REPORT OF INCINERATOR BUILDING COMMITTEE
On January 14, 1963, Special Town Meeting, $54, 450. 00 was appro- priated for the purpose of having Plans and Specifications drawn for a Municipal Incinerator to be built on Town owned property, Wharf St.
On January 22, 1963, the Building Committee authorized the Con- sultant Engineers Metcalf and Eddy to proceed at once with the Plans and Specifications.
Initial bids were received May 27, 1963:

2. C. A. Batson 1,335, 915.00
3. Marden 1,371,000.00
Following careful deliberation, the Committee recommended that these bids be rejected. A conference was held with the Consultants and certain changes and deletions in the plans were considered.
Revisions were made in the plans and new bids called August 27, 1963:

A Special Town Meeting was held September 16, 1963, and $1, 356, 000 was appropriated for the purpose of constructing a Town of Weymouth Munici- pal Incinerator.
On September 20, 1963, the Committee awarded the contract to construct the Municipal Incinerator to the low bidder, C. A. Batson.
The firm C. A. Batson commenced foundation excavation and pile driv- ing in October, 1963. At this writing the piling is completed and the contractor is on good construction schedule.

In the year 1963, the Building Committee held eleven meetings and made field trips to five incinerator plants in the Massachusetts and Con- necticut area.

We have assessed upon the polls, motor vehicle and trailer excise, farm animal excise, water liens, sewerage and estates of all persons liable to taxation, the sum of $8, 887, 905. 52 and have committed the same to Frank W. Holbrook, Esq., the duly elected Collector of Taxes, with our warrants in due form of law, for the collections and payments, in accordance with the votes of the Town of Weymouth and warrants of the County of Norfolk and the Commonwealth of Massachusetts.

The above figures represent a summary of actual figures committed by the Board of Assessors for collection.
In March of 1963, at a regular monthly meeting, the Board of Asses- sors appointed a full-time Executive Secretary, who was not a member of the Board; thereby freeing all the Board-members for field work.
The Weymouth Board of Assessors, in the year 1962, finished an actual viewing of all land parcels in the town, and as a result of this, all these land parcels were equalized taking into consideration present market values, etc. This equalization was completed in time so that the new assessment was applied as of the 1963 tax.

Gentlemen:
I respectfully present the following for my fourth (4th) annual report of the activities and duties performed by the Town Counsel's office for the year 1963.
A total of fifty-five (55) claims, actions or suits by or against the Town were disposed of during the year, either by settlement on terms considered favorable to the Town or by trial before a Justice in the District or Superior Court or before a jury. A descriptive list of such cases follows.
Approximately thirty-five (35) other claims were filed against the Town for personal injuries or property damage based upon alleged defects in town streets and ways. Relative to such claims, I have continued the policy of causing a prompt police investigation of each claim and securing an im- mediate physical examination of the injured party to determine the nature and extent of alleged injuries. The examinations are conducted by a phy- sician designated by this office. This procedure has reduced payments on account of such claims to the sum of approximately One Hundred Fifty Dol- lars ($150. 00) this year. This sum is most insignificant when one con- siders that a few years ago several thousands of dollars were paid each year to settle such cases. The protection of the public interests in such cases was made possible only through the fine spirit of cooperation extended to the office by Chief of Police, Joseph B. O'Kane, Director of Public Works, Arthur J. Bilodeau, and Assistant Director, Frank Lagrotteria.
