REPORT OF THE TRUSTEES OF THE LINCOLN LIBRARY


The Trustees submit herewith the reports of the Treas- urer and the Librarian for the year ending December 31, 1938.


In compliance with the terms of the deed of gift of the library, the Trustees have elected as life member Dr. Roland C. Mackenzie to succeed Mr. John F. Farrar, deceased.


We wish to call attention to a large increase in the circulation for the past year. In 1937 there were 9,776 volumes issued, and in 1938 there were 12,085, an in- crease of 231/2%.


During the past year the exterior of the library was painted up, this being the only major repair undertaken. The librarian's room is in very bad condition, the plaster on one wall being so badly crumbled that it must be re- moved, the wall furred, lathed, and replastered. We have included this item in the budget request for 1939.


In common with other property the library suffered from the hurricane, several shingles being ripped off and three of the large trees being ruined. We plan to plant new trees to fill in the vacancies.


The Trustees believe that, with the increased demand for books, we should make an increase in the number of volumes purchased and recommend that one hundred dol- lars be added to the usual appropriation for this item. To care for the needs of the library for the year ensuing, including the repair of the librarian's room and addi- tional books, we ask for an appropriation of $1200 plus the dog tax.


To the following who have donated books, periodicals, or other gifts to the library during 1938 we extend our grateful appreciation.

Mrs. Ober has received $167.50 for her visits, which amount has been turned over to the Town Treasurer.


The above table does not include Mrs. Ober's school work. She visits both schools daily. The details of that work appear in her report as School Nurse. There are other activities of our Com- munity Nurse which do not appear in either of these reports. She assists Dr. Davies at the Well- Child Clinic each month, and makes many visits of investigation for different departments of the town.


During the month of August a substitute nurse, Miss Dorothy Bates, was engaged while Mrs. Ober was on her vacation.

REPORT OF THE SCHOOL COMMITTEE


School costs for 1938 were in close agreement with recent years, except for some expansion in the mainte- nance program, as well as the normal salary increases among the teachers. The largest maintenance items were the reshingling of the South School and extensive repairs to the cornice and gutters at the Center School. A three- year maintenance schedule has been drawn up for the purpose of smoothing out the yearly cost of non-recur- ring items. Salary increases of $100 yearly were granted to five teachers who had not yet reached our established maximum of $1,600 for grade school teachers through the sixth grade, and $1,700 for Junior High School teach- ers. The salary of the Superintendent is $3,500 annually.


The 1939 budget amounts to $40,850 in contrast with $39,700 for the previous year. The increase is accounted for by the larger high school enrollment and tuition costs, increased transportation expenses due to the replace- ment of one of the 1931 buses, together with the normal salary increases on four teachers.


The School Committee has given serious thought to the matter of undertaking some forward step toward further improving our schools. Among these considera- tions are (1) the employment of a Special Teacher who would function as a Remedial teacher through various grades, (2) the establishment of a Public School Kinder- garten, and (3) the modernizing of our school play- ground facilities. While we consider that each of these projects has great merit, it has been our decision that their postponement is judicious in view of the abnormally high State Tax which will be assessed against our Town this year, and also because of the large expenditure re- quired for building fire escapes on the Center School.

REPORT OF SCHOOL COMMITTEE


We have been notified by State authorities that it will be necessary to provide additional fire escape facili- ties at the Center School. The present means of egress, which passed unchallenged when the school was built and only partially occupied some thirty years ago, does not now comply with State regulation. Therefore, we have included as a special item and apart from our regular budget, the sum of $3,000.00 which is near the minimum that can be expended and still comply with standards of safety in this crowded building.


Recreational facilities for the children of the town are in definite need of development. The broadening of sen- timent along these lines has been shown by various groups. The local chapter of the Red Cross has, during recent years, sponsored a very successful course of swim- ming instruction. The Parent-Teachers' Association in- stituted a Summer Playground program during the past July, which held daily sessions at the Center School play- grounds and reached some forty or fifty children. This past fall, the school administration conducted regular after-school recreational periods, which were entirely voluntary on the part of the teachers who supervised, and the children who participated. The attendance was gratifyingly large and enthusiastic. The extension of outdoor facilities and the creation of indoor space, which is now entirely lacking, are vital needs for the continua- tion and expansion of recreational programs, which will contribute much to the physical development and to the cooperative and community spirit of our children.


An examination of the educational records of our teach- ing staff shows that, without exception, they have con- tinued their academic training since graduation from College or University, even though Massachusetts Law does not contain any such requirement. Certain of our

teachers have almost uninterruptedly attended Summer Schools in order that they may continue to improve their qualifications and remain abreast of the high educational standards being set in Massachusetts. The School Com- mittee is particularly appreciative of these efforts.


The School Committee is grateful for having received very conscientious cooperation from the Superintendent and the staff of teachers, as well as splendid support from parents and other townspeople.
