35. Voted that the Town Treasurer be and hereby is authorized and empowered under the written direction of the Selectmen to borrow such sums of money as may be required for the demands upon him in anticipation of the taxes for the current year and payable therefrom.


36. Voted that the taxes of those who pay only a poll tax be payable at sight and all other taxes shall be payable on the first day of January next, and if any taxes remain unpaid after that date the Collector shall charge interest on such overdue taxes at the rate of six per cent. per annum, and collect the same

according to law. There shall be allowed a discount on all taxes assessed of five per cent. if paid on or before November first next, if the whole tax assessed to them is paid at one time. The Auditor shall audit the accounts of the Tax Collector within three days after the first day of November, and said Collector shall pay to the Town Treasurer all the money he may have received on or before the fifth day of November, and furthermore, the Auditor shall audit the accounts of the Collector between the fifteenth and twentieth days of February next, and the Collector shall pay to the Town Treasurer all money he may have received within five days after the said twentieth day of February. And the Assessors are instructed to complete the assessment of taxes on or before July first next and issue their warrant to the Col- lector of Taxes with a list of persons assessed with their places of abode within five days after the said first day of July.


37. Chose the following officers by hand vote: Field Drivers, Joseph E. Knight, Joseph Wall and Albert A. Hildreth. Fence Viewers, Joseph E. Knight, Almon S. Vose and Clarence R. P. Decatur. Measurers of Wood and Bark and Surveyors of Lumber, Charles A. Blodgett, Horace E. Gould, John A. Healy, William W. Johnson, Michael L. McGlinchey, Charles E. Osgood, Oscar R. Spalding, Alonzo H. Sutherland, Thomas E. Symmes and Samuel L. Taylor.


38. Voted to appropriate the sum of $150 to commemorate Memorial Day.


39. Voted that the sum of $75 be appropriated for the distribution of books from the Public Library in the villages of Graniteville, Forge Village and Parkerville.


40. Voted that the Selectmen be authorized to act as the agents of the town in any suit or suits that may arise during the current year.


41. Voted that the sum of $200 be appropriated for the purpose of suppressing the liquor traffic in town and that the Selectmen be authorized to employ or appoint constables or police officers to enforce the law.


42. Voted that the sum of $100 be appropriated, and that the Selectmen be authorized to offer that amount as a reward

for the arrest and conviction of any person or persons setting forest or other fires in this town.


43. Voted that the question of altering or changing the location of the Nabnassett schoolhouse be referred to the Committee chosen under Article 27, they to report at the next Town Meeting.

Special Town Meeting, May, 27, 1907.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in Town affairs, held at the Town House, Monday, May 27, 1907, the following business was transacted :


1. Herbert E. Fletcher chosen Moderator.


2. Voted to lay Article 2 upon the table.


3. Article 3, which was in regard to building a new school- house failed to pass by reason of the fact that the required two- thirds vote was not obtained.


4. Voted to take Article 2 from the table.


. 5. Voted to accept the report of the Committee.


6. Voted that a Committee of five persons be chosen from the floor, to investigate and report to the Town before August first in regard to the location, construction and probable cost of a new schoolhouse, and that the sum of $300 be appropriated for the use of said Committee.


The following named were chosen: Frank C. Wright, Edward Fisher, Walter J. Sleeper, Herbert V. Hildreth and Samuel L. Taylor.


7. Voted to dismiss Article 4. This Article related to the acquiring a location for the new schoolhouse.


8. Voted to dismiss Article 5. This Article was in regard to borrowing money to pay for the new schoolhouse, etc.


9. Voted to dismiss Article 6. This Article was in regard to hearing the report of the Committee, and appropriating money for repair of schoolhouses.


10. Voted to dismiss Article 7. This Article was in regard to changing the location of the Nabnassett School.


11. Voted to accept and adopt the voting precinct as recommended by the Selectmen.


12. Voted to recind the action taken under Article 19 at the last Annual Town Meeting.

13. Voted to accept and adopt the report of the Selectmen and that the sum of $500 be appropriated to be expended by the Selectmen in remedying the sanitary condition of the Town Hall, the ladies' toilet room to be placed upstairs.


14. Voted to accept the report of the Committee.


Voted that the Selectmen be and hereby are authorized and empowered in the name and behalf of the Town and in consideration of one dollar, to execute, acknowledge and deliver unto the Westford Water Company, a body corporate, a deed conveying to said company the right to erect and maintain a water tower upon, and lay pipes through that portion of the Town Farm as shown upon a plan entitled "Westford Water Company, 1907. Plan of lot for Stand-pipe 100 ft. square and 20 ft. right of way thereto on Town Farm Hill," to which reference is hereby made, together with the right to pass over and across the intervening land to gain access to Union Street, as long as said company shall use and maintain said tower for the purpose of distributing water therefrom.


15. Voted that the Selectmen be and hereby are authorized and empowered in the name and behalf of the Town to enter into a contract with the Westford Water Company, a body corporate, to provide for a term of ten years for protection against fire by installing a system of hydrants in such number not exceeding forty and to be located as and where the Select- men may determine, at a price not to exceed $40 per hydrant per year, the expense thus incurred to be assessed and payable annually as one of the current expenses of the Town.


16. Voted to accept the report of the Committee. Voted to appropriate the sum of $250, and place this sum in the hands of the Selectmen to carry out the recommendations of the Com- mittee. This was in regard to the building and fire apparatus to be placed in the vicinity of Brookside.

Special Town Meeting, July 17, 1907.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in Town affairs, held at the Town House, Wednesday evening, July 17, 1907, the following business was transacted :


1. Herbert E. Fletcher chosen Moderator.


2. Voted to accept the report of the Committee.


3. Voted unanimously that the Town build a new four- room modern schoolhouse at Westford Centre to be located upon the Foss lot, so called, situated northeasterly of the new Academy building, and that the Town borrow the sum of $15,000 to meet the indebtedness to be incurred in the erection of and securing a location for such building. This amount so borrowed to be payable in fifteen consecutive annual payments of $1,000 each, and that a Committee of three persons be chosen to serve as a Building Committee with full power to act in the premises.


Voted that the Building Committee be chosen as follows: The School Committee to choose one from among their own number, the Board of Selectmen to choose one from among their own number and the Committee chosen to investigate and report at this meeting to choose one from among their own number, the three thus chosen to constitute and be the Building Committee. The Committee chosen is as follows: Herbert V. Hildreth, Oscar R. Spalding, Henry B. Read.


4. Voted unanimously that the Town Treasurer be and hereby is authorized, empowered and directed to borrow the sum of $15,000 at a rate of interest not to exceed five per cent. per annum, payable semi-annually and to give therefor fifteen promissory notes of the Town in the principal sum of $1,000 each of which the first shall be payable one year from the date thereof, the second two years therefrom and the third three years therefrom and so on, each note to be countersigned by the Board of Selectmen.

5. Voted to dismiss Article 5. This Article was in regard to leasing land of the B. & M. Railroad to widen the Brookside road.


6. Voted that the Selectmen be and hereby are authorized and empowered in the name and behalf of the Town to enter into an agreement with Austin H. Foss of said Westford, where- by the Foss lot, so called, owned by said Foss and situated northeasterly of the new Academy lot, which has recently been surveyed by Smith & Brooks, shall be purchased by the Town at a price to be determined by three men, one to be chosen by Mr. Foss, one by said Board of Selectmen, and one by the two thus chosen, the decision of a majority of these men to be final and conclusive in all matters, including price.


Mr. Foss chose Frank C. Wright; the Board of Selectmen chose Alec Fisher; and William L. Woods was chosen by these two.


7. A note of thanks was extended to the Committee for their thorough investigation and report made at the meeting.


8. Voted to accept the minutes of the meeting.


9. Voted to dissolve the meeting.

Special Town Meeting, January 18, 1908.


At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in Town affairs, held at the Town House, January 18, 1908, the following business was transacted :


1. Sherman H. Fletcher chosen Moderator.


2. Voted that the Selectmen be and hereby are authorized and empowered to purchase and acquire, at an expense not to exceed $2,200, such length of hose, hose carriages and other apparatus to be used in connection therewith for providing protection against fire as in their judgment may seem reasonable and proper, the apparatus and equipment in each of the three villages of Westford Centre, Graniteville and Forge Village to be the same.


3. Voted unanimously that the Town Treasurer be and hereby is authorized, empowered and directed to borrow the sum of $2,200 at a rate of interest not to exceed five per cent. per annum, and to give therefor four promissory notes of the Town, each in the principal sum of $550 and payable in one, two, three and four years from the date thereof, with interest payable semi-annually, to be countersigned by the Selectmen, and the proceeds to be used in purchasing hose, hose carriages and other apparatus for providing protection against fire.

During the past year my work has consisted of the removal of shade trees which were dying, or wherever it was considered advisable for other reasons, and the trimming of trees in various parts of the town and along the highways where the branches interfered with passing vehicles.
