IN THE WORLD WAR
THE DRAFT BOARD'S WORK
P URSUANT to the Selective Service act of May 18. 1917, Sheriff Frank W. Wickerham was appointed chairman of the Washington County draft board, his associates being John C. Watson and Dr. E. M. Hazlett. This board divided the county into five districts, the terri- tory composed of Washington, East Washington, and adja- cent townships being called District No. I. Members of the local board were Sheriff Wickerham, chairman; A. W. Clemens, secretary, and Dr. E. M. Hazlett, medical exami- ner. These men entered upon their duties promptly and remained in service until honorably relieved in May, 1919. They were assisted by a number of clerks including Misses Mary Delaney, Gretta Rhom, and Helen C. McNary, Julius P. Miller, Charles B. Bigger, and John L. Grimes, the last two being soldiers.
An advisory board was appointed to assist in the medical examinations and at first consisted of Dr. A. E. Thompson, Dr. L. D. Sergeant, and Dr. David Beveridge. In June. 1918, all three members of the advisory board entered ser- vice and their places were taken by Dr. W. J. Burns, Dr. W. S. Grimm, Dr. J. A. Patterson, Dr. J. A. Maxwell, and
Dr. L. C. Honesty. Many other Washington physicians served as needed. The local board also called for volun- teers to help in the clerical work and response was immedi- ate from teachers in the public schools, court house clerks, stenographers and clerks from professional and business offices and factories. Their assistance was very valuable. Among the attorneys who helped with questionnaires from the first were A. M. Linn, James P. Braden, and James M. McBurney. Later all members of the Washington Bar helped in this important work. County Solicitor James P. Eagleson was appointed Appeal Agent for the board.
Registration on June 5. 1917, was 2,802; June -, 1918, 262; August 24, 1918, 41 ; and September 12, 1918, 4,170, a total of 7,275. The first three registrations were of men between the ages of 21 and 31 inclusive ; the last was of men between the ages of 18 and 45 inclusive. The first draft con- tingent left Washington on September 5, 1917, and the last one left September 18, 1918. In all a total of 1,052 men . were sent to the colors by the board, of whom 971 were accepted for service and 61 rejected for physical reasons. All of them did their bit in the winning of the war.
