Annual Town Meeting, March 21, 1904.
:
At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in town affairs, held at the Town House, March 21, 1904, the following business was transacted :-
1. Herbert E. Fletcher chosen Moderator.
William R. Taylor and Joseph Wall, appointed Ballot Clerks by the Selectmen, were sworn by the Town Clerk and received from him the official ballots and gave their receipts therefor. John M. Fletcher and T. Arthur Wilson, appointed Tellers by the Selectmen, having been sworn took charge of the check list and ballot box respectively. The ballot box was opened and found to be empty, the register was placed at zero. The polls were declared open at 8.15 A. M. and the voters then proceeded to bring in their ballots for the officers named in Article 2, and on the following question: "Shall license be granted for the sale of intoxicating liquors in this town?"
Upon the order of the Moderator and Town Clerk the bal- lots were removed from the ballot box before the close of the polls, and Amos R. Leighton and Walter J. Merritt were appointed by the Moderator to assist in canvassing such bal- lots, they being sworn by the Town Clerk. It was voted to hold the polls open until 1.15 P. M.
At 1.15 P. M. the polls were declared to be closed. The register stood at 353. Number of names checked on the ballot clerks' list and ballot box list was: Males, 352; female, 1; total, 353.
Number of ballots cast: Males, 352; female, 1, total, 353.
2. Voted to take up the remaining articles of the War- rant.
3. Voted to accept the report of the Selectmen as printed.
4. Voted to accept the report of the Selectmen on guide boards as printed.

5. Voted to accept the report of the Overseers of the Poor as printed.
6. Voted to accept and adopt the report of the School Committee as printed.
7. Voted to accept the report of the Trustees of the Pub- lic Library as printed, and that the sum of $150.00 be appropri- ated for the purchase of books and periodicals, and the sum of $396.00 be appropriated for the purchase of book stacks.
8. Voted to accept the report of the Commissioners of Public Burial Grounds, and that the sum of $200.00 be appro- priated for the purposes specified therein.
9. Voted to accept the report of the Auditor as printed.
10. Voted to permit Homer M. Seavey and Amos B. Colley to withdraw their names from the list of jurors submitted by the Selectmen.
Voted to add the name of James Spinner to the list.
Voted to accept the list of jurors as reported by the Se- lectmen, and as amended by the prior vote. The list is as fol- lows :- Augustine W. Carkin, quarryman; Ernest H. Dane, painter; Quincy W. Day, farmer; Asa B. M. Eastman, farmer; Elbert H. Flagg, farmer; John M. Fletcher, merchant; Edwin E. Heywood, farmer; Frank H. Hildreth, farmer; George E. Jenkins, farmer; George A. Kimball, farmer; Joseph E. Knight, wheelwright; Henry J. Murphy, farmer; Elmer E. Nutting, machinist; Charles E. Osgood, carpenter; Judson A. Parsons, farmer; Nathan Prescott, painter; Nelson L. Prescott, farmer; James Spinner, gardener; Charles M. Trull, clerk; Almon S. Vose, farmer; Joseph Wall, painter; Walter A. Whidden, farm- er; John Wilson, farmer; J. 11. Voted that the compensation of the Tax Collector be one per cent. on the amount collected.
12. Voted to raise and apropriate $3,000.00, and to appro- priate $1,000.00 in addition thereto for the repair of roads and bridges.
13. Voted to raise and appropriate $3,000.00 for town debts and charges.
14. Voted to raise and appropriate $6,000.00 for public schools, and to appropriate $100.00 additional for the teaching of music in the schools.

15. Voted to raise and appropriate $1,500.00 to pay tuition of high school scholars, residents of the town, at West- ford Academy.
16. Voted to raise and appropriate $1,000.00 for support of the poor.
17. Voted to appropriate $600.00 for the purchase of school text books and supplies.
18. Voted that the Town Treasurer be and hereby is authorized and empowered, under the written direction of the Selectmen, to borrow such sums of money as may be required for the demands upon him, in anticipation of the taxes for the current year, and payable therefrom.
19. Voted that the taxes of those who pay only a poll tax be payable at sight, and all other taxes shall be payable on the first day of January next, and if any taxes remain unpaid after that date, the Collector shall charge interest on such overdue taxes at the rate of six per cent. per annum, and collect the same according to law. There shall be allowed a discount on all taxes assessed of five per cent. if paid on or before October 1, and three per cent. if paid on or before December 1 next, if the whole tax assessed to them is paid at one time. The Audi- tor shall audit the account of the Tax Collector within three days after the first days of October and December, and said Collector shall pay to the Town Treasurer all the money he may have received on or before the fifth days of October and December, and furthermore, the Auditor shall audit the accounts of the Collector between the fifteenth and twentieth days of February next, and the Collector shall pay to the Town Treasurer all money he may have received within five days after the said twentieth day of February. And the Assessors are instructed to complete the assessment of taxes on or before July 1 next, and issue their warrant to the Collector of Taxes with a list of persons assessed, with their places of abode, within five days after the said first day of July.
20. Chose the following officers by hand vote: Field Drivers, Samuel L. Taylor, John A. Healy, Waldo F. Pres- cott. Fence Viewers, Augustus Bruce, Almon S. Vose, Alvin G. Polley. 21. Voted to appropriate the sum of $50.00 to commemo- rate Memorial Day.
22. Voted that the sum of $25.00 be appropriated for the distribution of books from the Public Library, in Parkerville.
23. Voted that the sum of $75.00 be appropriated for the distribution of books from the Public Library, in the Villages of Graniteville, Forge Village and Brookside.
24. Voted that the Selectmen be and hereby are author- ized to act as the agent of the town in any suit or suits that may arise during the current year.
25. Voted that the sum of $200.00 be appropriated for the purpose of suppressing the liquor traffic in town.
26. Voted that the town discontinue the employment of counsel by the year.
27. Voted that the sum of $100.00 be appropriated and that the Selectmen be authorized to offer that amount as a reward for the arrest and conviction of any person or persons setting forest or other fires in town.
28. Voted that the Selectmen be authorized and instructed to investigate and report at the next annual meeting the advisa- bility of purchasing snow rollers.
29. The votes having been counted, the following named were found, and declared to be elected to the respective offices: Selectman-Alec Fisher.

Tree Warden's Report.
The Tree Warden of Westford submits the following report :
The work of the Tree Warden during the past year has been principally the removal of fallen branches and limbs which were in a dangerous condition and a menace to the safety of people using the highways.
Permission has been granted for the trimming or removal of trees whenever it has seemed advisable to do so.
In January, a meeting of the Selectmen was held for the purpose of deciding upon the best method of exterminating the brown-tail moth. The plan which some other towns have adopted, of paying a bounty for the nests, was not looked upon favorably, and it was agreed upon that the best work could be done with the least expense to the town by paying men by the day to do the work thoroughly.
The work is about half completed and more than ten thousand nests have been collected.
