Proceedings of the Annual Town Meeting Held March 4, 1935
WARRANT
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, ss.
To either of the Constables of the Town of Lincoln in said County: GREETING:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in the Town Meeting for the trans- action of Town affairs, to meet in the Town Hall in said Lincoln, on Monday, the fourth day of March, next at 7.30 o'clock P.M., then and there to act on all the following Articles, except Article 2, and also to meet in said Town Hall on Saturday, the ninth day of March next, at twelve o'clock noon, then and there to act on the following Article 2, by posting a copy of this Warrant, by you attested, in each of the Post Offices, and some other public place in said Town, seven days at least before the fourth day of March next; The Polls for voting the Australian ballot on Saturday, March 9th, will be open at 12 o'clock noon, and may be closed at 7 o'clock P.M.
Article 1. To choose a Moderator.
Article 2. To bring in their votes for the following Town officers, and any other officers required by law, to be elected by Australian ballot, viz:
One Moderator for one year.
One Town Clerk for one year.
One member of the Board of Selectmen for three years.
One member of the Board of Assessors for three years.
One Member of the Board of Health for three years.
One Treasurer for one year.

One member of the Board of Cemetery Commissioners for three years, also to vote Yes or No on the following question : Shall the operation of Section 105B of Chapter 131 of the General Laws, requiring for the taking of fur bearing animals the use of traps that kill at once, or take such animals alive unharmed, be suspended within this Town?
Article 3. To bring in their votes for any Committees, Commissioners, Trustees and other officers, required by law to be elected by ballot or otherwise.
Article 4. To hear and act upon the reports of Town officers, Committees, Commissioners, and Trustees.
Article 5. To appropriate money for the necessary and expedient purposes of the Town, and enact anything in rela- tion to the same.
Article 6. To determine the manner of collecting taxes for the ensuing year.
Article 7. To determine the compensation of the Collec- tor of Taxes for the ensuing year.
Article 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1935, and to issue a note or notes therefor, payable within one year, and to renew any note or notes, as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 9. To see if the Town will vote to appropriate a sum sufficient to pay the County of Middlesex as required

by law, the Town's share of the net cost of the care, mainte- nance, and repairs of the Middlesex County Tuberculosis Hospital, as assessed in accordance with the provisions of Chapter 3, of the General Laws, and Acts in amendment thereof, and in addition thereto, or take any action in relation thereto.
Article 10. To determine the wishes and attitude of the town of Lincoln with respect to certain Tax adjustments and abatements demanded of the Town by Julian DeCordova, Esq., in connection with the Trust Agreement created by said DeCordova, on November 29th, 1930, for the benefit of said Town, and to pass any vote or votes necessary and proper in the premises.
Article 11. To see if the Town will appropriate the sum of $175.00 to extend the street lights on Tower Road from the South Great Road to the Weston line.
Article 12. To see if the Town will extend the street lights along the Old County Road, so-called, from the junction of that road with Winter Street to a point where it intercepts Trapelo Road, a distance of approximately three-fourths of a mile, and appropriate money for the same.

And make due return of this Warrant with your doings thereon to the Town Clerk at or before the time for the meet- ing aforesaid.

ANNUAL TOWN ELECTION March 9, 1935
Under the provision of Article 2 of the Warrant, the Election of Town Officers was held in the Town Hall on the above date. The following were appointed Ballot Clerks and duly sworn: Raymond E. Hagerty, James V. Lennon, Duncan G. Chap- man, Jr., Joseph Frazier, Allen R. Dougherty, D. Everett Sherman, Jr., Alfred C. Coughlan and Lorrin W. Ferdinand. The meeting was called to order by the Moderator, Robert D. Donaldson, Jr., Raymond E. Hagerty was then appointed Moderator and by him the polls were declared open. At 7 o'clock P.M., it was Voted: That the Polls be kept open until 7.30 P.M., at which time they were declared closed. Total number of votes cast 595. SPECIAL TOWN MEETING October 5, 1935
WARRANT
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, ss.
To either of the Constables of the Town of Lincoln, in said County: GREETING:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the trans- action of Town affairs, to meet in the Town Hall in said Lincoln on Saturday the fifth day of October next, at eight o'clock, P.M., then and there to act on all the following Articles, by posting a copy of this Warrant by you attested, in each of the Post Offices and in some other place in said Town, seven days at least before the fifth day of October next :
Article 1. To elect a Committee to draw up a set of building laws, and report at the next Annual Town Meeting, and appropriate money for its use; or take any action thereon.
Article 2. To elect a committee to revise and make additions to the Zoning By-Laws, and appropriate money for its use; or take any other action thereon.
Article 3. To see if the Town will vote to authorize the Selectmen to accept for and in behalf of the Town a conveyance of the life interest of Julian DeCordova in the real estate known as the DeCordova estate on Sandy Pond Road, and personal property described in a certain deed given by the said DeCor- dova to the Town of Lincoln dated November 29th, 1930, and duly recorded with Middlesex South District Deeds, and to execute for and in behalf of the Town a lease of said property to said DeCordova during his life on such conditions,

and at such rent as shall seem proper and just to the Select- men, or take any other action relating thereto as the Town shall see fit.
Article 4. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of constructing an addition to a grade school, including a combination assembly hall and gymnasium, and quarters for the school physician, dentist, and nurse, and authorize, and direct the Selectmen to accept on behalf of the Town for use in carrying out such project, the offer of the United States of America to aid in financing the construction of said project, by making a grant of money to the Town in the amount of 45% of the cost of said project, not exceeding $11,250.00, and authorize the School Committee to construct said project and contract with respect thereto; and authorize the Treasurer, with the approval of the Selectmen, to borrow such sums as may be necessary to meet any appropriation made; or take any action relative thereto.
Hereof fail not, and make due return of this Warrant with your doings thereon to the Town Clerk, at or before the time for the meeting aforesaid. Given under our hands this 27th day of September in the year of our Lord one thousand nine hundred and thirty-five.

Pursuant to the above Warrant, the meeting was called to order by the Moderator, John Todd, at 8 o'clock, P.M. The Warrant was read by the Town Clerk.
Article 1. Voted: That the Moderator appoint, within fourteen days after the adjournment of this meeting, a Com- mittee of five, one of the number to be an Attorney, another to represent the building trades, and another to be a Fire Engineer, and that this Committee investigate the necessity of laws relating to building, plumbing, and electric . wiring for the Town, and draw up, and present a proposed set of laws at the next Annual Town Meeting.
The Committee appointed by the Moderator, under Article 1, follows :
Mr. John Rogers (Chairman), Mr. Robert D. Donaldson, Sr., Mr. Andrew J. Dougherty, Jr., Mr. John Smith, and Mr. Hayward Pierce.
Article 2. A motion to postpone indefinitely, was lost. YES 99.

It was then Voted: That the Moderator appoint a Commit- tee of three within fourteen days after the adjournment of this meeting, one of whom shall be an owner of an active road-side stand, to suggest amendments and revisions to the present Zoning By-Laws of the Town, and to report at the next Annual Town Meeting.
The Committee appointed by the Moderator under Article 2, follows:
Mr. George G. Tarbell (Chairman), Mr. Harland B. New- ton, and Mr. Fritz Cunnert.
Article 3. Voted: That the Selectmen be authorized to pay the Box rent, and the Trustees fees, in the amount of $100.00 yearly.
