ARTICLE 23. To see if the Town will vote to amend the zoning by-law of the Town of Tewksbury, by adding to the permitted uses in a light industrial district, the following, Section 6, paragraph 11, Garden Type multiple dwellings, Section 6, paragraph 12, qualified approved nursing homes. Provided, however, such buildings shall be at least 50 feet from any resi- dential district. Said parcel of land being bounded and described as follows:

The motion carried to adjourn the Special Town Meeting sine die at 10:30 P. M.

ANNUAL TOWN ELECTION


Tewksbury, Massachusetts - March 13, 1965


At a meeting of the inhabitants of the Town of Tewksbury, called by proper Warrant, and qualified to vote in town affairs, held this day at the Town Hall for Precinct 1, Shawsheen School for Precinct 2, and North Street School for Precinct 3, the following business was transacted.


Registers on ballot boxes in the three Precincts showed 0000, and check lists were in order. Polls opened at 10:00 A. M. and closed at 8:00 P. M. There were 4209 votes cast; Precinct 1 - 1735; Precinct 2 - 1233; Precinct 3- 1241.


Election officers were in custody of the following Wardens and Clerks: Precinct 1-Rita Thompson, Warden and John H. Hart, Clerk; Precinct 2- Lilyan Blaquiere, Warden and Gladys O'Connell, Clerk; Precinct 3-Gloria A. Deputat, Warden and Donald Pope, Clerk.

The 1965 State Census of all inhabitants of the Town was carried out with the complete cooperation of the Board under the direction of the Census Director. Improvement in the Town Listing Book was thereby effected.

Recounts for the office of Selectmen and Assessor (3 years) were held following the Town Election but the recount did not materially affect the original standings. We are justly proud of the efficiency and the accuracy of the Election Officers and Tellers.


Women married prior to January 1st must re-register under their marriage name to vote in the future. New residents are cordially invited to give notice of the date they acquired residence in Tewksbury by calling at the office of the Town Clerk.

CONSERVATION COMMISSION William F. Wolz

As required by the by-laws of the town, I herewith submit the annual report of the Tewksbury Conservation Commission for the calendar year 1965.


The Conservation Commission is a public body appointed by, and reporting to, the Selectmen of the Town. The duties and powers of the Commission are established by the enabling legislation contained in Chapter 40, section 8c of the General Laws of the Commonwealth of Massachusetts. The Commission was instituted with the appointment of five citizens in April, 1965. The appointees and their terms of service are:

Following the appointments there was a period of internal organization. During this interval the Commissioners became acquainted with the details of State-wide conservation activities by meeting with a representative of the Dpartment of Natural Resources. One of the first orders of business was the establishment of communications with the Massachusetts Association of Conservation Commissions, the Massachusetts Audubon Society, and the State.


The principal activity of the year was the action taken to implement a town park on the Rogers site at Rogers and Marston Streets. This 27 acre parcel of land, to be known as the Melvin G. Rogers Memorial Park, was accepted by the town as a gift in 1961. It is currently anticipated that the Park will be available to the people of the town, for limited recreational activities, during the summer of 1966.


During the calendar year 1965, Commission expenditures of town funds totaled $41.00. Of this total $25.00 was spent for membership in the Massa- chusetts Association of Conservation Commissions, and $16.00 was required for stationery supplies.

Chapter 822 - During 1965 Patten Road was resurfaced with finished hot-top. This work was done with the balance of Chapter 822 money granted to the Town by the State in 1964 for the resurfacing of North, Pleasant, East, and Common Streets with balance of funds to be used for Patten Road. This was put out to bid and George Brox, Inc. was awarded the contract. The money was spent as follows:

General Highway - Catch basins were installed on Patriot Road, Shawsheen Street, Virginia Road and Trull Road at a cost of $2,065.42. The money for materials for these basins was taken from General Highway Funds.


Patching of streets - 246.85 tons of Bituminous Concrete used at a cost of $1,209.56.


Bridges repaired - Mill Street and Bridge Street Bridge - $164.03. At Town Meeting Articles 33 to 40 were adopted. The following drain- age was installed covering these articles:
