WASHINGTON'S PART
in the
WORLD WAR
1
Dedication
PON the summit of a lofty hill commanding a view of Washington, Pennsylvania, are set four dismounted field pieces. These cannon mark the angles of a square from which rises in solemn grandeur a single shaft of sandstone, and hard by is a cemetery where every thirtieth of May soldiers' graves are decorated by relatives and friends of those who fell in the strife for union and for domestic freedom. As the seasons come and go, by sunlight and by moonlight, the shadow of the monument, like Glory, "marks with solemn round
The bivouac of the dead,"
while to us all the monument itself stands as an unwearied sentinel, who, in the name of love and of self- sacrifice, gives an eternal challenge to every monster born of love of self.
In the same spirit, so long as it may survive, this volume is dedicated to all the soldiers of our great Republic, and especially to those heroes of immortal fame, who in the World War gave, or were ready to give, all that anyone can give, that government of the people and for the people and by the people may not perish from the earth.
W. C. MCCLELLAND.

The United States entered the war on April 6, 1917. At the time the United States entered the war, a statistician said :
"There is required of the world every month an amount of money double that expended during the entire Russo-Japanese War, which lasted eighteen months. It means that the Boer War is being concentrated into every eight days of this war. It means that the Franco-Prussian War is being fought over and over again, its entire cost being compressed each time into a space of three weeks. It means that our Civil War-hitherto the greatest conflict in the world history-is being duplicated with such intensity that a counterpart of the four-year struggle between the North and South is repro- duced every fifty days."
The sum of money expended since the middle of 1914 has been more than double the combined money expenditure for all other wars that occurred since the beginning of history. The combined direct cost of the world's six greatest military struggles in the 125 years preceding this war was $21,000,000,000.
One of these raged through a period of twenty-one years. Another lasted four years. The twenty greatest wars in the century and a quarter preceding 1914 cost directly, $25.000,000,000. That sum measures the cost of five months' fighting at the present rate of expenditure. The following table compares the cost of the greater wars :
Napoleonic Wars, 1793-1815 $ 6,250,000,000
