MIDDLESEX, ss.
To either of the Constables of the Town of Lincoln :
GREETING:
In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Town who are qualified to vote in State Election to meet in the Town Hall, Tuesday, the third day of November, 1936, at 7 o'clock A.M., for the following purposes: To bring in their votes for the election of the following officers and questions: Presidential Electors, Governor, Lieutenant-Governor, Treasurer, Secre- tary, Auditor, Attorney-General, Senator in Congress, Repre- sentative in Congress, Councillor, Senator, Representative in General Court, Register of Probate and Insolvency, County Commissioners (2), County Treasurer, Clerk of Courts (va- ancy) ; Questions : To obtain a full expression of opinion, voters should vote on all three of the following questions (a) If a voter desires to permit the sale in this Town of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "yes" on all three questions. (b) If a voter desires to permit the sale herein of wines and malt beverages only to be drunk on and off the premises where sold, he will vote "no" on question one, "yes" on question two, and "no" on question three. (c) If he desires to permit the sale herein of all alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "no" on questions one and two, and "yes" on question three. (d) If he desires to permit the sale herein of wines and malt beverages to be drunk on and off the premises where sold, and in addition other alcoholic beverages but only in packages,

PROCEEDINGS AT SPECIAL TOWN MEETING November 14, 1936
WARRANT
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, ss.
To either of the Constables of the Town of Lincoln in said County: GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transac- tion of Town affairs, to meet in the Town Hall in said Lincoln on Saturday, the fourteenth day of November next, at 8 o'clock P.M., then and there to act on all the following Articles, by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said Town seven days at least before the fourteenth day of No- vember next :
Article 1. To determine the wishes and attitude of the Town of Lincoln, with respect to certain tax adjustments and abatements requested of the Town by Julian De Cordova, Esq., in connection with the Trust agreement created by said De Cordova on November 29th, 1930, for the benefit of said Town, and to pass any vote or votes necessary and proper in the premises.
Article 2. To determine whether the Town will adopt as a By-Law, the Building Code as recommended by the Com- mittee on Building Laws as printed in the 1935 Town Re- port, pages 85 to 101 inclusive, or take any action relative thereto.
Hereof fail not, and make due return of this Warrant with your doings thereon to the Town Clerk at or before the time for the meeting aforesaid. Given under our hands this 4th day of November, in the year of our Lord, one thousand nine hundred and thirty-six.

On the reverse of the Warrant is the following :
Lincoln, November 7, 1936.
I have served this Warrant by posting an attested copy in each of the Post Offices, and one at the Railroad Station, seven days before date of said meeting.
JOHN J. KELLIHER, Constable.
In accordance with the above Warrant the meeting was called to order at 8.10 P.M., by the Town Clerk, who read the Warrant, and announced that, owing to the illness of Mr. John Todd, it was necessary to elect a temporary Mod- erator, Mr. Sumner Smith was elected Moderator and duly sworn.
Article 1. Mr. Robert D. Donaldson, Jr., spoke in ex- planation of Article 1. Mr. F. Winchester Denio spoke with respect to the request, and its advantages to the Town, and offered the following motion, which was carried.
Voted: That it is the sense of this meeting, that it is to the advantage of the Town to take full advantage of the offer of Julian De Cordova evidenced by a contract between him and Merchants National Bank of Boston dated April 27th, 1936, discussed at this meeting.
Article 2. A motion - "That the report of the commit- tee on Building Laws be laid on the table until the next Annual Town Meeting" was lost. Voted: That the building code as submitted by the committee be taken up section by section; that amendments relating to each section be con- sidered at the time that section is debated; and that the final vote on adoption of the By-Law be taken after the last section has been discussed.
An amendment to delete the words "less than ten feet square" from Chapter 1, Section 3 was withdrawn.
Voted : To substitute the word "may" for "shall" in Section 5 of Chapter 1.
A motion. That Inspectors be elected at the Annual Town Meeting, instead of being appointed by the Selectmen as provided for in Chapter 1 Section 6 (a) was lost.

Voted: Under Chapter 1 Section 6 to insert new section "H" as follows: "Each inspector shall when called upon to make any inspection required by law make such inspection within 48 hours, Sundays and holidays excepted.
Voted: Under Chapter 1 Section 9 to insert after the word "until" in the 8th line the words "after it has been approved by the Board of Selectmen."
Voted: Under Chapter 1 Section 9 to insert after the word "Lincoln" in the 9th line the words, "that new rules be printed and sent to every householder."
Voted : Under Chapter 1 Section 9 to change the word "or" in the 9th line for "and."
Voted: Under Chapter 2 Section 1 to add after the word "permit" in the 8th line the words "without undue delay."
At this point a motion to lay on the table was lost.
Voted: Under Chapter 2 Section 2 to cross out the last sentence and substitute the following: "cinder block or con- crete block of a quality approved by the Building Inspectors shall be permitted in walls not less than 12 inches in thickness.
A motion to cross out the word "Portland" in Chapter 2 Section 3 (a) was lost.
Voted: Under Chapter 2 Section 9 "(a) to insert after the word "roof" in the 11th line the words "provided, however, that if fire resisting shingles or other fire resisting roof cover- ing is used, the top of the chimney may be no less than two (2) feet from the point of the roof."
A motion to add, after Section 10 (d) of Chapter 2 the words, "provided however that when the air conveyed by the ducts will not be heated above a temperature of 150 de- grees Fahrenheit, these restrictions need not apply," was lost.
Voted: Under Chapter 2 Section 12 (a) to strike out in the 6th line the following sentence, "all external doors shall be metal covered on the inside."
A motion to take up Section 5 of Chapter 1 for reconsidera- tion was carried unanimously, the original motion was then put, "to substitute 'may' for 'shall';" motion lost (unanimous.)
At this point, a motion : "That the balance of the Building Laws be accepted" was lost.

Voted : Under Chapter 3 Section 3, to insert after the word "of" in the first line, the words "the owner of the property, a regular employee of the owner, a resident of the town or."
Voted : Under Chapter 3 Section 6 (b) to add, after line 4 the words "unless other adequate means of light and ventila- tion be provided."
Voted: under Chapter 4 Section 2 to insert after the word by in the 4th line the words "the owner of the property, a regular employee of the owner, a resident of the town or."
Voted: Under Chapter 4 Section 13, to strike out entire section and substitute a new Section 13, to read as follows: "All convenience outlets in kitchens and laundries shall be on circuits separate from the rest of the house and from the lights and shall be of sufficient capacity to care for the normal use contemplated."
Voted: unanimously, "That the Building Code submitted by the Committee on the Building Code as amended be adopted by the Town and be incorporated as Article IX of the By-Laws of the Town of Lincoln.
Voted to adjourn at 10.30 P.M.
