter 111, Section 74, of the General Laws, or take any action thereto and act fully thereon.


Article 8. To see if the town will vote to raise and appropriate a sum of money to be used for the protection and progation of shellfish or do or act anything thereon.


Article 9. To see if the town will vote to raise and appropriate the sum of $150.00 for free band concerts to be given by the Junior Community Band, during the en- suing year, or do or act anything thereon.
