Annual Town Meeting, March 20, 1905.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in town affairs, held at the Town House, March 20, 1905, the following business was tran- sacted :


1. Herbert E. Fletcher chosen Moderator. Waldo F. Pres- cott and Joseph Wall appointed Ballot Clerks by the Selectmen, were sworn by the Town Clerk, and received from him the official ballots, and gave their receipt therefor. John M. Fletcher and Hammet D. Wright, appointed Tellers by the Selectmen, having been sworn, took charge of the check list and ballot box respect- ively. The ballot box was opened, and found to be empty; the register was placed at zero. The polls were declared open at 8 A. M., and the voters then proceeded to bring in their ballots for the officers named in Article 2, and on the following question : "Shall license be granted for the sale of intoxicating liquors in this town?"


Upon the order of the Moderator and Town Clerk, the bal- lots were removed from the ballot box before the close of the polls. Amos R. Leighton and Walter A. Whidden were appointed by the Moderator to assist in canvassing said ballots. They were sworn by the Town Clerk. It was voted to hold the polls open until 1.15 P. M.


At 1.15 p. M. the polls were declared to be closed. The reg- ister stood at 339. Number of names checked in the ballot clerk's list and ballot box list was: Males, 337; females, 2; total, 339.

2. Voted to take up the remaining articles of the warrant.


3. Voted to accept the report of the selectmen as printed.


4.


Voted to accept the report of the Selectmen on guide


boards as printed, and that the Selectmen, when new guide board are erected or old ones repainted, add thereto the name of the Road or Street.

5. Voted to accept the report of the Selectmen on snow rollers, with instructions to purchase a snow roller not to exceed ten feet in width.


6. Voted to accept the report of the Overseer of the Poor as printed.

8. Voted to accept the report of the Trustees of the Public Library as printed. Voted that the sum of $200 be appropri- ated for the purchase of books and periodicals and preparing a bulletin as therein requested.


9. Voted to accept the report of the Commissioners of Pub- lic Burial Grounds as printed, and to appropriate the sum of $200 as requested therein.


10. Voted to accept the report of the auditor as printed.


11. Voted to permit Nathan Prescott, Charles D. Colburn, Leonard W. Wheeler, Charles E. Osgood and James Spinner to withdraw their names from the list of jurors. Voted to add the names of J. Willard Fletcher, Jonathan H. Colburn, John P. Wright, Charles A. Blodgett and Edwin H. Gould to the list. Voted to accept the list of jurors as printed and as amended by the previous vote. 13. Voted to raise and appropriate $3,000, and to appro- priate $1,000 in addition thereto for repair of roads and bridges.


14. Voted to raise and appropriate $2,000 for town debts and charges. Voted to appropriate $1,000 in addition thereto.


15. Voted to raise and appropriate $6,500 for support of Public Schools.


16. Voted to raise and appropriate $1,500, and appropriate $600 in addition thereto for High School purposes.


17 Voted to authorize the school committee to enter into an agreement with the Trustees of Westford Academy in regard to maintaining a High School.


18. Voted to raise and appropriate $1,000 for support of the Poor.


19. Voted to appropriate $600 for the purchase of school text books and supplies.


20. Voted to dismiss Article 20.


21. Voted that the matter of purchasing a pair of horses or contracting for teams for the road department be left with the Selectmen, with full power to act.


22. Voted that the sum of $1,000 be appointed for the pur- chase of a hearse, and that the matter be left in the hands of the Selectmen.


23. Voted that the Moderator appoint a Committee of eleven to investigate the advisability of putting in a public water supply. The Moderator appointed the following named persons. Samuel L. Taylor, Oscar R. Spalding, Wesley O. Hawkes, Alec Fisher, Arthur H. Burnham, Hammet D. Wright, Walter J. Sleeper, Julian A. Cameron, John C. Abbott, Richard D. Prescott and Edward Fisher.


24. Voted that the Town Treasurer be and hereby is authorized and empowered, under the written direction of the Selectmen, to borrow such sums of money as may be required for the demands upon him, in anticipation of the taxes for the current year, and payable therefrom.


25. Voted that the taxes of those who pay only a poll tax be payable at sight, and all other taxes shall be payable on the first day of January next, and, if any taxes remain unpaid after

that date, the Collector shall charge interest on such overdue taxes at the rate of six per cent. per annum, and collect the same according to law. There shall be allowed a discount on all taxes assessed, of five per cent. if paid on or before October first, and three per cent. if paid on or before December first next, if the whole tax assessed to them is paid at one time. The Auditor shall audit the accounts of the Tax Collector within three days after the first days of October and December, and said Collector shall pay to the Town Treasurer all the money he may have received on or before the fifth day of October and December, and furthermore, the Auditor shall audit the accounts of the Collector between the fifteenth and twentieth days of February next, and the Collector shall pay to the Town Treasurer all money he may have received within five days after the said twentieth day of February. And the Assessors are instructed to complete the assessment of taxes on or before July first next, and issue their warrant to the Collector of Taxes, with a list of persons assessed with their places of abode, within five days after the said first day of July.


26. Chose the following officers by hand vote: Field Drivers, J. Herbert Fletcher, Waldo F. Prescott and William E. Symmes. Fence Viewers, Joseph E. Knight, Augustur Bunce and Almon S. Vose. Measurers of Wood and Bark and Survey- ors of Lumber, Horace E. Gould, Charles A. Blodgett, David Desmond, Charles E. Osgood, John A. Healy, Waldo F. Prescott, Thomas E. Symmes, Alonzo H. Sutherland, William W. Johnson, Hugh A. Ferguson, Samuel L. Taylor, Willard H. Beebe.


27. Voted to appropriate the sum of $100 to commemorate Memorial Day, with instructions to the Veteran Association to hire a band.


28. Voted to refer Article 28 to the Overseers of the Poor and Board of Selectmen, with full power to act in the matter.


29. Voted that the sum of $100 be appropriated for the distribution of books from the Public Library in the villages of Graniteville, Forge Village, Brookside and Parkerville.

30. Voted that the Selectmen be and hereby are authorized to act as the Agent of the Town in any suit or suits that may arise during the current year. .


31. Voted that the sum of $200 be appropriated for the purpose of suppressing the liquor traffic in town and that the Selectmen be authorized to employ or appoint Constables or Police Officers to enforce the law.


32. Voted that the sum of $100 be appropriated, and that the Selectmen be authorized to offer that amount as a reward for the arrest and conviction of any person or persons setting forest or other fires in Town.
