REPORT OF THE BOARD OF SELECTMEN
January 20, 1964
To the Citizens of Weymouth:
The 1963 year, which has just ended, may well record one of the most significant, important and progressive administration in the long and envi- able history of the Town of Weymouth.
Since the ending of World War II and during the long period of re-adjust- ments, adjustments, planning and progressive building of our educational sys- tem, public works, public safety and other municipal functions, our people have long desired Government direction and administration of the people, by the people and for the people - based upon sound judgment, leadership with integrity, economy of operation and implicit cooperation of all Town Officials. The record of 1963 clearly indicates that this goal was attained and may well set the standard for 1964 and the years ahead.
At no time during the past quarter century has the actions, policies and decisions of the Board of Selectmen been more precise and productive for the Town of Weymouth than in 1963. It has been a year of incomparable joint co- operation for the best interests of the Community. Certainly it has been a year in which the Board of Selectmen have enjoyed working for their Town and people.
In the field of Public Safety, your Board has been accorded the highest re- spect and cooperation by Police Chief Joseph B. O'Kane and Fire Chief Walter R. Murray, their officers and men.
Traffic Safety, a major goal of your current Board, has moved swiftly to protect both pedestrians and drivers through the round-the-clock efforts of the Traffic Safety Division, initiated at the direction of the Board of Select- men. Nineteen sixty-four will see the building of stronger enforcement of our speed and traffic laws and extension of the program of proper street markings and traffic signs.
During the course of the year 1963, your Selectmen have been conscious of the grave dangers of minors procuring intoxicating beverages in any licensed premises in the Town. Many cases have been heard by your Board of Select- men in its capacity as Licensing Authority, and severe penalties inflicted where circumstances so ruled.
Recommendations for improvement of fire protection in Weymouth recently received from the New England Fire Insurance Rating Association contain many of the plans and policies which the Board of Selectmen have studied for the pur- pose of further protection for your homes and families and a reduction of in- surance costs for all homeowners.
We have undertaken a direct and thorough screening of the character, in- tegrity and ability of applicants for appointment to our Police, Fire and other Departments under the supervision or authority of your Board of Selectmen, so that the best-quality personnel could be made available for our many muni- cipal operations and facilities.

Your Board of Selectmen has been cognizant and active in the problem of transportation. Working with the Massachusetts Transportation Commission, the Board is well aware of the extensive costs and deficits of the MTA and will make every effort to avoid this great future tax debt.
We are well aware of the arduous and depressing traffic conditions facing those workers who must travel to and from Boston. And while there has been widespread apathy among many of these citizens for a new form of transportation, there is encouraging evidence that we are approaching a solution which must be had in the immediate future and not at a later date when driving an automobile to and from Boston will be an almost impossibility. We are now approaching that unbelievable condition.
The legal history of Weymouth may have reached an epoch in 1963 with the Decision of the Massachusetts Supreme Court to permit the Town of Wey- mouth to build the Laban Pratt Memorial Hospital as an adjunct to the South Shore Hospital, which has long served the families and people of Weymouth with humanity, excellent service and at lowest costs.
As a result of the Decision of the Supreme Judicial Court, approximately eighty (80) new hospital beds will soon be made available in the Laban Pratt Memorial Wing substantially for the sick, injured and maimed of our Town. .
The direction of the Laban Pratt case before the Massachusetts Supreme Court by Town Counsel, Robert H. Gaughen, has already been accorded its just due, but your Board of Selectmen records his works and efforts as one of the most outstanding success of his Office.
With the abnormal growth of the Town of Weymouth, claims, actions and suits have grown accordingly, but in 1963 the settlement of all of these legal problems have been the least costly and most favorable to our Town.
Our current legal problems involving the $2, 750, 000 suit by a contractor on the new North High School demands the vigorous and direct action which it is now receiving from the Town Counsel and Board of Selectmen to protect the interests of the Town. No effort will be spared to defeat this legal attack on the integrity of the Town of Weymouth, which has always met all financial and legal obligations honestly and expeditiously.
In many other ways and means has your Board of Selectmen acted for the betterment of community and people. While the question of legality may have temporarily halted to project to remove hundreds of junk cars from private properties, your Board is currently planning Town Meeting action and legis- lative approval of a provision which will permit the rejuvenation of this Pro- gram during 1964.
Public lands, which serve no future interests of the Town, have been sold to persons and groups for the purpose of developing new business establishments and add income to take a share of the load from the pocketbooks of the taxpayers and homeowners. Your Board of Selectmen has provided impetus for much needed housing for the elderly by the transfer of a Town-owned land on Essex Street, a site most acceptable for such a humane purpose.

With the cooperation of the Public Works Board, your Board of Selectmen is proposing the purchase of certain properties in the area of Commercial, Broad and Water Streets to enlarge our drainage system and beautify one of our prize possessions, our Herring Run.
The continuous and strong desire of Director of Public Works, Arthur J. Bilodeau, and his Staff to assist the Board of Selectmen in the hundreds of problems which have faced the Town during 1963 deserves high commendation. Certainly it has made the task of membership on the Board of Selectmen much lighter during the past year.
Renovations to the main Council Chamber in the Town Hall to restore it to a state of colonial design and beauty is a project in which your Board takes much pride. This project is the first phase of a proposed five year program for reno- vation, restoration and major maintenance of the Town Hall. It is a desire and intent that the Board of Selectmen, which will meet on March 10, 1964 (following the Town Election on the previous day) may conduct the Town's business with its people in a setting and chamber which will become a boast of our Community.
Your Board of Selectmen is desirous of preparing and providing a more in- teresting Annual Town Report of 1963 which will contain all records and actions of all Departments, Boards and Committees. Your attention to this report is invited.
To all Town Officials, your Board of Selectmen extends deep and warm gratitude for your contribution toward the success of the year 1963 and wel- comes a continuation of such effort in the year ahead.
To the Citizens of Weymouth, the Board of Selectmen offers its everlasting appreciation for not only your strong public support of its efforts, but wide ac- ceptance of the policies and decisions which have been recorded during the year 1963.
To a veteran of many years of loyal, efficient and dedicated service, your Board of Selectmen offers Mrs. Marion K. Rafferty its collective and personal thanks and acknowledgment for her unselfish and most efficient contribution as Secretary during 1963 and many other years.
