The Tewksbury program consisted of an 8-week summer school with emphasis on improving the skills of Reading and Arithmetic. In addition, cultural and recreational activities, and health and physical education were a part of the program.


Under the requirements of the act the school department had to identify the school area of the community that would benefit most from this type of educational program. Our program was conducted at the Shawsheen School for grades one through six. The summer program ran daily from 9 to 12 three days a week, and from 9 to 3 two days a week. There was an average of one field trip a week.


The second program is called "Head Start" and was for pre-school children from low income families. This program is sponsored by Community Teamwork Inc. and consisted of an 8-week summer school with emphasis on providing social, cultural and educational experiences. The pre-school chil- dren attended school from 9:00 to 1:00 Monday through Friday. Field Trips were held for the youngsters.


The guidance services at the elementary school level were expanded in September with the appointment of an Elementary School Adjustment Counselor. The purpose of the School Adjustment Counseling Program is

to assist maladjusted children during their earliest school years in order to avoid serious underachievement and behavior disorders in later years. Consequently, this program deals with these children (grade one through grade eight), their families, and appropriate social agencies in an attempt to help them make normal progress in school, and allow them to effectively utilize the resources of the school. Children who are referred to the School Adjustment Counselor could include:


1. The aggressive and/or destructive child.


2. The child who is excessively withdrawn, lonely, isolated.


3. A child who, because of a physical handicap, has emotional diffi- culties.


4. A child who fails in his classwork without apparent cause, i.e., who achieves much less than his ability indicates he should.


5. The child who steals.


6. The child who has temper tantrums.


7. The child who has poor relationships with teachers and/or peers.


8. The child who has reading difficulties.


9. The child who resists authority and learnings.


I am including in this report some excerpts from the annual report of the Director of Guidance because I feel some of the statistics listed will answer many questions relative to the destiny of our students.


The largest class in the history of the Tewksbury School System con- sisting of one hundred and forty boys and one hundred and thirty-two girls graduated from the Tewksbury High School in June, 1966. Approximately equal proportions of the student body either went on to further schooling or entered the work force. A number of boys entered the armed services due to the present conflict in Vietnam.


The majority of the students in the Business and Industrial Arts majors elected to work immediately following graduation while the remainder of the students attended a school of a specific type such as a business school or a technical institution. Most of the students who completed the college preparatory course entered four year colleges or two year junior colleges.


When compiled, the list of schools these students are attending is quite diverse. Some of the types represented and examples of each are listed below:

There were fifty-four students who entered four year colleges. This group accounted for 23% of the class.


Twenty-six students, 11% of the class, entered two year business schools, junior and community colleges and these are examples:

Berklee School of Music, Hair Dressing Schools and Schools of Art


The amount of scholarship aid received by the students amounted to: $4,650 in Town and local scholarships and $7,900 in scholarships awarded by the colleges to which the students applied. It must be remembered that these are renewable for the four years if the student keeps his grades at the satisfactory level. Also, two seniors were eligible to receive full tuition Naval R.O.T.C. scholarships because of their success in the competitive examination and their high school record.


This was an excellent year for the business department graduates. Just a few of the companies where they secured employment are as follows.

Conclusion


The success of any enterprise depends upon the cooperation of many people. Any success we may have achieved this year in our schools is due to the efforts of my dedicated staff, loyal administrators and conscientious school committee. It is with deep appreciation and thanks that I acknowl- edge the splendid work and cooperation of all these people. It is this dedi- cation of teachers to our children and their profession which promotes quality public school education. All members of the non-teaching staff contribute greatly and unselfishly to the smooth operation of our schools. I deeply appreciate their efforts and extend to them my sincere thanks.


The members of our School Committee deserve the unqualified appre- ciation of the entire community. Countless hours are given to school busi- ness by this committee each year and Tewksbury is indeed fortunate to have the caliber of persons they have serving on the School Committee.


To our other Town officials, P.T.A. groups and civic and fraternal or- ganizations who have contributed in any way to the cause of better educa- tion for Tewksbury I also express my gratitude and appreciation.


President Johnson stated in his State of the Union Message a few years ago and I think it's appropriate for all of our consideration now-


"Every child must have the best education the Nation can provide . . . Thomas Jefferson said no nation can be both ignorant and free. Today no nation can be ignorant and great."

EDUCATIONAL AND EMPLOYMENT CERTIFICATES


Every person from 14-16 years of age must have an employment certifi- cate or permit and those between 16-18 years of age must have an educa- tional certificate before starting work. These certificates and permits may be obtained from the offices of the Superintendent of Schools, the High School Principal, and Mrs. Loella Dewing of the School Committee. When one makes application for a certificate (or "working card"), he must apply in person and bring birth certificate and report of last grade attended.

Tewksbury, Massachusetts.

3. Location:


At the junction of two new Super Highways in Northeastern Massa- chusetts U. S. Interstate Route 495 and U. S. Interstate Route 93. The Town is bordered on the north by the Merrimack River, north- east by Andover, southeast by Wilmington, southwest by Billerica and borders on Lowell on the west. It is 21 miles from Boston, 50 miles from Worcester, 30 miles from Salisbury Beach and 230 miles from New York City.


4. Population:


1950-7,505; 1960-15,902; 1963-16,700; 1965-18,079; 1967-21,000.


5. Land Area:


20.70 square miles = 10,7981/2 acres assessed.


6. Density:


Persons per square mile: 1950-363; 1960-768; 1965-874.


7. Climate:


Mean annual precipitation-43.40 inches. Mean temperature in January-26.6 degrees; in July-73.7 degrees.


8. Elevation:


Highest point-Ames Hill, 363'; North section, 200'; West section, 150'; Center, 120'; South section, 105' above mean sea level.


9. Topography:


Fairly level terrain, with elevations varying from 100' to 200' above sea level. Soil is a mixture of sandy soil in southern section, wet and moist and of good texture along the central and northern sections.


10. Established:


Inhabitants separated from Billerica in 1733. First Town Meeting held January 14, 1734. Duly incorporated December 23, 1734.
