Article 27. To see if the town will vote to raise and appropriate a sum of money for acquiring land for and the construction and originally equipping of a school build- ing, determine how the same shall be raised, select a com- mittee to carry out any vote of the town or take any action relative thereto.
Article 28. To see if the town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some con- venient and public place in the town fourteen days at least before the sale, the property taken by the town under tax title procedure provided, that the Selectmen or whomso- ever they may authorize to hold such public auction may reject any bid, which they deem inadequate or take any ac- tion relative therto.
Article 29. To see if the town will vote to raise and appropriate the sum of $150.00 to be used to foreclose tax titles.
Article 30. To see if the town will vote to raise and appropriate a sum of money to be used to pay 1935 bills which were received too late to be paid out of the regular appropriation, or do or act anything thereon.

Polls will be open for voting on Tuesday, February 4, 1936, in the Town Hall, Eastham, Mass., from 10 o'clock A.M., until 6 o'clock P.M.
And you are directed to serve this warrant by posting attested copies thereof at the Packing House of Bernard C. Collins in South Eastham, the barn of Harry W. Collins in South Eastham, the Post Office in Eastham and the Post Office in North Eastham, seven days at least before the time of said meeting.

ANNUAL TOWN MEETING
February 3, 1936
Pursuant to the conditions of the foregoing warrant the qualified voters of the town met in the Town Hall. Meeting called to order by the Town Clerk. Mrs. Rose B. Nicker- son and Aaron W. Chadbourne were appointed tellers and sworn by the Town Clerk.
Article 1. Question of legality of appointment of Fi- nance Committee arose due to failure to publish or other- wise notify the inhabitants of the by-law establishing said committee.
Voted to ratify transfer of funds for the year 1935.
Voted that the reports of all officers and committees be accepted with the exception of the Selectmen's and Fi- nance Committee's report and recommendations. Commit- tee appointed to recommend appropriations for the ensu- ing year were the members who were appointed Finance Committee in 1935, one member being absent, Clayton O. Horton was appointed in his stead. Committee recommend- ed the following appropriations which were unanimously accepted by vote of the meeting.

(By unan- imous vote.)
Article 13. Voted to raise and appropriate the sum of $150.00 for free Band Concerts to be given by the Junior Community Band during the coming summer.
Article 14. Voted to take $7,500.00 from available funds to reduce the tax levy of 1936. (By unanimous vote.)
Article 15. Voted to recommend that the rate of wages for labor on all town labor shall be 50 cents per hour, including Chapter 81. (By unanimous vote).

Article 16. Voted under this article that salaries of Town Officers remain the same, special attention was given to the offices of Town Clerk, Treasurer and Collector of Taxes.
Voted that the salaries for these remain the same. (Vote 53 to 51.)
Article 17. Voted to recommend that beginning with the year 1937, the Tree Warden elected shall be appointed Moth Superintendent.
Article 18. Voted that the sum of $900.00 be appro- priated for the purpose of providing work for needy per- sons who are not eligible or who are not able to obtain work under the WPA, said sum of money to be taken from avail- able funds, and that work under this appropriation shall be performed under WPA conditions as to wages and hours, also all work shall be under the direction and supervision of the Highway Surveyor, who shall be allowed compensation in the amount of $1.00 per day of said supervision, said compensation to be chargable to this appropriation. Also that the selection of persons applying for work under this vote shall be left in hands of the Board of Public Welfare, and that any truck hire deemed necessary under this vote shall be paid for at a rate not to exceed 80 cents per hour and that compensation to workmen be made in accordance with the provisions of Section 148, Chapter 149 of the Gen- eral Laws, Ter. Cen. Edition. (By unanimous vote.)
Article 19. Voted to raise and appropriate the sum of $700.00 for WPA purposes or other succeeding Govern- ment Agency of like nature. (By unanimous vote.)

Article 20. Voted to raise and appropriate the sum of $500.00 for the purpose of continuing the surveying, plot- ting and making of Assessors' Maps. (By unanimous vote.)
Article 21. Voted to accord Attorney James A. Vitelli the privilege of addressing the meeting to make his report as to the best procedure to bring about the separation of the shellfisheries of the Towns of Eastham and Orleans.
Voted that the town do attempt to have Section 5 of the Acts of 1797 repealed. Vote 58 to 1.
Voted to raise and appropriate $200.00 for the above purpose. (By unanimous vote.)

Article 25. Voted that a committee of three members be appointed to investigate the condition of the roof of the Town Hall regards repairs. Clarence E. Walker, William B. Higgins and Henry E. Clark were appointed with instruc- tions to report their findings and estimated costs at the next Town Meeting.
Article 26. Voted to rescind the vote passed under Article 2 of the Special Town Meeting held September 12,

1935, whereby the Town voted to build a school provided the Federal Government would grant a sum of money to the town for that purpose.
Article 27. Judge Thomas Otis as counsel for the Town was accorded the privilege of addressing the meeting.
Choice of the Chapin Land so-called for a school site was made by informal vote, other lots considered were the Stanley E. Horton property in center of the town and the William B. Higgins property in North Eastham.
Voted that the Town authorize and instruct the Select- men to take by purchase or by eminent domain in fee and on behalf of the Town for the location of a school house and for school purposes, a certain parcel of land bounded and described as follows: Southerly by Park Street, so-called; westerly by Meeting House Pond and School House Pond, so-called, northerly by Chipman Street, so-called, and eas- terly by School House Road, so-called. Being lots 6 to 31 in- clusive; together with the fees and Prince Street, so-called and the southerly portion of Bay View Avenue, so-called, all as shown on a plan of the Eastham Land Company, Sec- tion 1, duly filed in the Selectmen's office of Eastham and that the sum of $1,500.00 be raised and appropriated for that purpose. (By unanimous vote.)
Voted that the sum of $28,500.00 be appropriated for the construction and equipment of a school house on the land above described, that $9,500.00 of such sum be taken from excess and deficiency account or available cash funds of the town; that the Treasurer, with the approval of the Selectmen be and he is hereby authorized to borrow the sum of $19,000.00 and to issue notes or bonds of the town there- for, payable in not more than fifteen years, for such term

and maximum rate of interest as may be determined by the Selectmen and Treasurer, and that Stanley M. Walker, Chairman, Charles A. Gunn, Daniel W. Sparrow, Maurice W. Wiley, Harvey T. Moore and Leslie E. Chase be and here- by are authorized and instructed on behalf of the town to act as a Committee to build and equip such school house, and further instructed and authorized to do any and all acts and things necessary for the same. (By unanimous vote.)
Article 28. Voted that the Selectmen be authorized to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, pro- perty taken by the town under tax title procedure provided, that the Selectmen or whomsoever they may authorize to hold such public auction, may reject any bid which they may deem inadequate or take any action relative thereto.
Article 29. Voted that the town raise and appropriate the sum of $150.00 to be used for the purpose of foreclosing rights of redemption on property held by the town for tax- es.
Article 30. Voted to raise and appropriate the sum of $283.70 from available funds for the payment of 1935 bills received too late to be paid from appropriations of 1935. (By unanimous vote.)
Article 31. Indefinitely postponed.
The Selectmen having delivered a copy of Town Report containing the by-law establishing a Finance Committee to each occupied house in the Town of Eastham, it was de-

WARRANT FOR SPECIAL TOWN MEETING December 12, 1936.

To Harvey T. Moore, Constable of the Town of Eastham in the County aforesaid : Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of said Town, qualified to vote in elections and town affairs, to meet in the Town Hall in said Eastham on Saturday the 12th day of December 1936 at 7:30 o'clock in the evening, then and there to act on the following articles.
Article 1. To see if the town will vote to instruct the Selectmen to lay out a road beginning at Herring Brook Road, opposite land of Charles A. Digney and running in a westerly direction to Cape Cod Bay, over property of Clar- ence Horton and others and appropriate the sum of $100.00 for same, or do or act anything thereon.
Article 2. To hear the report and recommendations of the Committee appointed at the last Annual Town Meeting to investigate the condition of the roof of the Town Hall.
Article 3. To see if the town will vote to appropriate a sum of money to be used to repair the roof of the Town Hall, or do or act anything thereon.
Article 4. To see what action the town will take re- garding the condition of the plaster in the Town Hall.
Article 5. To see if the town will vote to raise and ap- propriate the sum of $90.00 for Vocational Training.

Article 8. To see if the town will vote to transfer the sum of $1,000.00 from the School appropriation and $400.00 from Land Taking appropriation and the balance required under Article 7 to be appropriated from available funds, or do or act anything thereon.

SPECIAL TOWN MEETING
December 12, 1936
Pursuant to the foregoing warrant the meeting was call- ed to order at 7 :30 o'clock P. M., by the Town Clerk. War- rant calling meeting read by the Clerk together with the re- turn of the officer who served the said warrant. Hugh H. Hoffman and George A. Nickerson were appointed tellers and sworn by the Clerk. Meeting was turned over to the Moderator George Howard who then took the chair.
It was found upon polling the house there were not a quorum present.
The Moderator called on the Constable to go out and bring in a number of voters sufficient to complete the quo- rum, it was found that five were needed for that purpose. In the meantime the Moderator requested the voters pres- ent to remain seated until the return of the officer and the necessary voters were in the assembly. After a short delay the meeting was resumed the required number of voters being present to proceed legally.
Article 1. Voted to lay out a road from the Herring Brook Road, beginning opposite property of Charles A. Digney and running in a westerly direction over land of Clarence R. Horton and others to Cape Cod Bay and to lay out a Town Landing at the western terminus of the pro- posed road on the Bay shore.
Voted to raise and appropriate the sum of $100.00 from available funds for this purpose.

Article 2. Harvey T. Moore reported for the Finance Committee in the absence of Charles F. Atwood, Chairman.
The Finance Committee reported unanimously to reject the report of the Committee appointed to investigate the condition of the Town Hall roof.
Committees' report as follows :
We recommend that the town stud up and board in the tower from bottom of tower to roof (boarded diagon- ally) and shingle the outside. Reshingle both valleys back 18 inches from center on each side and all new copper flash- ings. Bottom panel work to be renewed where rotted and re-nailed all over with galvanized nails re-painted with a good grade of paint. All flashings to be copper and all nails to be galvanized. Estimated cost $400.00.
