ARTICLE 16. (Request of the Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, for the purpose of ac- quiring by gift, purchase, or take by right of eminent domain in fee or as otherwise specified, lands along Middle Street and Pleasant Street at Central Street, Weymouth, Massachusetts, in accordance with Chapter 79 of the General Laws for the purpose of alteration, widening and recon- struction of said streets, or take any other action in relation thereto. ARTICLE 17. (Request of the Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, for shore protection from the Fort Point Sea Wall along River Street westerly to the vicinity of Neck Street; work to be done under the direction of the State Department of Public Works as voted in the Annual Town Meeting, 1962, or by private contract under the direction of the Weymouth Public Works Department if State aid is not available, or take any other action in relation thereto.
ARTICLE 18. (Request of the Board of Public Works). To see if the Town will vote to reaffirm the vote of Article 35 at the Annual Town Meeting of 1928 and vote to authorize theBoard of Public Works to acquire by gift or purchase, or take by right of Eminent Domain under the provi- sions of Chapter 79 and Section 41 of Chapter 40 of the General Laws, all or any portion of certain lands including buildings and trees lying within the Watershed of Great Pond and not already owned by the Town, for the purpose of protecting the Town's Water Supply, said lands shown on Weymouth Town Atlas dated Jan. 1, 1963 as Block 545, Lot 22, Sheet 48 - . 78 acres, more particularly described on a plan drawn by Frank S. LaGrotteria, Town Engineer, dated December 31, 1962, Plan No. 1440B recorded with the Town Clerk; or take any other action in relation thereto.
ARTICLE 19. (Request of the Board of Public Works). To see if the Town will vote to authorize the Board of Public Works to acquire by gift, purchase, or take by right of eminent domain under the provisions of Chapter 79, Section 41 of Chapter 40 of the General Laws, land within the Watershed of the Winter Street Wells for the protection of said Wells as recommended by the Public Health Department, Commonwealth of Massa- chusetts, said land shown on the Weymouth Town Atlas dated Jan. 1, 1963 as a portion of Lot 7, Block 376, Sheet 33, more particularly described

on a plan drawn by Frank S. LaGrotteria, Town Engineer, dated December 31, 1962, Plan No. 1441B, recorded with the Town Clerk; or take any other action in relation thereto.
ARTICLE 20. (Request of the Board of Public Works at the Direction of Annual Town Meeting, 1962, Article 84). To see if the Town will take by gift, purchase, or take by right of eminent domain for highway purposes, that part of Lakeview Road that remains as a private way as shown on a plan by Frank S. LaGrotteria, Town Engineer, dated December 31, 1962, filed in the Town Clerk's office as Plan No. 1442B, or take any other ac- tion in relation thereto.
ARTICLE 21. (Request of the Board of Public Works at the Direction of the Annual Town Meeting, 1962, Article 84). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, for the purpose of constructing a foot bridge between Lakeshore Drive and Lakeview Road, said foot bridge to be constructed on the present site of the old one that was destroyed by fire, or take any other action in relation thereto.
ARTICLE 22. (Request of the Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer from avail- able funds and/or borrowing, a sum of money for the construction and maintenance of various items in the Town of Weymouth Parks and Play- grounds, monies to be spent under the direction of the Department of Public Works, or take any other action in relation thereto.
ARTICLE 23. (Request of the Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer from avail- able funds or borrowing the sum of Ten Thousand Dollars ($10, 000. 00) and reappropriate and/or transfer the whole or any portion of the unex- pended funds which were appropriated under the following four articles at the Annual or Special Town Meeting hereinafter set forth, all for the purpose of consolidating the four drainage projects described in the said articles and securing the completion of the work under one contract; Article 5, Special Town Meeting, September 17, 1956 - Article 17, Annual Town Meeting of 1961 - Article 19, Annual Town Meeting of 1962 - Article 82, Annual Town Meeting of 1962, or take any other action in relation thereto.
ARTICLE 24. (Request of the Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer from avail- able funds and/or borrowing, a sum of money for the reconstruction of Middle Street under the provisions of Chapter 718 of the Acts of 1956, as amended by Chapter 782, Acts of 1962, or take any other action in relation thereto.
ARTICLE 25. (Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, the sum of Three Hundred Dollars ($300. 00) to be ex- pended under the direction of the Board of Selectmen for the purpose of

stocking the ponds and inland waters, located within the Town limits, with fish and/or liberating game, all in accordance with General Laws (Ter. Ed. ) Chapter 40, Section 5, Clause 41, or take any other action in relation thereto.
ARTICLE 26. (Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, the sum of Five Hundred Dollars ($500. 00) for the purpose of maintaining during the ensuing year, the mosquito control works as esti- mated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931, or take any other action in relation thereto.
ARTICLE 27. (Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, the sum of Eight Thousand Dollars ($8, 000. 00) for the Town's share in the South Shore Mosquito Control District, or take any other action in relation thereto.
ARTICLE 28. (Direction of Selectmen). To see if the Town will vote to amend Article X, Section VII, Item 3a of the By-Laws, by striking out said Item 3a, and inserting in place thereof the following: "Any application for a hearing before the Board of Zoning Appeals under this by-law shall be accompanied by a filing fee of Twenty-Five Dollars ($25. 00) to be paid by the applicant, " or take any other action in relation thereto.
ARTICLE 29. (Direction of Selectmen). To see if the Town will vote to amend Article X, Section VII, Item 3, Paragraph 2 of the By-Laws, by striking out said paragraph 2, and inserting the following in place thereof: "Members of the Board shall receive Thirty-Five Dollars ($35. 00) for each meeting they attend; and a clerk, appointed by the Board, who may be a town employee, and the Building Inspector or his nominee in the Building Inspection Department, shall receive Fifteen Dollars ($15. 00) for each meeting of the Board attended, all payable from the appropriation for the Building Department, " or take any other action in relation thereto.
ARTICLE 30. (Direction of Selectmen). To see if the Town will vote to divide Precinct 6 in accordance with the recommendations of the Board of Selectmen and in compliance with Chapter 61 of the Acts of 1921 as amended, or take any other action in relation thereto.
ARTICLE 31. (Direction of Selectmen). To see if the Town will vote to accept Chapter 90 of the Acts of 1958 (an act defining the number of voting precincts into which the Town of Weymouth may be divided, i. e., not less than twelve (12) nor more than eighteen (18) voting precincts).
ARTICLE 32. (Direction of Selectmen). To see if the Town will vote to accept the provisions of Chapter 409. Acts of the General Court of 1962, authorizing the Town to adopt rules regulating the use of ways by pedestrians and providing for the non-criminal disposition of violations thereof, or take any other action in relation thereto.

ARTICLE 33. (Direction of Selectmen). To see if the Town will vote to adopt the following as By-Laws of the Town regulating the use of Wes- saugussett Beach Parking Area:
1. The use of the Parking area off North Street in Weymouth shown as Lot A on a plan entitled "Plan of Land in (North) Weymouth, Mass.", (at the end of Parker and Massasoit Roads) dated No- vember 18, 1954, made by Russell H. Whiting, Registered Land Surveyor, on file in the Town Clerk's office shall, from and after the effective date of these regulations, be limited to inhabi- tants of the Town of Weymouth and no other person or persons shall use the same as a parking area or space for vehicles or trespass upon the same for any purpose whatsoever.
2. The word "inhabitant" shall mean residents occupying dwelling units within the Town and their families and households actually residing with them and their house guests.
3. No person shall throw or cause to be thrown or placed upon said parking area any nails, glass, bottles, tin cans, rubbish or filth of any kind or commit any nuisance thereon.
4. No person shall park a vehicle in said parking area between the hours of eleven o'clock in the evening and five o'clock in the morning.
5. The Selectmen shall prepare rules and regulations governing the use of said parking area and the parking of vehicles therein and may alter, rescind or add to any rules and regulations previously made by them which shall include the issuance of permits by the Chief of Police to the owner or owners of each motor vehicle of a person entitled to such a permit under Section 1. Such permit may be in the form of a window sticker, so-called, for the display of such sticker on the window of each vehicle so covered by such permit or tags. A fee in an amount set by the Selectmen shall be charged for each permit and such fee turned into the Town Treas- urer.
6. Signs warning all persons of the provisions of these regulations shall be erected at the entrances and exits of said parking area and no person shall be held liable for violation of these regulations except when such signs are actually in place.
7. Whoever violates any provisions of these regulations shall be li- able to a penalty of not more than Twenty Dollars ($20. 00) for each offense.
Or take any other action in relation thereto.
ARTICLE 34. (Direction of Town of Weymouth Personnel Board). To see if the Town will vote to amend Article IV, Section 409, of the Town By-Laws, by accepting changes in the administration and classification and pay plan, or take any other action in relation thereto.

ARTICLE 35. (Request of Personnel Board). To see if the Town will vote to accept the provisions of Chapter 147, Section 17A, General Laws, as amended, providing the additional day's pay for police officers required to work on certain legal holidays or take any other action in relation thereto.
ARTICLE 36. (Request of the Committee to remodel the old high school and vocational school buildings). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer from avail- able funds and/or borrowing, for the purpose of remodeling and moderni- zing, including the purchasing of new equipment, the old high and voca- tional school buildings, said money to be expended under the direction of the Committee appointed under Article 45 of the 1961 Annual Town Meet- ing, or take any other action in relation thereto.
ARTICLE 37. (Request of the School Committee). To see if the Town will vote to authorize and direct the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain, in fee, for street and highway purposes Anthony Road beginning at Garey Street and extending easterly for a distance of 650 feet, more or less, to the existing drive- way of the new school, all as shown on a plan drawn by Frank S. LaGrot- teria, Town Engineer, dated December 31, 1962, No. 1443B, filed in the Town Clerk's office, and to raise and appropriate by taxation, trans- fer from available funds and/or borrowing, a sum of money therefor or take any other action in relation thereto.
ARTICLE 38. (Request of the School Committee). To see if the Town will vote to authorize and direct the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain, in fee, for school purposes, certain parcels of land, with the buildings thereon, owned or supposedly owned by the estate or heirs of Wallace D. Cowing and Mabel Cowing, being shown as Lots 18 and 19, Block 245, Sheet 18, of the Town Atlas, also shown as Lots 8, 9 and 10 on Land Court Plan 12964J filed in the Norfolk Land Court Office, Dedham, and Lot 23, Block 245, Sheet 18, of the Town Atlas, owned or supposedly owned by the estate or heirs of Wallace D. Cowing, having a frontage of approximately 100 feet on Commercial Street and a depth of 100 feet, more or less, or however otherwise bounded and described, all as shown on a plan drawn by Frank S. LaGrotteria, Town Engineer, dated December 31, 1962, No. 1444B, filed in the Town Clerk's office; and to see if the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, a sum of money therefor, or take any other action in relation thereto.
ARTICLE 39. (Petition of the Industrial Development Commission). To see if the Town will vote to amend Article X, Zoning By-Laws of the Town of Weymouth as follows:
To amend Section IV-A, Sub-section 2, by adding, after the word "Selectmen", in the last line, the following words: "in accordance with the General Laws of the Commonwealth of Massachusetts;" so that said

paragraph, as thus amended, will read as follows: "Research, experimen- tal and testing laboratories and manufacture which is incidental to research and experimental laboratories; subject however, to license when required by the Board of Selectmen in accordance with the General Laws of the Commonwealth of Massachusetts.
To amend Section IV-A, Sub-section 3, by deleting the word "now" in the last sentence and inserting, in place thereof, the word "not", so that said sentence, as thus amended, would read as follows: "There shall also be filed therewith, written authorization for such use of any land not owned by the applicant. "
To amend Section IV-A, Subsection 5, by deleting the word "eighty" in the second line and inserting, in place thereof, the word "twenty" and by deleting the word "two" in the last line, and inserting, in place there- of, the word "one"; and by adding, after the word "feet" in the last sentence, the following: "except in areas where there is rear land for development that may require access through the lost involved, then the width will be two hundred feet"; so that said paragraph, as thus amended, will read as follows: "Required lot area width: For each establishment, not less than twenty thousand square feet, having a width of not less than one hundred feet, except in areas where there is rear land for develop- ment that may require access through the lost involved, then the width will be two hundred feet. "
To amend Section IV-A, Sub-section 6, by deleting the word "twenty" in the second line and inserting, in place thereof, the word "sixty"; so that said paragraph, as thus amended will read as follows: "Percentage of lot coverages: All buildings, including accessory buildings, shall not cover more than sixty per cent of the area of the lot. "
To amend Section IV-A, Sub-section 8, by adding, after the words "property line" in the last line, the following: "except when one hundred to one hundred ninety-nine feet width is authorized, then the building shall be not less than fifteen feet from the side property line"; so that said paragraph, as thus amended will read as follows: "Yards required: Buildings shall be not less than forty feet from any street line and fifty feet from any side property line, except when one hundred to one hundred ninety-nine feet width is authorized, then the building shall be not less than fifteen feet from the side property line."
Add new Sub-section "8-A": "Where an industrial area is to be de- veloped that abuts a presently developed residential area, a six foot solid fence or screen planting may be required at the discretion of the Building Inspector."

From Residential to Limited Industry - A, land shown on the Town of Weymouth Assessors' Maps revised to Jan. 1, 1961 as Lots 4, 5 and 6, Block 642, Sheet 62; beginning at the Weymouth-Abington line on the east- erly side of Pond Street; westerly by the easterly side-line of Pond Street; northerly by the northerly property lines of Lots 5 and 6, Bock 642, Sheet 62; easterly by Old Colony Railroad; southerly by Weymouth-Abington Town Line; or take any other action in relation thereto.
ARTICLE 42. (Petition of the Industrial Development Commission). To see if the Town will vote to amend its Zoning Laws and Zoning Map, Article X of the Town By-Laws, by making the following changes:

From Business and Limited Business to Limited Industrial - A, the land in its entirety bounded by Main, Washington and Winter Streets.
Also the land on the easterly side of Washington Street; commencing at a point on Washington Street opposite the intersection of Congress Street and extending northeasterly at right angles to Washington Street, to the division line between Precinct 10 and Precinct 6 and extending along in a southerly direction along the division line between Precinct 10 and Precinct 6, thence continuing in a southwesterly direction along the di- vision line between Precinct 4 and Precinct 6 to a point opposite the end of the present Limited Business Zone; or take any other action in relation thereto.
ARTICLE 43. (Petition of the Industrial Development Commission). To see if the Town will vote to amend its Zoning Laws and Zoning Map, Article X of the Town By-Laws, by making the following changes;

From Residential to Limited Industry - A, land shown on the Town of Weymouth Assessors' Maps revised to Jan. 1, 1961 as a portion of Lots 2, 3, 18, 19 and 23, Block 447, Sheet 35; also a portion of Lots 1 and 10, Block 448, Sheet 35; said land being a 260 foot strip between the 240 foot strip of Limited Business District on the southerly side of Washington Street and the Limited Industrial District - B, 500 feet back from said sideline of Washington Street and the remaining portion of said Lot 18, Block 447, as shown on the Town Zoning Map of Limited Industrial Dis- tricts that is not within the existing said Limited Industrial District - B.
Said land bounded as follows: Northerly by the rear of said Limited Business District 240 feet from the southerly side line of Washington Street; easterly by the easterly property line of said Lot 1, Block 448 extended to intersect with the northerly boundary line of said Limited

ARTICLE 47. (Request of the Park Commissioners). To see if the Town will vote to authorize the Park Commission to have the complete con- trol and jurisdiction over the two existing Little League baseball fields which are located on Town of Weymouth Property described in the Town of Weymouth Atlas as being part of Lot 2, Block 220 on Sheet 21, and to see what sum of money the Town will raise and appropriate by taxation, transfer from available funds and/or borrowing, for the improvement, repair, and reconditioning of the existing Little League fields; or take any other action in relation thereto.
ARTICLE 48. (Request of the Park Commissioners). To see if the Town will vote to raise and appropriate by taxation, transfer from avail- able funds and/or borrowing, the sum of Seven Thousand Dollars ($7, 000. 00) for the purpose of converting a section of Lovell Playground into a Little League Baseball Field, to be expended by the Board of Pub- lic Works; or take any other action in relation thereto.
ARTICLE 49. (Request of the Park Commissioners). To see if the Town will vote to confirm the action of the Park Commission of Decem- ber 6, 1962 in naming the property off Broad Street, shown as Lots 12 and 23, Block 299, Sheet 22, on 1951 Town of Weymouth Atlas, the Robert S. Hoffman Memorial Park, and that the Town vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, the sum of One Hundred Fifty Dollars ($150. 00) for the purchase and erection of a suitable plaque, or take any other action in relation thereto. This action is in conjunction with Article 42 of the 1954 Annual Town Meeting.
ARTICLE 50. (Request of the Park Commissioners). To see if the Town will vote to raise and appropriate by taxation, transfer from avail- able funds and/or borrowing, a sum of money to purchase a compact bus which would provide transportation for the recreation programs of- fered by the Park Department, including the blind and mentally retarded children, or take any other action in relation thereto.
ARTICLE 51. (Petition of Committee). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer from available funds and/or borrowing, for microfilming vital statistics and other vital records in the several town departments for the purpose of providing protection and preservation of these records or take any other action in relation thereto.
