Annual Town Meeting, March 19, 1906.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in town affairs, held at the Town House, March 19, 1906, the following business was trans- acted :-


1. Sherman H. Fletcher chosen Moderator. T. Arthur E. Wilson and Frank Healy appointed Ballot Clerks by the Selectmen, were sworn by the Town Clerk and received from him the official ballots and gave their receipt therefor. John M. Fletcher and Waldo F. Prescott appointed Tellers by the Select- men, having been sworn, took charge of the check list and ballot box respectively. The ballot box was opened and found to be empty, the register was placed at zero. The polls were declared open at 8 A. M., and the voters then proceeded to bring in their ballots for the officers named in Article 2, and the following question : "Shall license be granted for the sale of intoxicating liquors in this town?" Upon the order of the Moderator and Town Clerk the ballots were removed from the ballot box before the close of the polls and Walter A. Whidden and William H. H. Burbeck were appointed by the Moderator to assist in canvassing said ballots. They were sworn by the Town Clerk. It was voted to hold the polls open until 1.15 P. M.


The polls were declared to be closed at 1.15 P. M. The register stood at 336. Number of names checked in the ballot clerk's list and ballot box list was: males, 333; females, 3; total, 336.

2. Voted to take up the remaining articles of the warrant.


3. Voted to accept and adopt the report of the Selectmen as printed.

10. Voted to excuse Charles M. Trull, Hugh Daly and Asa B. M. Eastman from the list of jurors. Voted to add the names of Albert W. Heywood, Fred A. Smith and Fred A. Sweatt.

11. Voted that the compensation of the Tax Collector be one per cent. on the amount collected.


12. Voted to raise and appropriate $3,000, and to appro- priate $1,000 in addition thereto for repair of roads and bridges.


13. Voted to raise and appropriate $2,000, and to appro- priate $1,000 in addition thereto for town debts and charges.


14. Voted to raise and appropriate $6,500 for support of public schools.


15. Voted to raise and appropriate $1,500, and appropriate $700 in addition thereto for High School purposes.


16. Voted to raise and appropriate $1,000, and to appro- priate $300 in addition thereto for support of the poor.

17. Voted to appropriate $600 for the purchase of school text books and supplies.


18. Voted to raise $1,000, and appropriate $1,500 to carry out the order of the County Commissioners for the relocation and repair of the Carlisle road, from Minots Corner, so called, to the school house in Parker Village, and that the Selectmen contract the work out to the lowest responsible bidder.


19. Voted to appropriate $75 for the building of a movable bandstand, to be used on Memorial Day and other occasions.


20. Voted to accept the report of the Committee chosen to investigate the advisability of putting in a public water supply.


21. Voted to dismiss Article 21 which was as follows: Article 21. "To see if the Town, in compliance with the recom- mendation of this Committee, will appropriate a sum of money to further investigate the cost of installing and maintaining a public water system."


22. Voted that the Board of Selectmen be and hereby are authorized to supervise the destruction of the gypsy and brown tail moths.


23. Voted that the Moderator appoint a Committee of five, one from Forge Village, Graniteville, Westford Centre, Brookside and Parkerville to investigate the cost of lighting the streets in these five villages and report at a future meeting.


The Moderator appointed George T. Day, Charles M. Griffin, Michael L. McGlinchey, Richard D. Prescott and Joseph Wall.


24. Voted that the Moderator appoint a Committee of five, three of whom shall consist of the Board of Selectmen, who shall report at a future Town Meeting the expense of installing a plan for lighting the Town House with gas. The Moderator appointed in addition to the Board of Selectmen, Julian A. Cameron and Alonzo H. Sutherland.


25. Voted that the matter of improving the sanitary condition of the Town Hall be referred to the Selectmen, they to report the probable expense thereof at a future meeting.


26. Voted that the matter of improving the Common be referred to the Selectmen, they to report at a future meeting.

27. Voted that the sum of $150 be appropriated for the purpose of putting a fire escape on the Town Hall under the direction of the Selectmen, with full power to make the building safe.


28. Voted that the Town accept the sum of $250 for the right-of-way taken through the Town Farm by the Lowell & Fitchburg Street Railway Company.


29. Voted that the Town Treasurer be and hereby is authorized and empowered, under the written direction of the Selectmen, to borrow such sums of money as may be required for the demands upon him in anticipation of the taxes for the current year and payable therefrom.


30. Voted that the taxes of those who pay only a poll tax be payable at sight, and all other taxes shall be payable on the first day of January next, and if any taxes remain unpaid after that date, the Collector shall charge interest on such overdue taxes at the rate of six per cent. per annum, and collect the same according to law. There shall be allowed a discount on all taxes assessed of five per cent. if paid on or before October first and three per cent. if paid on or before December first next, if the whole tax assessed to them is paid at one time. The Auditor shall audit the accounts of the Tax Collector within three days after the first days of October and December and said Collector shall pay to the Town Treasurer all the money he may have received on or before the fifth days of October and December, and furthermore the Auditor shall audit the accounts of the Collector between the fifteenth and twentieth days of February next, and the Collector shall pay to the Town Treasurer all money he may have received within five days after the said twentieth day of February. And the Assessors are instructed to complete the assessment of taxes on or before July first next, and issue their warrant to the Collector of Taxes with a list of persons assessed with their places of abode, within five days after the said first day of July.

32. Voted to appropriate the sum of $100 to commemorate Memorial Day.


33. Voted that the sum of $100 be appropriated for the distribution of books from the Public Library in the villages of Graniteville, Forge Village, Brookside and Parkerville.


34. Voted that the Selectmen be authorized to act as the Agents of the Town in any suit or suits that may arise during the current year.


35. Voted that the sum of $200 be appropriated for the purpose of suppressing the liquor traffic in Town, and that the Selectmen be authorized to employ or appoint constables or police officers to enforce the law.


36. Voted that the sum of $100 be appropriated, and that the Selectmen be authorized to offer that amount as a reward for the arrest and conviction of any person or persons setting forest or other fires in this Town.

Special Town Meeting, July 6, 1906.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in town affairs, held at the Town House, Friday, July 6, 1906 the following business was transacted :


1. Sherman H. Fletcher chosen Moderator.


2. Voted that the report of the Selectmen, widening and altering a portion of Main Street in Graniteville, be and hereby is accepted and allowed, substituting in place of the sum of $300 awarded to Timothy Driscoll, the sum of $500, and that the Selectmen be authorized and empowered to contract out the construction thereof.


3. Voted that the sum of $200 be appropriated for the care and improvement of the several cemeteries.


4. Voted to accept the report of the Committee on Street Lighting.


5. Voted to accept the report of the Committee chosen to investigate the lighting of the Town Hall, and that the Select- men be authorized to make a contract with Gilbert and Barker to perform this work at an expense of about $750.


6. Voted that the Selectmen be authorized to investigate and report at a future meeting a system for improving the sanitary condition of the Town Hall, and the probable cost of installing such system.


7. Voted to lay Article 7 on the table. Article 7 was as follows: "To hear the report of the Committee chosen to investigate improving the Common, and act in relation to the same."


8. Voted to accept the minutes of the meeting.


9. Voted that the meeting be dissolved.

Tree Warden's Report.


The Tree Warden of Westford respectfully submits the following report:


During the past year, the Tree Warden's work has consisted of the usual tree pruning, etc., and the destruction of brown- tail moth nests. The work of removing the nests from the shade trees is now completed, and we have found the number greatly increased over that of last year. In many parts of the town the woodland is badly infested, particularly where there are oak trees, the infested district extending into the woods from 50 to 150 feet from the borders. We have found no nests farther in than that, except in the tops of tall oaks which extend above the surrounding trees.


Many property owners have had the work done thoroughly on their land, others have done nothing about it as yet, possibly waiting for more favorable weather.
