ARTICLE 2. To see if the Town will vote to accept Section 108G of Chapter 41 of the General Laws of Massachusetts, as enacted by Chapter 19 of the Acts of 1963 which reads: Section 108. Notwithstanding the provisions of any general or special law to the contrary, the minimum annual compen- sation of each regular police officer of the police department of any city or town which accepts the provisions of this section shall not be less than the following:
For the first year of service; fifty-five hundred dollars.
For the second year of service; six thousand dollars.
For the third year and each succeeding year of service; sixty-three hundred dollars.

VOTED: To adopt Wage Schedule as printed under this Article by a standing vote of yeas 346, nays 292. The voice vote to adopt Article 3 by motion of James Chandler, Chairman of the Personnel Board, was declared lost by the Moderator. ARTICLE 4. To see if the Town will vote to add the following to Section 3 of the Personnel By-Law: Subsection (i), Initial Adjustment of Salaries and Wages.
(1) Upon the adoption of the 1964 Wage Schedule, all employees who are currently employed in maximum step under the 1963 Wage Schedule, will be placed in Step 3 of the 1964 Wage Schedule. All other em- ployees will be placed in the proper step, based on length of service, provided that on the initial adjustment, no employee is placed in a step higher than Step 3. -Personnel Board

The adjourned meeting was called to order with a quorum in attend- ance at 8:00 P. M. by Moderator Alan M. Qua. The first order of business was to take from the table Article 6 at item 5 as moved by Mr. Cluff.
Item 5 - Auditor, Salaries and Wages: Motion by Mr. Cluff to raise and appropriate $6,571.76 carried on voice vote. Move for $3,120.00 was declared lost following acceptance by the assembly of the previous question. (3-11-64 at 8:27 P. M.)
Item 8 - Treasurer, Salaries and Wages: Voted was the sum of $6,053.84 as moved by the Finance Committee.
Item 15 - Town Clerk, Expense: $1,775.00 was appropriated as recom- mended by Finance.
Item 17 - Election Officers: The sum of $3,500.00 was voted as moved by Mr. Merrill.
Item 18 - Registrars, Salaries and Wages: As moved by Finance, the sum of $3,374.63 was appropriated on voice vote.
Item 21 - Planning Board, Expenses: The motion by Mr. Chester Sullivan to adopt $3,797.00 for this item was voted. A move for $1,500.00 by Mr. McAskill did not carry.
Item 21a - Planning Board, Travel: The sum of $100.00 was raised.
Item 23 - Town Hall, Expense: Motion by Finance appropriated $6,415.00 in voice vote.

Item 29 - Fire Department, Capital Outlay: Motion by Mr. Merrill for $2,600.00 was raised on voice vote.

Item 30 - Police Department, Salaries and Wages: $144,342.10 was moved by Finance which carried. The motion by Mr. Corliss "to be expended as shown on Finance recommendations" was declared lost on voice vote.
Item 31 - Police Department, Expenses: On motion by Chief Sullivan, the sum of $12,525.00 was adopted.
Item 32 - Police Department, Capital Outlay: The sum of $5,150.00 was appropriated through move by Chief Sullivan. (3-11-64 at 9:48 P. M.)
Items, 34, 35, 38, 39, 41, 43, 44, 48, 49 were quickly voted in the sums indi- cated by the schedule of Art. 6 above on motions by Finance. (3-11-64 at 9:53 P. M.)
Item 51 - Highway, Salaries and Wages: The moved sum of $53,284.39 by Finance was adopted on voice vote. An affirmative vote on the previous question placed the motion by Mr. Pongonis of $44,398.62 before the assembly. It was declared lost. (10:06 P. M.)
Item 52 - Highway, Expense: Voted to adopt sum of $13,560.00.
Item 53 - Snow and Ice: With Finance motion for $15,000.00 and Mr. Gray's for $25,000.00 a secret ballot was required and cast on the lesser figure which was then so voted 312 to 200 (10:36 P. M.)
Item 54 - Highway, Capital Outlay: Adopted in the sum of $10,000.00.
Item 57 - Public Welfare, Capital Outlay: Adopted as moved by Mr. Merrill in the sum of $199.50.
Item 58 - Veterans' Benefits, Salaries and Wages: Voted to appropriate $1,300.00 for this item.
Item 59-60 - Veterans' Benefits: Voted to adopt as per schedule with the provision of the breakdown of $30,000.00 and $350.00.
Item 61 - Public Schools, Salaries and Wages: $1,334,976.00 was appro- priated on voice vote as motioned by Finance.
Item 62 - Public Schools, Expense: By motion of Mr. Johnson the sum of $295,699.85 was so voted. Finance motion of $292,825.00 for this item was withdrawn in deference to Mr. Johnson's motion and a secret ballot. The added expenditure was made up of three separate items for shop books and supplies of $500.00, $800.00 and $1,574.85.
Item 65, 68, 72, 73, 74, 75, 76 - These items were quickly appropriated by voice vote in sums indicated in foregoing schedule, each by motion initiated by Finance.
Item 78 - Water Department, Salaries and Wages: With two motions to be considered, one by Mr. Charles Carter for $40,838.30, and one by Finance for $37,646.30 the secret ballot vote was first taken on the lesser figure and so voted 260 to 124.
Item 79 - Water Department, Expenses: Voted 196 to 114 by secret ballot to appropriate $26,425.00 for this item. The move for $28,725.00 did not reach a vote.
Items 80 and 81 - Water Department: On Finance motion $7,395.00 was so voted for Item 80. No appropriation was voted for Item 81.
Items 92 and 93 - Adopted as written above. (3-11-64 at 11:45 P. M.)

It was voted unanimously at this point to table all articles not previously acted upon up to Article 24 and to act on it and Article 25.
ARTICLE 7. To see if the Town will vote, under the provisions of section 55 of Chapter 41 of the General Laws, to appoint a town accountant who shall perform the duties and possess the powers of the town auditor, and will vote further to abolish the office of town auditor upon the appointment of a town accountant. Also to apply the money appropriated to the town auditor's account.

Mr. Cluff moved for reconsideration of Article 7 subsequent to notice on March 11 by Mr. Corliss. Following discussion, the previous question carried 230 to 64. Reconsideration of the vote taken on March 7th to indefinitely postpone failed with 82 in favor and 209 opposed. Recon- sideration at this moment required 194 affirmative votes. (3-18-64 at 8:64 P. M.)
Following the vote on reconsideration of Article 7 above, the meeting now turned its attention to enactment of Articles beginning with Article 20.
ARTICLE 8. To see what sum the Town will vote to raise and appropriate to be used in addition to the amount from the Auditor's appropriation, to apply to the salary of a Town Accountant. -- William B. Carter and others

ARTICLE 9. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws. -Board of Selectmen
VOTED: To authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964, and to issue a note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws. Adopted on voice vote, no dissents. (Recorded March 7, 1964 at 4:22 P. M.)
ARTICLE 10. To see if the Town will authorize the Selectmen to institute suits on behalf of the town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town. -Board of Selectmen
VOTED: Unanimously to authorize the Selectmen to act for the purpose or Article 10.

ARTICLE 11. To see if the Town will vote to authorize the Board of Selectmen and the Treasurer to foreclose, either through the land court or by affidavit of the Commissioner of Corporations and Taxation, any tax title held by the Town for more than two years, and vote to raise and appropriate the sum of $100.00 therefor. -Board of Selectmen
VOTED: To raise and appropriate the sum of $100.00 in adoption of Article 11.
ARTICLE 12. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town at least fourteen days before the sale, property taken by the Town under tax title procedure, provided that the Selectmen or whosoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto. -Board of Selectmen
VOTED: To adopt Article 12 as amended. The amendment as voted re- quires that "the sale to be advertised once in a local newspaper one week prior to sale."
ARTICLE 13. To see if the Town will vote the money arising from licens- ing dogs for ensuing year to aid in support of Public Library.

ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of $189.15 to indemnify Paul Johnson from legal liability incurred as the result of a claim by Daniel P. Kane, as a result of a collision in a Police car, at East and Main Streets on February 25, 1963, or take any action relative thereto. -Board of Selectmen

VOTED: Unanimously to transfer from E & D the sum of $11,500.00 to the Stabilization Fund through motion of the Finance Committee.
ARTICLE 17. To determine what sum the Town will authorize and direct the Assessors to take from available funds to reduce the tax levy for the current year, or take any action relative thereto. -Board of Selectmen
VOTED: To transfer the sum of $63,500.00 from E & D to reduce the tax levy for the current year as moved by Finance. (4-8-64 at 10:25 P. M.)
ARTICLE 18. To see what sum of money the Town will vote to raise and appropriate and/or transfer from Overlay Reserve for a reserve fund, pursuant to the provisions of Chapter 40, Section 6.

ARTICLE 19. To see if the Town will vote to appoint a committee of five members to be known as the "Central Fire Station Building Committee" and authorize and empower said committee to obtain preliminary plans and specifications for a Central Fire Station building with facilities and to recommend a site for said Fire Station; and to do and take any other action in connection therewith necessary, proper and incidental to carry out the foregoing, said committee to be appointed by the Board of Selectmen within one calendar month of the passage of this article, or take any other action in relation thereto.

VOTED: To adopt Article 19 as amended. The amendment voted is recorded as follows:
To appoint a committee of five members to be known as the "Municipal Building Committee" and authorize and empower said Committee to obtain preliminary plans and specifications for a Central Fire Station and a Library with facilities and to recommend sites for said buildings and to survey and recommend all needs of the Town on municipal building matters and to do and take any other action in connection therewith necessary, proper and incidental to carry out the foregoing, said committee to be appointed by the Board of Selectmen within one month of the passage of this article.

The Meeting was here adjourned at 5:09 P. M. to Wednesday, March 11th at 8:00 P. M., and the adjournment thereof was properly posted according to law.

Elected Moderator on March 14th, John A. Morrissey was qualified to office on his oath before the Town Clerk on this date. The Moderator then called the adjourned meeting to order at 8:00 P. M. A recess was declared until 8:20 P. M. when 363 were counted present which per- mitted the meeting to convene. The first order of business was the reconsideration of Article 7.
Votes recorded on the foregoing Articles of this Warrant are all upon motions by the Finance Committee and properly seconded unless otherwise specified and this is herewith made a part of such Articles by reference.
ARTICLE 20. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $2,000.00 to carry out the provisions of the previous article or take any other action relative thereto.

VOTED: Under this Article to raise and appropriate the sum of $2,000.00 for the purposes of Article 19 as amended.
ARTICLE 21. To see if the Town will vote to appoint a committee of five members to be known as The Tewksbury Public Library Building Com- mittee and authorize and empower said committee to obtain preliminary plans and specifications for a public library building with facilities and to recommend a site for said Library; and to do and take any other action in connection therewith necessary, proper and incidential to carry out the foregoing, said committee to be appointed by the Board of Selectmen within thirty days of passage of this article, or take any other action in relation thereto. -Board of Selectmen and Arthur Chaff

ARTICLE 24. To see if the Town will vote to amend the Town By-Laws by inserting the following section, to be known as Article 4, Section 7 of the Town By-Laws:
"There is established in the Town, a Council for the Aging. The Council shall consist of: The Chairman of the Board of Health; The Chairman of the Recreation Commission; The Chairman of the Board of Public Welfare; The Chairman of the School Com- mittee, or their representatives; and five members appointed by the Board of Selectmen. The Selectmen, from time to time, shall designate the Chairman of the Council from one of the above members"
