In 1840, the people evidently became convinced of the desirability of a government of their own. Accordingly, the Plantation of Matinicus, including the islands of Racketash, Wooden Ball and Matinicus Rock, was organized on October 22, 1840, and the following officers were chosen : Freeman Hall, clerk; Freeman Hall, Tolman Young, John Burgess, assessors.


In the very early days, Matinicus, together with the rest of the state, belonged to York County. In 1760, Lincoln County was established, of which Matinicus was a part. Hancock County, embracing Matinicus, was set off from Lincoln June 25, 1789. In compliance with a petition of the inhabitants, Matinicus was set off from Hancock, and annexed to Lincoln, March 24, 1843. Apparently, the sur- rounding islands were not included in this act. Racketash, Wooden Ball, Matinicus Rock, Two Bush, Ten Pound and Noman's Land were set off by special act, nine years later, April 9, 1852.


In 1860, Knox County was established, embracing all the islands. In 1820, Maine was organized as a separate State. Until this time it had been a part of Massachusetts.


The commission appointed for the purpose of dividing the lands and islands belonging to the two states in common, allotted the following islands (among others) to Maine: "Matinicus, containing seven hundred and forty-four acres ; Noman's Land, twenty acres; Ten Pound Island, twenty acres; Wheaton's Island, ten acres; Seal Island, sixty-five

acres." Among those allotted to Massachusetts were: "Wooden Ball Island, one hundred and seventeen acres and three-fourths of an acre; Ragged Arse Island, two hundred and seventeen acres." All the islands along the Maine coast were afterwards transferred to the State of Maine.


Previous to 1825, the inhabitants had no legal title to their lands. In that year, in answer to a petition, the legis- lature of the state passed the following resolve:


"Resolved, That the Land Agent of this State, be, and he hereby is, authorized and directed to release by deed or deeds, to James Hall and others, possessing land on the Island of Matinicus, all the right, title or interest which said State hath in said land, they pay- ing to said agent, a reasonable compensation for all the trouble and expense he shall necessarily incur in so doing: Provided, That such release shall in no wise affect the rights or claims of any persons claiming under any title not derived from the State, or by possession merely, against each other, but all such claimants, may pursue their legal remedy as if no such conveyance had been made."

In compliance with the preceding, the following deed was issued :


"Know all men by these presents, that I James Irish, agent to superintend and manage the sale and settlement of the public lands of the State of Maine, by virtue of the authority in such agent vested by a resolve relating to the Island of Matinicus, passed the 14th February, A.D., 1825, in consideration of Eighteen Dollars paid by James Hall, John Hall, Joseph Condon, Ebenezer Pierce, Benjamin Condon, John Crie, Ebenezer Crie, Joseph Young, Jacob Smith and all other persons owning or possessing land on the said Island of Matinicus-do in behalf of said State, by these presents remise, release, and forever quit claim unto said persons- -all the right, title and interest which the State of Maine hath in or unto the said Island of Matinicus, containing about 700 acres, be the same more or less, etc .- "

In the early days of its existence as a plantation, the voters seem to have been unanimous in their political belief. The following, taken from the old record book, will be of interest :


"At a legal Meeting of the Inhabitants of the Plantation of Matinicus held on the Eleventh day of November, 1844, the qualified electors gave in their votes for Electors of President and Vice- President as follows:

From this time forward, the affiliations of the voters underwent a gradual change, until in November, 1876, there was practically an equal division, one party receiving twenty-six votes, the other twenty-five. At this election there was cast the largest number of ballots ever polled on the island, excepting perhaps, elections in late years, since women were given the right of suffrage.


The change to Republicanism has since continued, until today, the voters of that party are in a great majority. It requires considerable courage for a person to profess the Democratic "religion" at the present time. However, it is doubtful if the table ever becomes entirely turned, so that the voters are unanimously Republican.

TRANSPORTATION AND MAIL SERVICE


For over a hundred years after the settlement of the island,-the year 1852 excepted-there was no systematic, periodic communication with the mainland. Even after the establishment of a post office there was no regular service. The mail was carried to and fro in a hap-hazard fashion, by anybody who happened to be going or coming. At times there would be a delivery every day or two, while at others two or three weeks might elapse between mails. In those days of sailing vessels, dependent upon wind and weather, a trip to Rockland was something of an undertaking, some- times necessitating an absence of several days. At present, thanks to speedy power boats, it is possible to leave, transact one's business, and return the same day, if necessary. Of the very earliest years we have no record, but we may reasonably presume that trips to the mainland were few and far between, and that mere pleasure jaunts were some- thing unheard of.


The first regular service was established in 1852, by Lewis Ames. He carried the mail, passengers, and freight in the schooner "Leader" for about a year, when finding it unprofitable, the service was discontinued. Then for another long stretch of years,-twenty-two, to be exact- transportation continued in its old hap-hazard fashion, until May 1, 1874, Capt. Henry Philbrook began his long career of thirty-four years of service. Until Sept. 30, 1879, "Capt. Henry" sailed the schooner "Everett" between Matinicus and Rockland, making 552 trips in that craft. In October of that year he exchanged to the schooner "Julia Fairbanks." He made 2,850 trips in this craft before July 1, 1908, when she was disposed of. Three thousand four hundred and two times he sailed the Bay on regular business trips. The number of his extra trips "to bring the doctor," etc., have never been recorded. In all his years of faithful service he was accompanied by his brother, Hanson T. Philbrook. The two were inseparable, and a brace of more capable mariners would be difficult to find. Matinicus owes them much.
