Annual Town Meeting
WARRANT
MIDDLESEX, ss. COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of Lincoln, in said County :
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meetings for the transaction of Town affairs, to meet in the Town Hall in said Lincoln, on Monday, the seventh day of March next at 7.30 o'clock p. m .; then and there to act on the following Articles, except Article 1, and also to meet in said Town Hall on Saturday, the twelfth day of March next, at 12 o'clock Noon, then and there to act on the following Article one, by posting a copy of this War- rant, by you attested, in each of the Post Offices, and in some other public place in said Town, seven days at least before the seventh day of March next;
The polls for voting the Australian ballot on Satur- day, March 12th, will be open at 12 o'clock Noon, and may be closed at 7 o'clock p.m.
ARTICLE 1. To bring in their votes for the following Town officers, and any other officers required by law, to be elected by Australian ballot, viz.,

ARTICLE 2. To bring in their votes for any Commit- tees, Commissioners, Trustees and other officers, required by law to be elected by ballot or otherwise.
ARTICLE 3. To hear and act upon the reports of Town officers, Committees, Commissioners and Trustees.
ARTICLE 4. To appropriate money for the necessary and expedient purposes of the Town, and enact anything in relation to the same.
ARTICLE 5. To determine the manner of collecting taxes for the ensuing year.
ARTICLE 6. To determine the compensation of the Col- lector of Taxes for the ensuing year.
ARTICLE 7. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.

ARTICLE 8. To see if the Town will appropriate the sum of $809.24 to pay the County of Middlesex as re- quired by law, the Town's share, of the net cost of the care, maintenance and repair of the Middlesex County Tuberculosis Hospital, as assessed in accordance with the provisions of Chapter 3, of the General Laws and acts in amendment thereof, and in addition thereto, and includ- ing Chapter 400, Section 25G, (6) (a) of the Acts of 1936, or take any action in relation thereto.
ARTICLE 9. To see if the Town will appropriate the sum of $1,234.64 to pay the County of Middlesex, as re- quired by law the Town's share of the net cost of making alterations and constructing additions in and to the Mid- dlesex County Tuberculosis Hospital in Waltham and Lex- ington.
ARTICLE 10. To see if the Town will amend Article 1, Section 2 of the By-laws of the Town by substituting a comma for the period at the end thereof, and adding, "and by sending notice of such meeting to each registered voter, at least seven days before the time appointed for such meeting."
ARTICLE 11. To see if the Town will authorize the Water Commissioners to replace the 4 inch pipe on Vir- ginia Road with an eight inch main, starting at the North Great Road and continuing approximately 2750 feet along said road, using balance from PWA Water Project on Bedford Road to pay for it.
ARTICLE 12. To see if the Town will vote to replace the 4 inch water main on Lexington Road with an 8 inch pipe, starting at Trapelo Road and continuing along for a distance of approximately 5000 feet, and appropriate money for the same.
ARTICLE 13. To see if the Town will vote to amend Article 7 of the Town By-laws making the water year coincide with the fiscal year, or take any action relative thereto.

ARTICLE 14. To see if the Town will vote to amend Chapter 2, Section 12, Article A, and Chapter 4, Section 17, of the Town Building Code, or take any action relative thereto.
ARTICLE 15. To see if the Town will vote to extend street lighting on North Great Road from the Lexington to the Concord Town line, and on Virginia Road from North Great Road to the Concord line, appropriate money for the same, or take any action relative thereto.
ARTICLE 16. To see if the Town will authorize the Moderator to appoint a committee of five to study the advisability of providing a recreational house, with rec- ommendations for its location, size, cost, and report at a future Town Meeting.
ARTICLE 17. To see if the Town will vote to accept Beaver Pond Road, and that section of Upland Fields Road, extending from Beaver Pond Road, to Station Road, as shown on map, dated November, 1935, Plan of Lots, belonging to Mary Wilson and estate of Emmaline A. Wil- son, on file with the Selectmen.
ARTICLE 18. To see if the Town will vote to celebrate the Fourth of July next, appropriate the sum of $225.00 therefor, appoint a committee, or take any action relative thereto.
ARTICLE 19. To see if the Town will authorize the Se- lectmen to appoint a Police Officer for Traffic duty at the intersection of Bedford Road and Concord Turnpike, appropriate money for the same, or take any action rela- tive thereto.
ARTICLE 20. To see if the Town will vote to increase the membership of the School Committee from three to five members, or some larger number, or take any action relative thereto.

ANNUAL TOWN MEETING Monday, March 7th, 1938
Pursuant to the above Warrant, the meeting was called to order by the Moderator at 7.35 o'clock p.m. Return of the Warrant was read by the Town Clerk. Attention was called to Article 1 by the Moderator.
ARTICLE 2. Voted: That Charles E. Woodhull and Hermon T. Wheeler be elected Measurers of Wood and Bark for the year ensuing.
ARTICLE 3. Voted: To accept all of the reports of Town officers, Committees, Commissioners and Trustees, as printed in the Town report, with the exception of the School Committee's report. Mr. George G. Tarbell in moving the acceptance of the Report of the School Com- mittee, explained the reason for the exception : Dr. Roland C. Mackenzie is this year retiring from that Committee, and he could not let the opportunity pass without calling the attention of the meeting to Dr. Mackenzie's faithfui and efficient service as Chairman of the Committee. (Ap- plause.) Voted: That the report of the School Commit- tee be accepted.

ARTICLE 10. Voted (unanimously) : That Article 1, Section 2 of the By-laws of the Town be amended by sub- stituting a comma for the period at the end thereof and adding "and by sending notice of such meeting to each registered voter, at least seven days before the time ap- pointed for such meeting". (The above amendment was approved by the Attorney General, March 11th, 1938.)
ARTICLE 11. Voted (unanimously) : That for the pur- pose of renewing approximately two thousand seven hun- dred and fifty (2750) feet of water pipe on Virginia Road starting at the North Great Road, the Water Commis- sioners are authorized to proceed with said construction and to enter into all necessary and proper contracts and agreements in respect thereto, and subject to applicable Federal regulations, and the Selectmen and Water Com- missioners are authorized to do all things necessary and proper for the construction of said project, and that the Water Commissioners are authorized to use the balance of the appropriation of $30,850.00 made under Article 1, of the Special Town Meeting of October 16th, 1937, and applied to PWA project, No. Mass. 1411-D.S.
ARTICLE 12. Voted: To replace the 4 inch water main on Lexington Road, with an 8 inch pipe, appropriate the sum of $10,000.00 and, starting at Trapelo Road, to con- tinue as far as said sum will permit. Work to be done under the direction of the Water Commissioners. An amendment to the above "That the Water Department hire as many Lincoln men as want the job," was lost.
ARTICLE 13. Voted: To refer the matter to the Board of Water Commissioners, and report at a future town meeting.
ARTICLE 14. Voted: That the Moderator appoint a committee of five to consider changes relating to Chapter 2, Section 12, Article a, and Chapter 4, Section 17, of the Building Code, and to make recommendations at the next Town Meeting. (The Moderator appointed the fol- lowing : Robert D. Donaldson, John E. Smith, Andrew J. Dougherty, Jr., John H. Rogers, and Hayward Peirce.)

ARTICLE 15. Voted: To install as many street lights as the Selectmen consider necessary to extend street light- ing on North Great Road, from the Lexington to the Con- cord Town line, and on Virginia Road from North Great Road, to the Concord line, and to appropriate the sum of $600.00 for the operation of the same.
ARTICLE 16. Voted: That the Moderator appoint a committee of five, to study the advisability of providing a recreational house, with recommendations for its loca- tion, size, cost, and report at a future Town Meeting. (Committee : Cyrus W. Murphy, Charles V. Briggs, Ray- mond E. Hagerty, Mrs. William M. Rand, and Thomas J. Rouner.)
ARTICLE 17. A motion to refer the Article to the Planning Board was lost. Voted: That the Town accept Beaver Pond Road, and that section of Upland Fields Road extending from Beaver Pond Road to Station Road, as shown on map dated November 1935, Plan of Lots be- longing to Mary Wilson, and estate of Emmaline A. Wil- son, on file with the Selectmen, with the condition that not more than ten feet may be cut off the South East cor- ner of Lot 7 on the Westerly edge of the road, in order to allow for a better extension of the road in the future, and with the provision that the owner shall guarantee the Town such drainage privileges as the Road Superinten- dent may deem necessary to take care of drainage water. A motion, "That Upland Fields Road from the junction of Beaver Pond Road in a South Easterly direction to its end, be accepted," was ruled out of order. A motion to reconsider was carried by a vote of YES 97, NO 96.
The original motion was then put and carried unani- mously.
A motion "to name that part of Upland Fields Road, from Beaver Pond Road, to Lincoln Road, Beaver Pond Road," was ruled out of order.

ANNUAL TOWN ELECTION Saturday, March 12th, 1938
In accordance with Article 1 of the Warrant, the meet- ing was called to order by the Moderator, the Warrant was read, the Ballot box inspected, the following Ballot clerks were duly sworn, Ruth H. Rice, Helena A. Dee, D. Everett Sherman, Jr., Raymond E. Hagerty, Lorrin W. Ferdinand, Manley B. Boyce, James V. Lennon, and Allan R. Dougherty. The Polls were declared open at 12 o'clock Noon. At 1.15 p.m., the Moderator and Town Clerk ordered the counting of Ballots cast. At 6.55 p.m., it was voted to extend the time for closing the Polls to 7.30 p.m., at which time they were declared closed. Total number of Ballots cast 693. The result of the election was announced as follows :

State Primary
In accordance with the above Warrant, the State Pri- mary was held in the Town Hall, Lincoln, on Tuesday, September 20th, 1938. The ballot box was inspected and the following ballot clerks were duly sworn, Ruth H. Rice, D. Everett Sherman, Jr., Lorrin W. Ferdinand, He- lena A. Dee, Raymond E. Hagerty, Thomas F. Norton, the polls were declared open at 12 o'clock Noon, by Mr. Sumner Smith, presiding officer. At 1:30 P. M., it was ordered by the Presiding Officer and Town Clerk to start the counting of ballots. At 3:45 P. M., Mr. Robert D.

TOWN CLERK'S REPORT
Donaldson, Jr. took over the duties of presiding officer, and by him the polls were declared closed at 7 o'clock P. M. The result, as announced by the Town Clerk, was as follows: Total number of ballots cast-435, Republi- can-393, Democratic-42, Union Party-0.
