Annual Town Meeting, March 16, 1903.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in town affairs, held at the Town House, March 16, 1903, the following business was transacted :


1. John M. Fletcher and T. Arthur E. Wilson, appointed Tellers by the Selectmen, were sworn by the Town Clerk and took charge of the check list and ballot box respectively.


2. Chose Herbert E. Fletcher, Moderator.


The Selectmen appointed William E. Frost and Joseph Wall, Ballot Clerks, who were sworn by the Town Clerk and received from him the official ballots and gave their receipts therefor. The ballot box was opened, and found to be empty the register was placed at zero. The polls were declared open at 8.15 A. M., and the voters then proceeded to bring in their ballots for the officers named in Article 2, and on the following question: "Shall license be granted for the sale of intoxicating liquors in this town?"


Upon the order of the Moderator and Town Clerk the ballots were removed from the ballot box before the close of the polls, and Walter J. Merritt and Peter McGlinchey appointed by the Moderator to assist in canvassing such ballots, they were sworn by the Town Clerk. It was voted to hold the polls open until 1.15 P. M.


At 1.15 p. M. the polls were declared to be closed. The register stood at 305. Number of names checked on ballot clerks' list and ballot box list was: Males, 299; females, 3; total, 302.

3. Voted to accept the report of the Selectmen as printed.


4. Voted to accept the report of the Selectmen on guide boards as printed.


5. Voted to accept the report of the Selectmen on naming Streets and Roads as printed. It was later voted, to rescind

the action taken in this Article and then voted to accept and adopt the report of the Selectmen on naming Streets and Roads as printed.


6. Voted to accept and adopt the report of the Overseers of the Poor as printed, substituting in place of the figures $253 appearing in the Schedule of Personal Property at Alms- house, the figures $553.


7. Voted to accept and adopt the report of the School Committee as printed.


8. Voted to accept and adopt the report of the Trustees of the Public Library as printed. This report recommends "that the sum of $150 be raised and appropriated in addition to the sum received for dog licenses in 1904, for the purchase of books and periodicals during the ensuing year."


9. Voted to accept and adopt the report of the Commis- sioners of Public Burial Grounds. This report recommends "that the town raise and appropriate the sum of $200 for the coming year, the same to be expended for the care and improve- ment of the various cemeteries."


10. Voted to accept the report of the Auditor as printed.


11. Voted to permit David L. Greig to withdraw his name from the list of jurors submitted by the Selectmen.


Voted to add the name of Walter A. Whidden to the jury list in place of David L. Greig.

12. Voted that the compensation of the Tax Collector be one per cent. on the amount collected.


13. Voted that $3,000 be raised and appropriated for repair of roads and bridges.


Voted to appropriate $1,000 additional for the repair of roads and bridges.


14. Voted to raise and appropriate $2,000 for town debts and charges.


15. Voted to raise and appropriate $6,000 for public schools. Voted to appropriate $100 additional to be expended by the School Committee for the teaching of music in the schools.


16. Voted to raise and appropriate $1,500 to pay tuition of high school scholars, residents of the Town, at Westford Academy.


17. Voted to raise and appropriate $2,200 for support of the poor.


18. Voted to appropriate $600 from the funds of the Town to purchase school text books and supplies.


19. Voted to adopt Article 19 as printed. Article 19 .- "To see if the Town will vote to authorize the Town Treasurer, under the written direction of the Selectmen, to borrow such sums of money as may be required for the demands upon him, in anticipation of the taxes for the current year and payable therefrom, and act in relation to the same.


20. Voted that the taxes of those who pay only a poll tax be payable at sight and all other taxes shall be payable on the first day of January next, and if any taxes remain unpaid after that date the Collector shall charge interest on such overdue taxes at the rate of six per cent per annum, and collect the same according to law. There shall be allowed a discount on all taxes assessed, of five per cent. if paid on or before October 1st, and three per cent. if paid on or before December 1st next, if the whole tax assessed to them is paid at one time. The Auditor shall audit the accounts of the Tax Collector within three days after the first days of October and December, and said Collector shall pay to the Town Treasurer all the money he may have received on or before the fifth days

of October and December, and furthermore, the Auditor shall audit the accounts of the Collector between the fifteenth and twentieth days of February next, and the Collector shall pay to the Town Treasurer all money he may have received within five days after the said twentieth day of February, and the Assessors are instructed to complete the assessment of taxes on or before July 1st next, and issue their warrant to the Col- lector of Taxes with a list of persons assessed with their places of abode, within five days after the said first day of July.

22. Voted to appropriate $50 to commemorate Memorial Day.


23. Voted to appropriate $75 to distribute books from the Public Library among the citizens of Graniteville, Forge Village and Brookside.


24. Voted that the Selectmen be authorized to act as the agents of the town for the purpose specified in Article 24. Article 24 .- "To see if the town will authorize the Selectmen to act as its agents in any suit or suits that may arise during the current year; also, in such other matters which may arise requiring, in their judgment, the action of such agent, and act in relation to the same."


25. Voted to adopt Article 25, which read as follows: "To see if the town will vote to instruct the Selectmen to mail a copy of the Annual Town Report to voters and property holders only, and act in relation to the same."


26. Voted to appropriate $50, the same to be expended in the manner defined in Article 26, which read as follows: "To see if the town will vote to appropriate the sum of $50 to be expended in such manner as the Tree Warden and Village

Improvement Society may direct, for the purpose of protecting shade trees or setting out the same in improvement of the road- side, and act in relation to the same."


27. Voted to adopt Article 27 as printed, which read as follows: "By request of the Abbot Worsted Co., H. E. Fletcher & Co., George C. Moore, William C. Edwards, Herbert V. Hil- dreth and C. G. Sargent's Sons, to see if the town will appropriate $200 for the suppression of the liquor traffic in town, and instruct and authorize the Selectmen to employ or appoint Constables or police officers to enforce the law, and act in relation to the same."


28. The votes having been counted, the following named were found, and declared to be, elected to the respective offices :

The ballots, used and unused, were enclosed in separate envelopes, as also the voting lists, and sealed, duly endorsed as required by law, and delivered to the Town Clerk.

30. Voted to dissolve the meeting.


Special Town Meeting, July 29, 1903.


At a legal meeting of the inhabitants of Westford, Mass., qualified by law to vote in town affairs, held at the Town House, July 29, 1903, the following business was transacted :-


1. John M. Fletcher and T. Arthur E. Wilson appointed tellers by the Selectmen, were sworn by the Town Clerk, and took charge of the check list and ballot box respectively.


2. Chose Sherman H. Fletcher moderator.


3. The Selectmen then appointed William E. Frost and William H. H. Burbeck ballot clerks, who were sworn by the Town Clerk, and received from him the official ballots and receipted therefor. The ballot box was opened, and found to be empty the register was placed at zero. The voters then pro- ceeded to bring in their ballots for the officer named in Article 2. At 1 o'clock P. M., the polls were declared to be closed; the regis- ter stood at 20.


The number of names checked on the ballot box and ballot clerks' list was 20. The number of ballots cast was 20.


The ballots were sorted, counted and announced, as the law requires ; the result was as follows :


Selectman-Oscar R. Spalding; 20 votes.


Oscar R. Spalding was declared to be elected.


The ballots, used and unused, were enclosed in separate envelopes, as also the voting lists, sealed and duly endorsed as required by law, and delivered to the Town Clerk.


Voted to dissolve the meeting.


Special Town Meeting, October 9, 1903.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified to vote in town affairs, held at the Town House, Oct. 9, 1903, the following business was transacted:


1. Sherman H. Fletcher chosen moderator.


2. Voted that the Selectmen be authorized and empowered to appoint a person to complete the collection of the unpaid taxes for the years 1899, 1900, 1901 and 1902, and that such person receive a compensation of 4% on the amount collected. That whoever be appointed for the collection of taxes for the years 1899, 1900, 1901 and 1902 be instructed to use the full power granted by law for the collection of taxes and that, at the end of sixty days from the time when the taxes for said years are com- mitted to him for collection, he is hereby directed to sell, according to law, all parcels of real estate on which there may be unpaid taxes of said years; also that he be authorized to mail, at the expense of the town, tax bills to each person whose taxes for said years are unpaid, and that the Town Clerk shall furnish him a sufficient number of copies of the instructions given him by this meeting for mailing with said tax bills.
