It is almost impossible, outside of the steam railroads, to detect those who are instrumental in starting these fires, and the owners of wood land are helpless in preventing them. Irre- sponsible persons either hunting, fishing or strolling through wood lots are generally responsible for them.
These fires not only injure the standing wood but they practically injure the land for years to come, as they leave it so barren that it is nearly worthless. Stern measures should be

taken, if possible, to arrest and punnish those who through their carelessness cause this uncalled for waste of property. Land owners have the right to post notices forbidding trespassing on their property, and the town should offer a reward for the arrest and conviction of parties setting these fires.

ROAD DEPARTMENT.
The past year was an exceptional one for working on the highways, the length of the season giving some two months more than is usually reckoned on in making allowance of the appropriation.
Believing it was good policy to keep the men and teams at work, we have overrun the appropriation a few hundred dollars, a part of the Forge Village Road and the Cold Spring Road, outside of the general repairs, have been practically rebuilt and regraded, and with proper care in the future ought to last for many years.
In accordance with the Revised Laws, Benjamin F. Day was appointed Superintendent of Streets. The bills show what months they were paid, but not in all cases the months the work or expense occurred. Appropriation, $4,000.

LOWELL AND FITCHBURG STREET RAILWAY CO.
The original route and franchise which was approved and granted by the Selectmen not having the approval of the Rail- road Commissioners the railway company petitioned for a new route. A public hearing was held in May, and the Selectmen granted a new franchise over the route as petitioned for, which was approved by the Railroad Commissioners and accepted by the Company. A copy of the franchise will be found under the Town Clerk's report.

The Selectmen, acting as the Board of Health, appointed Wesley O. Hawkes and W. H. H. Burbeck as agents of the board.
During the past year the town has been fortunate in not having any serious contagious diseases, although during the early spring months quite an epidemic of measles prevailed, but in most cases in a mild form. A few cases of typhoid fever were reported. The report on the small pox cases was published in last year's report, and a few bills were paid this year that could not be settled at the time the report was published. The number of cases will be found in the table below, which covers the calendar year and not the financial year. The amount received from the State on account of the small pox cases was $930.
The State Board of Health, during the past year, has taken many samples of well water that is used for domestic purposes, and this report shows but a few that are fit for domestic use. The question of a water supply is a serious one and needs a careful investigation.

Library Report.
The Trustees of the J. V. Fletcher Library respectfully submit the following report:
The gifts to the Library during the past year have been numerous, and many of them are of much interest and value. The books, pamphlets and magazines from individual donors are welcome additions to various classes, some of them being finely bound, others old and long out of print. Especial men- tion should be made of the carved oak library chairs, the elegant Doulten vase, the large marble medallion by Margaret F. Foley, and the long list of rare and antique articles given by Mr. E. M. Raymond; and the large album of photographs of Egyptian scenery and antiquities, and the book describing them, given by Mr. Abiel J. Abbot. In behalf of the town, the Trustees grate- fully thank all the donors for their valuable gifts and their gen- erous interest in the Library.
The iron pipes conducting the water down from the roof on the front of the Library were most unwisely put between the outer and the inner walls. As these pipes were placed nearly horizontal below the eaves, and had several bends and angles farther down, they got clogged up and were burst when the water froze in them. The bricks in the outer wall were then water-soaked in storms, and began to show discoloring and injury from freezing and thawing. We therefore had to stop up the old pipes and take the water down from the eave gutters by conductors on the outside.
Several years ago we began to make shelf room for new books by removing government reports and public documents to the basement and the attic over the stack room, where hard pine shelves have lately been made for them. In later years

state documents and reports which are rarely called for have been placed on the top of the stacks. The shelves are now filled with the books which are used and must be at hand when called for, the tops of stacks are covered with those seldom wanted, and all of the unused volumes are in the attic and the basement. It is now necessary to put in two more steel stacks of the same shape and size as those already in the stack room. The Snead & Co. Iron Works offer to put them in for $396, and we recommend that this sum be raised and appropriated for this purpose.
