Annual Town Meeting, 1890.
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in town affairs, held in the Town House, March 17, 1890, the following business was transacted :
Ist. Albert P. Richardson was appointed Teller by the Town Clerk to assist in checking names and sorting and counting votes during the election of Moderator, and he was duly sworn by said Clerk. Frederic A. Fisher was unanimously elected Moderator.
2d. Voted, to take up Articles 8 and 9 together.
3d. The Moderator appointed George T. Day, Albert P. Richardson, Isaac W. Carkin and William L. Kittredge, tellers to act during the balloting for town officers and also on the license question and they were duly sworn by the Town Clerk. The meeting then proceeded to ballot for town officers and also on the following question : " Shall licenses be granted for the sale of intoxicating liquors in this town," which latter vote was taken with the standard ballot box. Before the commencement of balloting the box was opened and found to be empty, the register standing on zero (o o o). Two votes failed to go in with the turn of the crank. At the close of the polls the register stood on 288. No. of names checked on voting list, 286. Whole number of ballots cast (by count), 286. The said ballots being sorted and counted, the re- sult was declared to be as follows :
Yes-One hundred and thirty-two (132), No-One hundred and fifty-four (154),
and the Moderator declared that the town had voted not to grant licenses.
The ballots for town officers were sorted and counted and the following persons were found to have a plurality of votes, and were declared to be elected :
TOWN CLERK-Gilman J. Wright, who was sworn by the Moderator.
SELECTMEN-William L. Kittredge, Albert P. Richardson, George T. Day ; and they were duly sworn by the Moderator.
ASSESSORS-Asaph B. Cutter, Frank C. Drew, Isaac E. Day. Messrs Day and Drew were sworn by the Moderator.
OVERSEERS OF THE POOR-Edward Prescott, Alec Fisher, Edwin Gould ; and they were sworn by the Moderator.

7th. Voted, to accept the report of the Overseers of the Poor as printed.
8th. Voted to accept the report of the School Committee as printed.
9th. Voted, to accept and adopt the report of the Trustees of the Town Library as printed. The report recommends the appro- priation of one hundred and fifty (150) dollars for the Library.
Ioth. Voted, to accept the verbal report of the Selectmen on Guide Boards.
IIth. Voted, to raise three thousand (3,000) dollars to defray town debts and charges, and that it be paid into the treasury the same as last year.
12th. Voted, to raise forty-eight hundred (4,800) dollars for reading and writing schools.
13th. Proceeded to vote for Collector of Taxes, Isaac E. Day received sixty votes and Alec Fisher sixty votes ; and there was no choice. On the second ballot Alec Fisher was elected, his com- pensation to be nine mills on the dollar ; the bid of his opponent, Isaac E. Day, having been one cent on the dollar.
14th. In regard to Article 13, which was " To see if the town will authorize the Town Treasurer under the written direction of the Selectmen, to borrow money from time to time, to meet the demands on the Treasury, or act in relation to the same," the town voted to give such authority to the Town Treasurer.
15th. Voted to add the name of William M. Vose to the list of jurors as reported by the Selectmen. The list was then ac- cepted as amended, and consists of the following names: Ham-

Special Town Meeting.
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in town affairs, held December 6, 1890, the following business was transacted :
Ist. Voted to choose a Moderator by ballot.
2d. Voted not to use the check list during the election of Moderator.
3d. Chose J. Henry Read Moderator.
4th. Voted, to proceed to vote by ballot on the question of adopting the provisions of Chapter three hundred and eighty-six of the Acts of eighteen hundred and ninety.
5th. Voted, that the check list be used in taking the vote on the above question.
6th. Voted (89 to 10), to accept the provisions of Chapter three hundred and eighty-six of the Acts of eighteen hundred and ninety, entitled, " An Act to authorize the printing and distribut- ing of ballots for town elections at the public expense."
7th. Voted, that three Overseers of the Poor be chosen by ballot for the term of one year.
8th. Voted, to accept the minutes of the meeting.
9th. Voted, to dissolve the meeting.
