3. This application shall bear the signature of the pupil and the signature of his parent or guardian.


4. Each application will be considered by the School Com- mittee at the next regular meeting following its receipt.


5. A pupil to whom permission is granted to take post- graduate work must accept the following conditions :


(a) He must maintain a scholastic rating of passing or better in each subject he elects and a rating of "B" in one-half of these subjects.


(b) He must take a full year's work.


(c) He must attend school regularly.


(d) He must obey all school regulations.


SECTION IV School Janitors


1. School janitors shall keep their respective buildings clean, warm, and safely locked at night. They shall keep the grounds surrounding the buildings neat in appearance.


2. They shall conform to all reasonable regulations set forth for them by the Superintendent.


SECTION V Transportation of Pupils


1. Children may be transported to school when, in the opinion of the School Committee, the physical condition of the child, the distance from home to the school, and the con- ditions of the roads make such transportation necessary or advisable.


2. The Superintendent of Schools shall investigate all cases of children requiring transportation to school and report his findings and recommendations to the School Committee.


3. Children shall meet the school bus at designated stations.

4. Drivers of school busses shall be responsible to the Superintendent of Schools for the conduct of the children while under their care.


5. Cases of misconduct on a bus shall be reported by the driver to the Superintendent.


6. Drivers of school busses shall conform to the laws of the Commonwealth, and the regulations of the Registrar of Motor Vehicles, affecting such busses.


7. The School Committee shall establish routes to be fol- lowed by school busses and designate stations at which children are to meet the busses.

SUPERINTENDENT'S REPORT


To the Lincoln School Committee:


Respectfully submitted herewith is my eighth annual re- port as Superintendent of Schools.


Changes in Personnel


September, 1936, was marked by the largest number of changes in teaching personnel during my tenure. The fol- lowing teachers were elected to fill vacancies created by resignations :


Grade two, Miss Villette Powers Grade three, Miss Elizabeth S. E. Cox


Grade five, Miss May V. Neilson Junior High, Mr. Frederick E. Shipp


Transportation


Four busses now transport 195 pupils or 85% of the total enrollment. Three of these busses make two trips each morning and afternoon. The total mileage covered daily is 96.3.


Report Cards


We used this fall a new type report card in grades five and six. This card contains the mark given in subject matter and the comments of the teacher on the work habits, attitude, and deficiencies of the pupil. In grade four no marks are given but comments are made by the teachers who have the pupil in his various subjects. It is our aim to make these comments as specific and helpful as possible both to the pupil and the parents.


These new report cards have been received favorably by the pupils and parents.

REPORT OF THE SCHOOL COMMITTEE


Open House


On November 13, we held our second annual Open House to which we invited all the people of the Town. Over three hundred people accepted our invitation to meet the teachers and view the work which was displayed. This show of interest must help the pupil by bringing about a better understanding between home and school.


I am grateful to your Committee for the favorable action taken on many of my recommendations during the past year.

REPORT OF SCHOOL NURSE


To the School Committee of Lincoln :


A report of school nursing for the year ending December 31, 1936, is hereby submitted.


Schools have been visited daily.


There have been 304 office calls for treatment or advice; 111 pupils have been taken home from school; 113 home visits have been made to check on absent pupils; and 24 visits with pupils were made to the doctor's office or hospital clinics.


I assisted Doctor Wood with the yearly physical examina- tion of each pupil, and weighed and measured each pupil . four times during the year. Scalps were examined frequently.


In May the annual Summer-Round-Up was held. At that time 22 pre-school children were weighed and measured, and given a physical examination by Doctor Wood.


The Diphtheria toxin-antitoxin was given by Doctor Wood to 19 pre-school children and the Schick Test to 15 pre-school children.


The Von Pirquet Test was given by Doctor Martin, from the Middlesex Sanitorium, to the 39 pupils of the 7th and 8th grades.


The Lincoln Dental Committee, Mrs. Robert Loring, Chairman, conducted a Dental Clinic two mornings each week with Dr. William Cosgrove of Lexington as dentist. Eighty-nine per cent received dental certificates either from the clinic or their family dentist. The Lincoln Red Cross was most generous in providing for dental work on many children.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town affairs, to meet in the Town Hall in said Lincoln, on Monday, the first day of March next at 7.30 o'clock P.M., then and there to act on the following Articles, except Article 1, and also to meet in said Town Hall on Saturday, the sixth day of March next, at 12 o'clock Noon, then and there to act on the following Article 1, by posting a copy of this War- rant, by you attested, in each of the Post Offices, and in some other public place in said Town seven days at least before the first day of March next:


The polls for voting the Australian ballot on Saturday, March 6th, will be open at 12 o'clock Noon, and may be closed at 7 o'clock P.M.

Article 10. To see if the Town will vote to establish a Road Machinery account, to which shall be credited all receipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the Town for road machinery purposes, or take any action in relation thereto.

Article 4. To appropriate money for the necessary and expedient purposes of the Town, and enact anything in rela- tion to the same.


Article 5. To determine the manner of collecting taxes for the ensuing year.


Article 6. To determine the compensation of the Collector of Taxes for the ensuing year.


Article 7. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chap. 44, General Laws.


Article 8. To see if the Town will vote to appropriate a sum sufficient to pay the County of Middlesex, as required by law, the Town's share of the net cost of the care, main- tenance, and repair of the Middlesex County Tuberculosis Hospital, as assessed in accordance with the provisions of Chap. 3 of the General Laws and Acts in amendment thereof, and in addition thereto or take any action in relation thereto.

Article 9. To see if the Town will direct the Selectmen to take such action as may be necessary to place the Bemis Fund for Free Public Lectures, like other Trust funds of the Town, in the control and management of the Commissioners of Trust Funds, the income to be expended only as directed by the Trustees of the Bemis Fund for Free Public Lectures.


Article 10. To see if the Town will vote to establish a Road Machinery account, to which shall be credited all re- ceipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the Town for road machinery purposes, or take any action in relation thereto.


Article 11. To see if the Town will vote to appropriate $1,200.00 to establish a Road Machinery Fund for the pur- pose of purchasing, repairing and operating road machinery.


Article 12. To see if the Town will lay a larger water pipe on Lexington Road, from Old Lexington Road to the Farring- ton Memorial service, appropriate money for the same, or take any action in relation to the question.
