The apparatus mentioned as used in immunizing against diphtheria, in the last report, has been used extensively dur- ing this year, clinics having been held throughout the coun-

ty. This work is now carried on yearly as a matter of rou- tine, and it is gratifying to be able to report that diphtheria has undoubtedly decreased greatly. To show the rapidity with which this work can now be done it might be mention- ed that the Health Officer can, for instance, arrive in a cer- tain place about 9.30 in the morning, immunize some six or seven hundred children, and be able to leave around noon. The physicians of the County have consistently supported this immunization work in every way.


One case of typhoid fever was reported in the person of a boy who had been in the county about two months. No other case developed and no carrier has been found. The Board of Health of the town from which he came stated that there had been no case of typhoid fever reported for a long time.


New milk regulations have been presented to the Boards of Health in conformity with state regulations. They were discussed at the last meeting of the Cape Cod Health Bureau association, and will be finally considered at the next meeting. All regular inspections of cattle, dairies, food places, etc., have been made as usual.


The usual talks on health matters etc., have been given at meetings of various organizations in the County, and the regular articles have appeared in local periodicals. The Health Officer has occasionally attended meetings of State Health Officers held in Boston as during the previous year.


Assistant Sanitary Inspector George F. Crocker, Jr., of. the County Health Department, took a short course in sani- tary inspection and other health work in Amherst. He un- doubtedly received a considerable amount of benefit from this instruction.

Mr. H. S. Dowden, secretary of the Cape Cod Chamber of Commerce, died during the year. He always consistently supported health work in this county and was greatly inter- ested in the work.


All regular medical and sanitary inspections, etc., have been carried on as usual, and all employees have performed their duties in a most satisfactory manner. The help and co-operation of all officials and others is very greatly appre- «ciated. The nurses throughout the county have carried on their work in their usual efficient manner.


Every effort will be made during the coming year to in- crease the efficiency of the work of the County Health De- partment, and a considerable program has already been out- lined for 1934.

ANNUAL TOWN MEETING WARRANT, 1934


Commonwealth of Massachusetts


Barnstable, ss.


To Harvey T. Moore, Constable of the Town of East- ham, in the County of aforesaid, Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in election and town affairs, to meet in the Town Hall in said Eastham, on Monday, the fifth (5th) day of February next, at 10.00 o'clock in the forenoon, then and there to elect all necessary town officers for the ensuing year and the disposition of the liquor ques- tion in this town. Meet in the town hall in said Eastham, at 10.00 o'clock on Tuesday the sixth (6th) day of Febru- ary next, then and there to act on the following articles :


. Article 1. To hear the reports of the Selectmen and all reports and committees and act thereon.


Article 2. To see if the town will elect a Town Direc- tor for the Cape Cod Extension Service.


Article 3. To see what sum of money the Town will raise for the Public Library and make an appropriation for the same.

Article 4. To see in what manner the Town will dis- pose of its refunded dog tax, and act thereon.


Article 5. To see in what manner the Town will sup- port its poor for the ensuing year.


Article 6. To see if the town will appropriate the sum of $3,075.00 provided the State makes a satisfactory allot- ment for the upkeep and maintenance of town roads, under Chapter 81, Sections 26-29, General Laws as amended.


Article 7. To see in what manner the Town will repair its roads and bridges and appropriate money for the same.


Article 8. To see if the Town will give the Collector of Taxes the same power the Treasurer has when Collector.


Article 9. To raise such sums of money as may be ne- cessary to defray town charges for the ensuing year. -


Article 10. To see if the Town will authorize the treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the municipal year be- ginning January 1, 1934, an amount not to exceed $16,000.00.


Article 11. To see if the Town will vote to raise and appropriate a sum of money for Memorial Day and the pur- chase of flags for Soldiers' and Sailors' graves and Monu- ment Grounds.


Article 12. To see if the Town will vote to raise and appropriate a sum of money for the prevention and suppres- sion of forest fires.

Article 13. To see if the Town will pay a bounty of 50 cents each for all woodchucks killed within its limits, after satisfactory evidence has been presented to the Treas- urer, and appropriate the sum of $25,00 for same.


Article 14. To see if the Town will appropriate the sum of $150.00 for free Band Concerts, to be given by the Junior Community Band during the ensuing year, or do or act anything thereon. (By request).


Article 15. To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred ($500.00) Dollars for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the town and unable to pay for such care and treatment in accordance with Section 74 of Chapter III of the General Laws, or take any action in relation thereto, and act fully thereon. (By request).


Article 16. To see if the Town will vote to raise and appropriate the sum of $500.00 for the purpose of continu- ing the plotting, surveying, and making of Assessors maps of the Town of Eastham.


Article 17. To see if the Town will vote to reconsider the vote taken at the Annual Town Meeting of 1933, where- by it voted to take 300 feet on the shore of Great Pond, land of Freeman C. Hatch, for a Common Landing.


Article 18. To see if the Town will vote to authorize and instruct the Selectmen to take by purchase or eminent domain, in behalf of town, a strip of land 150 feet in length, between Pond road so called and the waters of Great Pond,

over the land of Freeman C. Hatch beginning at his north- erly bound and extending in a southerly direction for the purpose of a Common Landing and appropriate the sum of $200.00 for land and survey.


Article 19. To see if the Town will vote to make an appropriation in excess of Mosquito State Tax. (By re- quest ).


Article 20. To see if the town will vote to appropriate the sum of $100.00 for the maintenance of the Old Grist Mill or do or act anything thereon.


Article 21. To see if the town will accept the layout of a Common Landing on Salt Pond in the village of East- ham over land of parties unknown between Salt Pond Road so called and the waters of said Salt Pond with the boundar- ies and measurements as reported and recommended by the Selectmen, and will authorize and instruct the Selectmen to take by purchase or eminent domain, in behalf of the Town, the lands or interest in the lands within the lines of said layout of said Common Landing and for this purpose will raise and appropriate a sum not exceeding $100.00.


Article 22. To see if the Town will vote to appropriate the sum of $25.00 for the Community Christmas tree, or do or act anything thereon.


Article 23. To see if the town will vote to raise and appropriate the sum of $500.00 to be used to purchase mater- ial for C. W. A. projects if necessary, or do or act anything thereon.


Article 24. To see if the town will vote to discontinue

the posting of notices at the Blacksmith Shop of Charles A. Feltis in South Eastham. (By request).


Article 25. To see if the Town will vote to post war- rants, notices etc., in the future at or near the Shellfish Packing House of Bernard C. Collins in South Eastham. {By request).


Article 26. To see if the Town will vote to have two bulletin boards for the purpose of better posting and dis- playing of Town notices, warrants etc. One to be placed at or near the Shellfish Packing House of Bernard C. Collins in South Eastham and one to be placed at the Town Hall in Eastham, and to raise and appropriate a sum of money for the same. (By request ).


Article 27. To see if the Town will vote to abolish the office of Auditor in accordance with Chapter 41, Section 55 General Laws.


Article 28. To see if the Town will vote to raise and appropriate the sum of $100.00 for the purpose of petition- ing the Land Court in clearing title of Providence Land Co., property bought for Town, at Tax Sale Sept. 17, 1931 by Leslie E. Chase, Collector of Taxes for the Town of East- ham.


Article 29. To see if the town will vote to direct the selectmen, to appoint a committee of three or more citizens to co-operate with the Massachusetts Forest and Park Asso- ciation in the detection and eradication of the Dutch elm disease.


Article 30. To see if the Town will vote to raise and

appropriate the sum of four hundred and thirty-two dol- lars and six cents, to cover the deficit on last year's budget on the two following accounts, officers' salary and expenses, $240.30 and schools, $191.76.


Polls will be open for voting on Monday, February 5, 1934, in the Town Hall, Eastham, Mass., from 10.00 o'clock A. M., until 3.00 P. M.


And you are directed to serve this Warrant by posting attested copies thereof at the Blackmith Shop of Charles A. Feltis in South Eastham, the Post Office in Eastham and the Post Office at North Eastham, seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of this Warrant, with your doings, to the Town Clerk at the time and place of meeting as aforesaid.
