REPORT OF BOARD OF SELECTMEN
The Board organized with Sumner Smith, Chairman and John Todd, Secretary. Appointments made by the Selectmen are printed with the list of Town Officers.
Julian DeCordova, Esq., Again a Benefactor
The general public has depended for a long time on the generosity of public-spirited citizens for gifts and bequests for extraordinary uses. Otherwise, tax rates would have in- creased or the public would have foregone the luxuries alto- gether.
One such example in Lincoln was recorded in 1930 by Mr. DeCordova's gift of his home, museum, art gallery, grounds and maintenance endowment. Last year he showed his con- tinued regard for the Town by forwarding his check for $12,000 to the general treasury.
This unconditional gift was accepted at a Special Town Meeting, held December 23, 1940, and for which the Select- men and inhabitants feel a deep sense of gratitude toward Mr. DeCordova.
Legal Proceedings
During the year 1940, the Town as holder of a Tax Title foreclosed the right of redemption in Land Court, and the Town thus became the absolute owner of the property, part of which was later sold at public auction, resulting in a profit to the Town. Proceedings have begun to foreclose the right of redemption of several other tax sales.
One action of Tort and two actions of Contract against the Town are now pending in Superior Court. It is expected that these cases will either be tried or settled during the year 1941.
Selectmen's Clerk
Since the Board of Selectmen is also the Board of Public Welfare, the Clerk of the Board of Selectmen acts as Welfare Agent of the Town in all relief matters. As such, he admin-

isters Old Age Assistance and Aid to Dependent Children. On April 15, 1940, a set of rules was established by the Com- missioner of Public Welfare, governing the employees of the cities and towns who were working in these two categories of relief. These rules are known as the Merit System and were promulgated after conferences between the State Welfare Commissioner and Federal Relief Officials. It was necessary that the State adopt the Merit System to insure the con- tinuance of Federal aid. On September 21, 1940, examinations were conducted by the State Division of Civil Service and the Selectmen's Clerk took the combined examination for Visitor and Agent III. " The results of the examination have not been received. It is likely that in 1941 legislation will be enacted by the State, placing welfare workers under Civil Service.
Aid to Dependent Children
On January 1, 1940, five cases with a total of thirteen chil- dren were receiving aid under provisions of Chapter 118, Gen- eral Laws, as amended. During the year one case with five children was added and one case with four children was closed. One child attending school became eighteen years of age and was dropped from the case, although the family con- tinued to receive aid. At the close of the year, five cases totaling thirteen dependent children, were being aided.
Welfare
During 1940, eleven resident cases consisting of thirty-nine persons were aided under provisions of Chapter 117, General Laws, as amended. Three cases receive aid regularly and are classified as unemployables. The Board has adopted the policy of granting cash relief rather than grocery orders, etc. except in those cases where the money would be spent im- properly. It has worked very well and has the advantage of allowing the recipients to exercise and develop their ability to manage their own affairs and does not advertise the fact that they receive assistance, as grocery orders are likely to do.
During the year $707.25 was paid to other Cities and Towns where Lincoln settled cases were aided, $261.42 to the State for one case in a State Institution, $56.66 for the distribution

of surplus commodities, $28.75 for various administrative expenses, and $1,657.38 for aid to resident cases.

Many Town departments request larger appropriations for the year 1941. Explanation of the more important in- creases is as follows:
Schools - an increase of approximately $4,000.
A new heating plant is required for the South School $2,625.
There is an increase in the tuition charges of approximately $3,400 from Concord, due to a change in billing dates which favored the fiscal year 1940 at the expense of 1941.
There was a saving in the repair appropriation of $1,900.
Vocational Training - reduced $500, based on actual esti- mate of pupils taking the course.
Highway Machinery - it is felt that the purchase of a new truck may be necessary sometime during the year at a cost of approximately $2,500. In order to accomplish this, should it become necessary, the Finance Committee recommends that $1,700 be appropriated for the Machinery Fund. This sum, added to approximately $800 now in the Fund, will pay for the truck if needed.
Highways Chapter 90 - there is an increase of $1,500. It is considered good business to increase this appropriation be- cause state appropriations allow the Town to do a large quantity of road construction and maintenance for a relatively small town expenditure.
Board of Health - increased $412 because of the necessity of replacing the automobile for the Visiting Nurse.
Tree and Moth Work - increased $500 due to the necessity to fight the large increase in the Gypsy moth.
Police Department - increased $330 due to the installation of a two-way radio in the Police car, which the Committee feels is warranted.
Town Hall - an increase of $1,420 as a new heating plant is required for the Town Hall.
Veterans' Aid, Public Welfare, Old Age Assistance, Aid to Dependent Children - when taken in total, are approximately equal to last year's appropriations and are again based on existing cases.

REPORT OF BUREAU OF OLD AGE ASSISTANCE
It is recommended that $10,000 be taken from the Town's free cash. There should be a reduction of the tax rate for the Town provided the recommended amount of free cash is used for this year's expenses and that the Town approve the recommendations of the Finance Committee and that the Legislature place no unforeseen charges upon the Town.
The co-operation and aid of all departments of the Town to the Finance Committee in their consideration of these matters is highly appreciated.

On January 1, 1940, twenty-two cases were being aided under Chapter 118A, General Laws, as amended. These cases were settled as follows: Lincoln 17, other Cities and Towns 2, no Settlements 3. During the year four new cases were added and three were closed. Two applications for assistance were denied. One case was appealed to the State Appeal Board and the decision of the local Board was sustained.
On December 31, 1940, twenty-three cases were being aided, settled as follows: Lincoln 16, Other Cities and Towns 3, no Settlement 4.
