The meeting then proceeded to vote for the town officers named in the warrant, and also on the following question : - "Shall licenses be granted for the sale of intoxicating liquors in this Town?" Before the commencement of balloting the ballot box was opened and found to be empty, the register standing on zero. Samuel G. Humiston, George H. Hartford, John K. Felch and John A. Healy were appointed Tellers, and were sworn by the Town Clerk.

20th. In regard to Art. 17, which was "To see if the Town will authorize the Town Treasurer, under the written direction of the Selectmen, to borrow money from time to time to meet the demands on the Treasury, and act in relation to the same," the Town voted to give such authority to the Town Treasurer.


21st. Voted, that the taxes of those who pay only a poll tax be payable at sight, and all other taxes shall be payable on the first day of January next, and if any taxes remain unpaid after that date the Collector shall charge interest on such taxes overdue, at the rate of seven per centum per annum, and collect the same according to law.


There shall be allowed a discount on all taxes assessed of five (5) per cent., if paid on or before Oct. Ist, and three (3) per cent. if paid on or before Dec. 1st next, if the whole tax assessed to them is paid at one time. The Auditor shall audit

the accounts of the Tax Collector within five days after the first days of October and December, and said Collector shall pay to the Town Treasurer all money he may have received within seven days after the said first days of October and December.


And furthermore the Auditor shall audit the accounts of said Collector between the fifteenth and twentieth days of February next, and the Collector shall pay to the Town Treasurer all money he may have received within five days after the said twentieth day of February. And the Assessors are instructed to complete the assessment of taxes on or before July 1st next, and to issue their warrant to the Collector of Taxes with a list of persons assessed, with their place of abode, within five days after said first day of July.


22d. Voted, to lay the 19th article on the table.


23d. Voted, to appropriate fifty dollars ($50) for the com- memoration of Memorial Day.


24th. Voted. to raise and appropriate one hundred and eighty- five dollars ($185) for a new floor in the upper hall of the Town House.


25th. Voted, that the School Committee be authorized to pur- chase a furnace for the school house in the Centre of the Town.


26th. Voted, to raise and appropriate five hundred dollars ($500) to repair and paint school houses and repair school house Fences, and that the same be expended under the supervision of the School Committee.


27th. Voted, to take up the 19th article.


28th. Chose the following persons Field Drivers : A. R. Leighton, John M. Fletcher, Leonard W. Wheeler, Samuel L. Tay- lor.

SPECIAL MEETING.


At a legal meeting of the inhabitants of the Town of Westford qualified by law to vote in town affairs, held at the Town House, Nov. 6, 1894, the following business was transacted :


1st. Voted, to choose a Moderator by nomination from the floor.


2d. Chose Sherman H. Fletcher, Moderator.


3d. Voted, to adopt the provisions of the second article, which is as follows :


" By request of the Trustees of the Public Library, to see if the Town will authorize the Selectmen, under Sect. 41, Chap. 27, Public Statutes, as amended by Chap. 145, Acts of 1894, to select and take as a place for the erection of a Public Library Building for the use of the Town, a certain lot of land situated in said Town, bounded and described as follows: - Beginning at the south-east corner at a stone post near the old store owned by Helen W. Loigh- ton, thence northerly 145₺ feet by the fence by the land of said Leighton to a corner of the fence, thence westerly 1893 feet by the fence and wall by said Leighton's land to a corner of the wall and land of the First Parish Church, thence southerly and south-easterly by the wall and fence by the land of said Parish to the road, thence easterly by the road to the bound first mentioned. Said lot contains about 3 of an acre and is situated on the northerly side of the road leading from Westford Centre to Lowell and is known as the estates of Mary Bancroft and Edward E. Wright, deceased, and to take action thereon."


4th. Voted, to adopt the provisions of the third article, which is as follows .


" On petition of John J. Shaw and others, to see if the Town will grant permission to said John J. Shaw and his successors and assigns to use for the purpose of private burial a certain lot of land, consisting of four acres, more or less, situated on the westerly side of the Boutwell Brook Road, so called, in the westerly part of said Town, and to act in relation thereto."


5th. Voted, to accept the minutes of the meeting.


6th. Voted, to dissolve the meeting, so far as it is organized for Town business.
