Article 18. To see if the Town will amend Art. 7 of the By-laws by adding thereto the following: Section 8 - No water pipes shall be laid at the public expense nor any con- nections made with any water pipes laid in any street, way or property abutting on any street or way which is subject to the provisions of Sec. 73 to 81 J inclusive of Chap. 41 of the General Laws of Massachusetts or any amendments or additions thereto, unless said street or way shall first have been approved by the Board having jurisdiction thereof.


Article 19. To see if the Town will vote to celebrate the Fourth of July next, appoint a committee, appropriate money therefor, or take any action relative thereto.

ANNUAL TOWN MEETING Monday, March 1st, 1937


Pursuant to the above Warrant, the meeting was called to order by the Moderator, at 7.30 o'clock P.M. The Warrant was read by the Clerk. Mr. F. Winchester Denio asked, and received permission to read the following announcement:


"Conrad P. Hatheway, until the present, and for many years one of our elected town officers, died of pneumonia at the Phillips House, Boston, on Saturday February 27th, 1937. In view of the convening of this meeting at this time while the suddenness of our loss is especially in our hearts, I beg the indulgence of the meeting in order to present the follow- ing resolutions, which I hope the Town will see fit to adopt."


Resolved: "That the Town of Lincoln in meeting assembled direct the Clerk to record the death after a brief illness, of Conrad P. Hatheway, who for nineteen years has served the Town continuously in one or more elective offices. The Town has lost a faithful and efficient public officer, a public-spirited citizen, and a generous and understanding friend.


Further Resolved: "That the Town extend its sympathy to his family in this our common loss, by sending to them, at the hands of the Clerk, a copy of these resolutions."


The above resolutions were unanimously adopted, and, as directed, a copy was mailed to the family on March 2nd, 1937.

Article 5. Voted: That the manner of collecting taxes, be the same as last year.


Article 6. Voted: That the compensation of the Collec- tor of Taxes be $1,000.00 a year.


Article 7. Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chap. 44, General Laws.


Article 8. Voted: That the sum of $555.35 be appro- priated for the Town's share of the net cost of the care, maintenance and repair of the Middlesex Tuberculosis Hospital.


Article 9. Voted: That the Selectmen be, and they hereby are authorized and directed to take such action as may be necessary to have the Bemis Fund for Free Public Lectures placed in the control and management of the Com- missioners of Trust Funds, the income to be expended only

Article 10. Voted: That the Town establish a Road Machinery account for the use or rental of road machinery.

To either of the Constables of the Town of Lincoln in said County: GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting, for the transac- tion of Town affairs, to meet in the Town Hall, in said Lin- coln, on Saturday the sixteenth day of October, next, at 8 o'clock P.M., then and there to act on the following Article, by posting a copy of this Warrant by you attested in each of the Post Offices, and in some other place in said Town, seven days at least before the sixteenth day of October next:


Article 1. To see if the Town will vote to amend the vote passed under Art. 13 of the Warrant of the Annual Town Meeting of 1937 by increasing the amount to be appro- priated from $17,000.00 to $30,850.00 and to authorize the Selectmen to accept a grant of the Federal Government, and the Water Commissioners to relay the mains as set forth in the Federal project, or take any action relative thereto.

That for the purpose of renewing the water pipe from Wheeler's Corner on the Bedford Road to the North Great Road, and to enable the Town to secure the benefits of the Public Works Administration Act of 1937, there be appro- priated the sum of $30,850.00 and to meet the appropriation there be transferred from available water funds, the sum of $17,000.00 to which shall be added all money received by way of grant from the Federal Government on account of this project, which shall be applied to the construction thereof.


The Selectmen are hereby authorized and directed to accept on behalf of the Town for use in carrying on said project, the Federal Grant of money pursuant to the Public Works Ex- tension Act, of 1937, and the Water Commissioners are authorized to proceed with the construction of said project and to enter into all necessary and proper contracts, and agreements in respect thereto and subject to applicable Fed- eral regulations, and the Selectmen and Water Commissioners are authorized to do all things necessary and proper for ob- taining such grant, and for the construction of said project.

REPORT OF THE BOARD OF SELECTMEN


The Board was organized with Sumner Smith, Chairman, and Robert D. Donaldson, Jr., Secretary.


The appointments made by the Selectmen are printed with the list of Town Officers.


Traffic Light at Intersection of Bedford Road and Concord Turnpike


The hazardous traffic conditions at the intersection of Bed- ford Road and the Concord Turnpike still remain. At a hear- ing on November 4, 1935, before two members of the State Highway Commission it was agreed that the intersection was dangerous enough to warrant a stop light. This decision was subsequently changed.


The Board of Selectmen have since communicated with the State Engineers in an effort to have adequate traffic control installed but have been advised that there are other places in the Commonwealth in greater need of lights than this inter- section and the Engineers do not feel justified in spending money in Lincoln when their surveys indicate that other com- munities need it more. However, if Lincoln is willing to con- tribute approximately one-half of the cost, the State Engineers feel that they can justify appropriating the balance. Lincoln's share would be somewhere between $900.00 and $1,000.00. If the Town wishes to take action on the matter it can do so under Article No. 19 in the Town Warrant.


Baker Bridge


The traffic conditions at Baker Bridge together with the general conditions of the bridge have caused the Board of Selectmen some concern. The matter has been taken up with the Boston and Maine Railroad, the Middlesex County Commissioners, and the Massachusetts Department of Public Works. The Department of Public Works has advised the Selectmen that certain Federal funds have been allotted to Massachusetts for use on railroad grade crossings and bridges and it is quite possible that some of these funds may be

available for completely rebuilding Baker Bridge. We shall know definitely within two months whether any of this money will be available this year.


Condition of Town Hall


Bids were received from two roofers to recement part of the brick walls which had been water damaged, and patch the roof. The work was let to the firm which had done work for the Town before, with not altogether satisfactory results be- cause the roof still leaks at times. In the past twenty years a few thousand dollars has been spent on the roof without making it tight, and the opinion has been given that the slate shingles should be removed and reset, or else reshingle with regular fire resisting shingles. The Selectmen hesitate to recommend such an expenditure, but it may have to be done before leaks are all stopped.


The two hot-air furnaces which heat the upper hall are not used as much as they used to be, but are at about the end of their service.


Works Progress Administration


The work done under this program for the year 1937 con- sisted of two projects (1) Widening and draining Page Road and (2) Gypsy Moth Control. The moth work was done during the winter being discontinued in the spring when the egg nests began to hatch. The road work was continued until July when WPA aid was withdrawn from the Town because of the improvement in employment conditions. Thirteen men were employed at the start of the year. This number was gradually reduced to nine when WPA work ceased.


In December, with an increased welfare burden, a request was made to the State WPA director for resumption of WPA work. A quota of five was promised but because of WPA red tape these men have not yet been assigned to work.


Under the WPA program the Federal Government pays the wages of the men employed and the Town furnishes ma- terials, equipment and supervision. A moth control project is expected to be started in January.

Aid to Dependent Children


Under the provisions of the General Laws, Tercentenary Edition, Chapter 118 as amended by Chapter 413 of the Acts of 1936, three cases were aided during the year. One case consisted of three children and the other two of one child each. The Commonwealth of Massachusetts reimburses the Town for one third of the amount expended and the Federal Government makes grants to the State which are ap- portioned to the various cities and towns. These grants have amounted to $5.20 per month per child. One case of one child was closed in December, making a total of two cases and four children being aided December 31, 1937.


Welfare


During 1937 ten resident cases consisting of a total of forty- one persons were given assistance under the provisions of the General Laws, Tercentenary Edition, Chapter 118. Pay- ments were also made to the State, cities and towns where Lincoln settled cases had been aided. In cases where prac- ticable, the recipients of assistance were given work in amount equal to their welfare orders. Food, fuel and provisions were given in preference to cash, since when cash is given it is often used for purposes other than those intended.


With the business recession the welfare problem has become more serious but is expected to be relieved by the WPA program.
