REPORT OF THE BOARD OF SELECTMEN
The Board was organized with Sumner Smith, Chairman, and Robert D. Donaldson, Jr., Secretary.
The appointments made by the Selectmen are printed with the list of Town officers.
Highway Equipment
The Selectmen have thought for several years that trucks would be more efficient for road work than horses. There- fore, at an advertised auction, the horses and horse-drawn equipment, except the best cart, sled, and set of double har- nesses were sold, and the money turned over to the Treasurer.
The ten-year-old White was costing too much for repairs, so it was traded in toward a Chevrolet light truck for $150.00, and subsequently repurchased for $100.00 .. The department now has a two-year-old White, the new light Chevrolet and the old White for patching and emergencies.
Board of Appeals - Zoning Law
In accordance with the requirements of the General Laws a Board of Appeals was appointed by the Selectmen. Several applications for variations under the Zoning Laws were denied by the Selectmen and the applicants appealed to the Board of Appeals. The report of the Board of Appeals fol- lows.

During the year the Board has acted on six petitions for variances in the application of the Zoning By-Laws or special permits. One petition for a slight modification in setback was allowed. Two permits were granted for the removal of loam on certain conditions believed by the Board to protect the value of surrounding properties and to improve certain existing conditions. One temporary permit expiring De- cember 31, 1936, was granted for a non-conforming use. Two petitions for a variance of the setback and area requirements were given "leave to withdraw."
There seems to be some misunderstanding as to the method of procedure under the Zoning By-Laws and the powers of the Board of Appeals, and for the information of the inhabi- tants of Lincoln we would like to state that application for the erection of any building or structure should first be made to the Board of Selectmen accompanied if possible by a sketch showing the location of the proposed building or structure in relation to lot lines, whether or not the owner believes the building or structure to comply with the Zoning By-Laws. The Board of Selectmen will then issue permits for such applications as comply with the Zoning By-Laws. In the event that the proposed building or structure does not comply with the Zoning By-Laws, the owner may upon refusal of his application by the Board of Selectmen petition the Board of Appeals for a variance in the application of the By-Laws which can be granted by the Board of Appeals if, in their unanimous opinion, a strict compliance would involve un- necessary hardship to the owner. Petitions for a use of prop- erty not conforming to that laid down by the Zoning By- Laws can be made direct to the Board of Appeals without first applying to the Board of Selectmen. Petitions for permits for the removal of loam et cetera should also be made direct to the Board of Appeals without first applying to the Board of Selectmen.
The Board of Appeals has nothing to do with the enforce- ment of the Zoning By-Laws but only with appeals from the refusal of the Board of Selectmen to grant a permit con- sidered by them to be contrary to the By-Laws or for a vari- ance in them on the ground of unnecessary handship or for certain permits such as that of removal of loam, et cetera.
The Board has fixed the fourth Monday of each month for

hearings on any pending petitions, and hearings must be advertised in a paper with local circulation prior to the hear- ing. Any appeals or applications for permits or non-con- forming uses should be addressed to Anthony J. Doherty, Clerk, South Lincoln, Massachusetts.
The decisions of the Board must be unanimous in order to grant a variance and are filed with the Town Clerk as a matter of public records for the information of any persons interested.
Licenses and Permits
The Selectmen, as the licensing authority of the Town, granted the following permits and licenses :
1 Auctioneer's License.
6 Permits to carry pistols.
4 Victualler's Licenses.
1 Innholders' License.
1 Pool Room License (temporary).
1 Class II Motor Vehicle Agent's License.
A request to allow dancing in a roadside stand was refused, after a hearing.
Boundary Lines
The boundary line between Wayland and Lincoln was perambulated as required by law and the bounds found to be in good condition.

Report of State Auditors
Mr. Theodore N. Waddell, Director of Accounts,
Department of Corporations and Taxation, State House, Boston.
Sir: - In accordance with your instructions, I have made an audit of the books and accounts of the Tax Collector of the Town of Lincoln for the period from May 12, 1935, the date of the previous audit, to March 14, 1936, preparatory to a recommitment of taxes and water accounts to a new col- lector, and report thereon as follows :
The books and accounts of the Tax Collector were examined and checked. The accounts outstanding at the time of the previous examination were audited, and all subsequent com- mitments of taxes and water accounts were proved. The payments to the Treasurer were compared with the Treas- urer's cash book, the recorded abatements were checked to the records of the departments authorized to grant abate- ments, and the outstanding accounts were listed and proved.
The outstanding accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the Town, the replies received thereto indicating that the accounts, as listed, are correct.
The total amounts outstanding on each of the several levies of taxes and water charges were given to the Board of Asses- sors and Water Commissioners for their use in preparing the recommitment warrants, and a detailed list of the tax and water accounts was obtained by the new Collector.
Interest on deferred payments of taxes has not been en- forced in accordance with the provisions of Section 57, Chap- ter 59, General Laws, as amended, and of Section 2, Chapter 60 A, General Laws.
It was noted that collections on account of taxes and in- terest have not been paid over to the Town Treasurer at least once a week, as required by Section 2, Chapter 60, General Laws.
The surety bond of the new collector was examined and found to be in proper form.

Works Progress Administration
The WPA program instituted in November, 1935, con- tinued to operate during the year 1936. Projects worked in- cluded painting and repair of the Town Hall, painting of Library, tree trimming and cleaning up roadside brush, widening and graveling Hunt Road, laying water pipe on Winter Street, and starting in the middle of December, a gypsy moth control project. On all these projects with the exception of Hunt Road, the WPA furnished the funds for labor and the Town supplied the tools, materials and equip- ment. On Hunt Road, drain pipe and 1}-ton trucks were furnished by the WPA, although while graveling the road, considerable work was done by the two 3-ton Town trucks.
The number of men employed by the Works Program varied from 26 at the start of the year to 12 during the sum- mer months. Government regulations are still in force and as numerous as ever with the greatest difficulty experienced in getting needy men reassigned to work projects. Most of the WPA officials have co-operated with local officials in operating the program to the best interests of all concerned.
Old Age Assistance
In accordance with the provisions of the General Laws a Board of Old Age Assistance was appointed. The report of this Board follows:
In accordance with the provisions of Chapter 436, Acts and Resolves passed by the General Court of Massachusetts during the 1936 session, an Old Age Assistance Bureau was organized for the Town of Lincoln. The Board of Selectmen appointed John J. Kelliher and Otto Hagmann as members of the Bureau. They in turn appointed Anthony Doherty as the third member. The Bureau is organized with Anthony Doherty as chairman and Otto Hagmann as clerk.

Up to January 1, 1937, twenty applications for assistance had been received. Of these, fifteen were granted, four denied and one pending. Of the fifteen granted, thirteen had Lincoln settlements. Under the present regulations, the Federal Government reimburses the Town one-half of cash aid up to $30.00 a month. The State reimburses the Town for two-thirds of the remainder. Accordingly, if a grant of $30.00 monthly aid is made to a case with Lincoln settlement, the final net cost of aid to Lincoln is $5.00, $15.00 being con- tributed by the Federal Government and $10.00 by the State. Cases having other than Lincoln settlement are no expense to the Town.
At the time the bureau took over the task of administering Old Age. Assistance, there were three cases that had been receiving assistance previously, bringing the sum total of cases to eighteen. Three cases have been closed because of death making the number of cases active on December 31, 1936, fifteen. Twelve of these cases have Lincoln settlements.
Fire Truck
In accordance with the vote under Article 9, of the Warrant for the Town Meeting held March 2, 1936, the Selectmen met with the Board of Fire Engineers to arrange to purchase a new truck for the Fire Department. A committee consisting of Chief Matthew H. Doherty, Sidney MacRae, and Robert D. Donaldson, Jr., was appointed to prepare specifications for obtaining bids. Specifications were submitted for six con- cerns and sealed bids obtained and opened on May 8th in the presence of the Selectmen and Board of Fire Engineers. After careful consideration of all bids the contract was awarded to the American La France and Foamite Company. The truck has since been delivered and accepted.
Town Hall
The steam boiler which supplied heat to the offices, kitchen, and toilets of the lower Town Hall is completely worn out and this heating system has been out of use this winter. The Selectmen requested quotations for modifying the present heating system and have given the job to a local contractor. Modifications will include the installation of a new steam oil-

fired boiler with controls, the repiping of existing radiators, and the installation of additional radiation in the lower hall and lobby. This work is to be completed by early February.
Last year the two large furnaces which heat the upper Assembly Hall and dressing rooms were reset but, at the time, they were found to be in rather poor condition. It is likely that either one or both will have to be replaced within the next few years.
The Town Hall roof is again in need of repair. In view of the roof trouble which has developed over the last several years with resulting damage to the interior of the building it would seem advisable to spend sufficient money on the roof in the very near future to insure its remaining tight. A tentative quotation of $600.00 has been received for the job. It is likely that something will have to be spent this year to offset further deterioration but the Selectmen will undoubt- edly recommend the expenditure of a substantial amount to make this roof tight at the next annual meeting.

`The request for Public Welfare is increased $4,000.00, due to the increase in the number of applicants which must be paid according to law. It is expected that a large portion of this expenditure will be repaid to the Town by the State and Federal Governments.
An increase of $2,900.00 is requested by the Highway De- partment for much needed work on the roads. The Finance Committee approves the appropriation of $1,200.00 in addi-

tion, in order to establish a Road Machinery Fund, as re- quested in an article in the Town Warrant.
The increase in Officers' Salaries is caused for the most part by the transfer of the salary of a clerk at the Town office from the Miscellaneous account to the Town Officers' Salaries account. The Miscellaneous account is correspondingly decreased.
