TO PUT A MOTION TO THE ASSEMBLY OR TO ASK A QUESTION: Stand, wait to be recognized, and address the Chair, "Mr. Moderator."


DEBATE: Before a motion is debated, it is necessary that the motion be made, seconded (with certain exceptions) and stated by the Moderator. Then inquiries may be put to individuals or boards through the Moderator.


QUORUM: The quorum (5% of registered voters as of the prior annual town meeting) is established at the beginning of each session and remains effective throughout. Although absence of the quorum may eventually become evident, the business continues legally and in proper order until such moment as the quorum is questioned and found lacking. The meeting then must adjourn or recess to obtain a quorum.


RECONSIDERATION: No vote shall be reconsidered except upon notice of motion for that purpose given within one hour after such vote has been passed.


SECRET BALLOT: No appropriations or transfers of money in excess of $10,000 shall be valid, when the Finance Committee has recom- mended a lesser amount than the Department head has submitted to said Committee, unless the vote for said appropriation or transfer be taken by secret ballot.


Any article calling for the acceptance of any section of the General Laws (Mass.), or any special act shall be voted on by secret ballot.


UNPAID BILLS: Bills that are outstanding after closing date for payment require a 4/5 vote for approval for payment.


ZONING CHANGES: require 2/3 vote for approval.


ARTICLES RECEIVING UNFAVORABLE ACTION AT A PREVIOUS TOWN MEETING: Any warrant article or motion thereunder re- ceiving unfavorable action at any Town Meeting shall require a 3/4 vote for adoption at a Special Town Meeting. This restriction shall apply when an article or motion presented at a Special Town Meeting contains the same subject matter or would produce the same effect as one acted on at a previous meeting. A request for a different sum of money shall not be construed as changing the subject matter of such an article or motion.

WARRANT FOR ANNUAL TOWN MEETING

To any of the Constables of the Town of Tewksbury, in said County:


Greetings:


In the name of the Comonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in town affairs, to meet and assemble at Tewksbury Memorial High School in said Tewksbury on Saturday, March 4, 1967 at 1:30 o'clock P. M. to act on the following articles, except Article 1, and you are also hereby further required and directed to notify and warn the said inhabitants of the Town of Tewksbury, who are qualified to vote on elections and town affairs therein, to assemble subsequently and meet in town meeting at the polling places in said Town of Tewksbury, on Saturday, March 11, 1967 at 10:00 A. M. then and there to act on the following Article 1.


The polls for the election of Town Officers to be opened at 10:00 o'clock A. M. and to be closed at 8:00 P. M.

The 1967 Annual Town Meeting Warrant was ordered this day at 1:30 P. M. and precisely Moderator Alan M. Qua called the meeting. At 2:00 P. M. with 383 seated the meeting convened with invocation offered by Father Barry of St. William's. In memory to deceased officers of the community a moment of silence was then observed.


Throughout the course of business all first motions were made by the Finance Committee, Mr. Walter Browne, Chairman, unless otherwise speci- fied in the minutes.


ARTICLE 1. To choose all necessary Town Officers, to choose by ballot, two Selectmen for three years, one member Board of Health for three years, two members Board of Public Welfare for three years, one Assessor for three years, one Auditor for three years, one Moderator for one year, one Park Commissioner for three years, one member Planning Board for five years, one Road Commissioner for three years, two members School Committee for three years, one member Regional Technical School Committee for three years, two Trustees of Public Library for three years, one Trust Fund Com- missioner for three years, one Water Commissioner for three years. All on the same ballot.


VOTED: Unanimously to adopt.


ARTICLE 2. To hear and act upon the reports of the various town officers.


VOTED: Unanimously to accept the reports of Town Officers. (3-27). Article was tabled on March 4th by Mr. J. Cunningham's motion. Taken from table as the adjourned meeting drew to a close.

VOTED: To set the salaries of Item 1 at the sum of $2,400.00. Motions by Mr. V. Cluff for $3,000.00 and Mr. E. Mclaughlin for $2,200.00 did not prevail. Upon the reading of each item in Article 3 by the Moderator, Mr. Browne of Finance moved that all items not marked for discussion be accepted as recommended. The voice vote was unanimous.


Item 3: Voted the sum of $300.00 as recommended. Move by Mrs. Billings for $250.00 was lost.


Item 5: Voted the sum of $300.00.


Item 6: Voted to set the sum of $400.00 each for four Selectmen. Motion for $500.00 by Mr. D. Beattie did not reach the assembly for a vote. A move of reconsideration was withdrawn.


Item 7: Voted $500.00 for this item as recommended.


Item 9: Voted the sum of $300.00 on motion by Mrs. Billings. The decision by Finance for $250.00 each for the Road Commissioners was declared defeated.


Item 12: Voted to fix the sum at $7,000.00. Move for $6,591.00 by Mr. E. Mclaughlin did not prevail when put to a vote.


On Finance motion unanimously to accept Article 3 in its entirety as voted and that all salaries be retroatctive to January 1st.


ARTICLE 4. To see if the Town will vote to amend Section 3, of the Personnel By-Laws: Subsection (i), Initial Adjustment of Salaries and Wages as follows:


(1) Upon adoption of the 1967 Wage Schedule, all employees who are currently employed in the Maximum step under the 1964 Wage Schedule will be placed in Step IV of the 1967 Wage Schedule. All other employ- ees will be placed in the proper step, based on length of service and

anniversary date. Employees in Grades 1 to 12 who in 1966 were in Minimum or Step II of the 1964 Wage Schedule, shall be placed in the Minimum step of the 1967 Wage Schedule. Employees who in 1966 were in Step III of the 1964 Wage Schedule shall be placed in Step II of the 1967 Wage Schedule. Employees who in 1966 were in Step IV of the 1964 Wage Schedule, shall be placed in Step III of the 1967 Wage Schedule.


Employees in Minimum step of FP-3 of the 1964 Wage Schedule shall be placed in Minimum of the 1967 Wage Schedule. Employees in Step II or Step III of 1964. Wage Schedule shall be placed in Step III of 1967 Wage Schedule.


In the 1967 Wage Schedule, no employee shall be placed in a step higher than Step IV in 1967, Step V in 1968 and Step VI in 1969.


Personnel Board


VOTED: Unanimously to adopt the amendment to the Personnel By-Law as specified in Article 4. An earlier affirmative vote had tabled said Article on Mr. Albert's motion until Articles 5, 6, 7, and 8 were acted upon. Unanimous vote to remove from table.


ARTICLE 5. To see if the Town will vote to amend the Personnel By-Law, Section 3, Paragraph (h) to add the title of Confidential Secretary to Grade 3. Personnel Board


VOTED: Unanimously to adopt thereby adding the title of Confidential Secretary to Grade 3.


ARTICLE 6. To see if the Town will vote to have the Board of Selectmen petition the General Court to have the Question of Civil Service for the remaining full-time Town Employees not covered under the Special Civil Service Act of 1961, placed on the ballot at the next regular election.


-Personnel Board


VOTED: To authorize the Board of Selectmen to petition the Great and General Court to pass an Act which would place the question of Civil Service for the remaining full time employees not now covered by the Special Act of 1961, which was approved by the voters, on the ballot at the next regular election. (3-4 at 2:46 P. M.).


ARTICLE 7. To see if the Town will vote to amend the Personnel By-Law, Section 2, Paragraph (f) to read: Promotions from minimum to maximum shall be in successive steps annually. Step advancement is not mandatory and shall be based on individual merit - (Not necessarily on length of service) and shall be subject to approval of the Board of Authority having immediate jurisdiction over such employee. Any employee denied such an increase has the right of appeal in accordance with the grievance procedure as outlined in Section 5 of this By-Law. - Personnel Board


VOTED: To adopt the amendment to the Personnel By-Law as specified by Article 7. A change moved by Mr. Morrissey that 'Step advancement is not mandatory and shall be based on individual merit' be stricken did not win sufficient support to carry. (3-4 at 2:55 P. M.).

ARTICLE 8. To see if the Town will vote to amend the Personnel By-Law by replacing Section 3, Paragraph (h), Wage Schedule, with the following schedule:


VOTED: To adopt unanimously Article 8 as amended which is the complete Wage Schedule for all wage employees of the Town of Tewksbury. The amendment offered by Mr. Albert of Personnel to (1) Add Director of Civil Defense $350.00 to Wage Schedule D and (2) Increase under Wage Schedule C: Sealer of Weights to $600.00 prevailed.
