It is gratifying to note the increase of interest in the improve- ments thus far made. The movement on the part of the town has received the support and cordial sympathy of all, and has encouraged many to bestow time and labor in beautifying the lots where friends or relatives are buried. Others have voluntarily con-

tributed money to be spent in caring for lots, or for the repair of tombs.


If this co-operation of the town and of individuals continues, our Burial Grounds will soon lose all appearance of neglect and unsight- liness, and become creditable to the good taste and thoughtfulness of our people.


In order to carry on the work as above indicated, we recommend that the sum of three hundred dollars be raised and appropriated for the ensuing year.

GENTLEMEN : - In conformity with the requirements of my duty, I have made a careful and systematic examination of the accounts of Tax Collector, Town Clerk, Selectmen, Overseers of the Poor, Master of the Almshouse, and Town Treasurer, for the financial year ending March 1, 1894, and beg herewith to submit the following report :

The amount of taxes assessed on the polls and on the real and personal estate, within the Town of Westford, for the year 1893, which I found by a thorough inspection of Tax Collector's book, and as submitted to you in my report of July 18, 1893, was as follows, viz :

I would commend the efficiency and accuracy of Walter C. Wright, collector. I made three separate and distinct examinations of his collections, and found them absolutely correct.


On examination of the accounts of the Town Clerk, I find the number of dogs licensed for the year ending Nov. 29, 1893, was 128.

MIDDLESEX SS. To ISAAC E. DAY, one of the Constables of the Town of West- ford in said County, GREETING :


You are hereby required in the name of the Commonwealth aforesaid, to notify and warn all the inhabitants of said town quali- fied to vote in elections and also in town affairs, to meet at the Town House, in said Westford, on Monday, the nineteenth day of March, being the third Monday in said month, at eight o'clock A. M. The polls will be opened at 8.15 o'clock A. M., and closed at one o'clock P. M .; and they are then and there to act upon the following articles to wit:


Ist. To choose a Moderator.


2d. To see if the Town will determine the compensation of the Tax Collector, and act in relation to the same.


3d. To bring in their votes for Town Clerk, for one year; one Sel- ectman, one Overseer of Poor, one Assessor, two School Committee, one Trustee of the Public Library, one Com- missioner of Public Burial Grounds, all for three years; Town Treasurer, Collector of Taxes, two Constables, and one Auditor, all for one year; also to vote on the following question : "Shall licenses be granted for the sale of intoxi- cating liquors in this town," all on one ballot.


4th. To hear the report of the Selectmen, and act in relation to the same.


5th. To hear the report of the Selectmen on Guide Boards, and act in relation to the same.


6th. To hear the report of the Overseers of the Poor, and act in relation to the same.


7th. To hear the report of the School Committee, and act in rela- tion to the same.

12th. To raise and appropriate money to repair Roads and Bridges.


13th. To raise and appropriate money for Town debts and charges.


14th. To raise and appropriate money for Public Schools.


15th. To raise and appropriate money for Support of Poor.


16th. To raise and appropriate money for School Text Books.


17th. To see if the Town will authorize the Town Treasurer, under the written direction of the Selectmen, to borrow money from time to time to meet the demands on the treasury, and act in relation to the same.


18th. To determine the manner of collecting taxes for the ensuing year, also the rate of interest on taxes remaining unpaid at a time to be fixed by vote of the town, and when and how said taxes shall be paid into the treasury, and act in rela- tion to the same.


19th. To choose all other Town Officers necessary to be chosen by hand vote, and act in relation to the same.


20th. By request of the Veteran Association, to see if the Town will appropriate the sum of Fifty Dollars ($50) to coni- memorate Memorial Day, and act in relation to the same.


21st. By request of Julian A. Cameron and others, to see if the Town will raise and appropriate money to lay a new floor in the upper hall in the Town House, and act in relation to the same.


22d. By request of the School Committee, to see if the Town will authorize the School Committee to purchase a furnace for the schoolhouse in the Centre of the town, and act in relation to the same.


23d. By request of the School Committee, to see if the Town will raise and appropriate the sum of Five Hundred Dollars ($500) to repair and paint schoolhouses and repair school- house fences, and direct under whose supervision the amount shall be expended, and act in relation to the same.

LIBRARY REPORT.


The Trustees of Westford Public Library respectfully submit the following report for the year ending Feb. 27, 1894:


There is perhaps nothing of special moment in regard to the Library which the Trustees need to recommend at the present time. During the past year the Library has continued, as always before, its important work in educating, broadening, and entertain- ing our citizens. All know that the demand for accommodations of greater convenience and greater safety increases with each year, and all believe that the time is not far distant when Westford will proudly and gladly take steps to provide a special building for the needs of the Library.


Each year our Library is more and more used by scholars, and the Trustees realizing this fact take pains that it shall not only be richer in the number of books added annually to its shelves, but that a fair proportion of the money spent shall be spent for books of permanent value which shall decidedly increase its intrinsic worth. With this object in mind the Trustees have added quite largely to the reference department. Among these books they would like particularly to call attention to "Poole's Index," a work of special value to be found in all good libraries and of the first importance to students of any subject; also, to a six volume edition of the "Cyclopedia of American Biography"; to an "Index to General Literature" in one volume; and to "Chambers' Book of Days" in two large illustrated volumes.


They would also like to call the attention of readers to one of the most entertaining and instructive departments in the Library, and which is too often overlooked, that of the Miscellaneous de- partment. Many of the books of greatest interest to the general reader it is found difficult to harmonize with any special class and they are consequently placed in a class by themselves, and are often

neglected, or regarded as unimportant, because so generally classified, but many not in the habit of examining this department would be surprised at the interesting books to be found here.


Many valuable and instructive works have also been added, as will be seen by the catalogue, to the Scientific, Historical, and Bio- graphical departments. The Fiction department needs no word from the Trustees, as they feel sure all will examine that for them- selves. The Children's department has received a generous addi- tion of books, many of which are by authors whose names are suffi- cient guaranty of their worth.


The Library is indebted for gifts to the following persons: Mr. Charles L. Hildreth for a volume of biographical sketches of Massa- chusetts men, called "Massachusetts of To-day"; to Mr. Steven Salisbury of Worcester for "Worcester's Columbian Tribute"; to Mrs. J. D. Morse for "Conversations on the Bible"; to Mr. Wilton L. Richardson of New York for "Psychic Phenomena"; to Mr. John M. Fletcher for sixty-nine copies of R. B. Thomas' Almanac, from 1817-1892, lacking only six numbers of being a continuous set; to Gen. J. P. Cilley for a pamphlet; to Gen. Adelbert Ames for a pamphlet; to Mr. George J. Burns for copy of address; to Mr. Foster for school report; to Mr. Warren Hapgood for History of Harvard.

As the Trustees have been seriously incommoded in years past by the lack of funds between the Annual Town Meeting in March and the time in the late summer or early autumn when the regular appropriation may be drawn upon, they have purposely left in the treasury a sum somewhat larger than heretofore to meet demands for books which come out during the spring and summer.


We recommend that the sum of one hundred and fifty dollars be raised and appropriated for the purchase of books during the ensu- ing year.
