3. Drain Maintenance


In 1963, the eductor crew cleaned 1, 442 storm drain catch basins. This is an increase of 404 basins over 1962. Hand crews also worked on this main- tenance function. As the drain system expands and more of the open areas in the Town are built upon, this maintenance becomes more essential.


4. Street Sweeping


In 1963, the Highway Division continued the program of sweeping two nights a week and Saturdays to augment the daily sweeping. With the increased traffic load, the yearly increase of street mileage and the increasing use of winter sand for ice control, the necessity of a third sweeper is in the foreseeable future.


5. Rubbish collection


In 1963, household rubbish was collected every other week. The Town has decided upon incineration and at this writing the foundation for the Weymouth

Municipal Incinerator is being constructed. At approximately September 1964, routes will be established for regular and scheduled weekly collection. Each resident will have a definite day for collection rather than a week.


6. Highway Seal and Oiling


1. Oiling program was continued on the basis of sealing oil base streets every other year.


2. Bituminous Concrete S. T. treatment - 1963 introduced this program to augment the oiling program. Streets were chosen that had all utilities in good condition and when the roadbed was in fair shape.

3. General


a. Maintenance and upkeep of all greens, parks playgrounds, bathing facilities at Whitman's Pond and Wessagussett Beach.

E. Sanitation Division


It is proposed to include an Article in the 1964 Annual Town Meeting creating a Division of Sanitation. This Division will be responsible for the maintenance and operation of the incinerator; maintenance and operation of the disposal area; collection of rubbish and garbage.


As noted in Section I of this report, "Summation of Division Budgets Appropriated 1963 - Proposed 1964, " a partial budget is set up considering the following plan:

1. To employ the future supervisor of the incinerator May-June, 1964, to observe and follow the installation of the furnaces and appurtenant equipment. The furnaces and dependant equipment value at approximately $750. 000. Advice from Consulting En- gineers, Metcalf & Eddy, and other cities and towns that have recently constructed incinerators, indicate that this is a valuable advantage for future maintenance and operation.


2. The building contractor indicates his time schedule targets com- pletion late 1964 or early 1965. This office has included the oper- ational crew for the incinerator as of Dec. 1, 1964.


3. It is the intent of Public Works to establish weekly collection routes as of September 1964. That will give the Department three to four months to iron out the weekly collection routes, and have them well established for operating the incinerator. With the Supervisor coming on in May -June, he can also familiarize him- self and take part in the initial planning of the weekly collection routes.

During 1963, approximately 6. 21 miles of sub-main and lateral sewers were installed. The Wituwamat and Fort Point Pumping Stations are com- pleted and in full operation.

1. Tree Planting Program - 1963


The severe cold and rapid temperature changes caused serious losses of trees and shrubs throughout New England. This necessi- tated many replacements, slowing down new planting.

2. Dutch Elm Disease


The Division has continued to let contracts for removal of diseased trees on private property.

3. Insect Pest Control


The Canker or Inch Worm was again the principal individual pest problem.


Close observation and cooperation of the Department of Natural Resources resulted in a properly timed aerial spray, eliminating a repetition of the 1962 condition.


Other insect problems were of a minor nature, although the tent caterpillar, fall webworm, willow beetle and willow aphis appear to be building up a cycle.

4. Poison Ivy Spray


It is the routine duty of the Division to answer individual calls on poison ivy. Areas adjacent to schools, playgrounds, parks, school routes, etc. are sprayed annually. Approximately 200 locations are treated annually.

5. Hornets, Wasps and Bees


The Division answered approximately 75 calls on hornet and wasp nests.


Three swarms of bees reported in houses - referred to private bee man. Five swarms of bees reported in yards. Advised to ignore, that the swarm would move on.


6. Clearing of Visibility - Safety Along Roadways


The Division in cooperation with the Police Safety Officer cleared trees, brush and hedges that were causing dangerous conditions at intersections, and blind corners in 34 locations.

Contracts were awarded for the chemical storage, chlorine rooms and equipment. This work will be completed early in the year.


Contracts were awarded for the new Einter Street Well, Pumping Station and Pumping Equipment. The Winter Street Well will be operative early in 1964. The present three wells were used as booster stations dur- ing the summer and were extremely helpful during the drought in the fall when pond supplies were dwindling.

At the Filter Plant, all filter beds were cleaned and painted. New sand added to #5 and #6 filters, with others to be done in the near future. Main- tenance in the pipe gallery was continued with replacement of old valves by butterfly type.


New Teletax Transmitters were installed at North Weymouth Standpipe and Town Hall for recording high and low pressure mains, with receivers at the Filter Plant to help in better pressure control.


Quality control laboratory, under supervision of Reilly Laboratories, is maintained at its usual high standard.


Recommended for 1964: Continue engineering study for increased stor- age at Great Pond. Repair work on Hollis St. Garage. Complete dyke and construct control house at new dam. Clean and paint Park Ave. and wash water standpipes. Continue study of standby power for Filter Plant. Com- plete study for increased size of Filter Plant to supply needs of Town for population of 70, 000 people.


III. MASTER HIGHWAY PLAN - TO DATE AND PROPOSED 1964


Through 1963, a total of $264, 000 Chapter 90 funds appropriated over a period of three years have been earmarked for the construction of Com- mercial St. from Jaffrey St. to Unicorn Ave., and from Madison St. to Jackson Square.


The State has informed the Department of Public Works that due to a shortage of engineers, it has not been able to design and construct Com- mercial St. The State has indicated that it is highly possible construction will be possible the spring or summer of 1964.
