Under the present laws, every district having 12 schol- ars, or over, is entitled to at least $35. By this regulation, 362 districts drew more than their pro rata dividend, an average excess of 45 cents per child. It were better to pass a law to discourage small districts, to which local in- fluences are constantly tending. No school can well be sus- tained in a district of 12 or 15 scholars; and such ought to

be united to larger ones. In fact, if the districts of the State were diminished one-half, and graded schools estab- lished in every considerable village, the fund would do more good.
